1 Q&A Distribution equipment and materials ITB-223/17 Establishing Long Term Agreement (LTA) in Two Lots for purchasing various capacities Transformers and Electricity supplies under Funding Facility for Immediate Stabilization (FFIS) Project. Question submitted bidders Answer by Technical team and procurement 1 Regarding to channels, it is mentioned galvanized channel, and in same item mentioned, that needs to be painted with two layers, we think that galvanized channels, no need to be painted, can you clarify please. Galvanized channels shall be galvanized after making holes as stated in the drawing. 2 3 (a) please inform us about how it will be long term agreement, and the Bid will be valid for only 120 Days? if there will be an agreement and a contract, and the company Cannot extend the validity of a bid, how the agreement and the contract will fix this problem? (b)-please inform us if the items of Power Cables or Some items are armoured? About the long term agreement of this project, we would be obliged to know if we can submit our offer according to a formula as shown below otherwise if we submit a fixed price it will be valid only for two week after the two weeks it will be a big risk for us because and as you know the cable price is 70% LME & the LME copper price is variable. On the other side manufactures cant give a validity price more than two weeks and again the price must be according the formula.so please confirm if we can submit our price according to this formula. e.g. The formula price of LME of today (5,907 USD/MT). The prices quoted above is based on copper price of USD/MT USD/MT and shall be adjusted according to the following formula. C=B+A C= Contract price (USD/km) B= Bid price (USD/km) A={[Wcu * (Cu-Cu0)/1000] + [WAL* (Al-Al0)/1000]} Wcu= Copper weight in cable (kg/km) Cu= Cash settlement price of copper at LME on next working day after receiving of the L/C or advance payment. CuO= Base copper price $/MT. (a) The bid validity is only for the period of evaluation and not for contract implementation. (b) 36 kv single core 400 mm2 cable (item 7) shall be provided without armour as stated. 36 kv three core 3x150 mm2 cable (item 8) shall be provided with armour as stated. 24 kv three core 3x150 mm2 cable (item 9) shall be provided with armour. Price adjustment formula is applicable to only the following items: 1) Aluminium conductors 2) ACSR conductors 3) 33 kv & 24 kv Underground cables. 4) PVC insulated cables 5) Bare copper conductors 6) Twisted cables Following formula shall be used for calculating the cost/price adjustment of the above items: Cost of cables/conductor per km= [(A * B * C) + F] A: Adjustment rate

2 In DS No. 9 Bid Security. In the case that we are submitting Bids for the two Lots, can we furnish one bid security for the amount of 170,000USD or two separate Bid securities, i.e. one for each lot (50,000USD for Lot 1 and 120,000 USD for Lot 2) In DS No. 10 Acceptable forms of Bid Security. Spare parts are not required. 2) Spare parts list is also not required Rating of circuit breakers shall be 250A and 400 A for 250 kva and 400 kva transformers respectively as stated in the specification of distribution boards. 1) Cables which comply with ITB requirements, may be supplied from any reputed cable manufacturer. 2) Printing of cable identification using inject printing is not acceptable.

If type A is correct, please kindly provide drawing of clamp or detailed requirement. Type A is acceptable. Copper clad earth rods shall be provided instead of copper earth rods. The copper clad rods shall be supplied without screws. Clamp shall be suitable for connecting 50 mm2 copper cable to the rod. According to the table provided in the specification under 4 a, e minimum 1) Bidders may bid for one or both lots 2) Transformer windings shall be made of copper 2) Material to be delivered depending on the requirement at the time of ordering. 4) As per ITB The cable shall be provided with armour. Accordingly, details of armour shall be provided under item 12 of compliance sheet. Value indicated under item 24-3 of compliance sheet need to be corrected as 125 kv. Thickness of tubular poles shall be according to table provided under 4a of the specification.

Dimensions of insulators attached to the specifications are different for the values given in the specifications. What are the correct dimensions of insulators? Drawing of 33 kv, 11 kv and LV shackle insulators have been given as samples. Insulators need to be provided to satisfy the requirements given in the specification & compliance sheets. System highest voltage of 400 V porcelain shackle insulator (item 9 of compliance sheet) of the compliance sheet need to be corrected as 0.6 kv. 27 Factory Inspection Tests UNDP might sent representatives for witnessing of Factory Acceptance Tests. UNDP will bear all the cost for travelling, accommodation,.etc. for the representatives to witness the FAT.
