1 Instructions to Bidders DATA SHEET The following data for the supply of goods and related services shall complement / supplement the provisions in the Instruction to Bidders. In the case of a conflict between the Instruction to Bidders and the Data Sheet, the provisions in the Data Sheet shall prevail. This must be finalized using the official letterhead of the Issuing Bank. Except for indicated fields, no changes may be made in the content of attached SECTION 8 11 B.9.5 C.15.4 a) Validity of Bid Security 120 days from the last day of Bid submission. Bid Security of unsuccessful Bidders shall be returned. 12 Advanced Payment upon signing of contract Not allowed 13 Liquidated Damages Will be imposed under the following conditions: Percentage of contract price per day of delay: 0.5% penalty from total price for each day of delay Max. no. of days of delay :20 days Next course of action : Termination of the contract 14 F.37 Performance Security X Required for the awarded vendor. PLEASE NOTE:- 1. Date and time visible on the main screen of event (on e-tendering portal) will be final and prevail over any other closing time indicated elsewhere, in case they are different. It is the responsibility of the bidder to make sure bids are submitted within this deadline. UNDP will not accept any bid that is not submitted directly in the system. 2. Submit your bid a day prior or well before the closing time. Do not wait until last minute. 4 25 Evaluation method to be used in selecting the most responsive Bid Non-Discretionary Pass/Fail Criteria on the Technical Requirements; and Lowest price offer of technically qualified/responsive Bid 26 C.15.1 Required Documents that must be Submitted to Establish Qualification of Bidders (In Certified True Copy form only) Company Profile, which should not exceed fifteen (15) pages, including product catalogues relevant to the goods/services being procured Certificate of Registration of the business, including Articles of Incorporation, or equivalent document if Bidder is not a corporation Official Letter of Appointment as local representative, if Bidder is submitting a Bid in behalf of an entity located outside the country Quality Certificate (please refer to the required certificates as mentioned in the attached technical specification in the 8 LOTs) and/or manufacture test certificates, accreditations, awards and citations received by the Bidder, if any Certification or authorization to act as Agent in behalf of the Manufacturer, or Power of Attorney, if bidder is not a manufacturer Latest Audited Financial Statement (Income Statement and Balance Sheet) including Auditor s Report for the past 2 years OR bank statement for the last two years. 27 Other documents that may be Submitted to Establish Eligibility Statement of Satisfactory Performance from the Top [3] Clients in terms of Contract Value for the past [5 years] List of Bank References (Name of Bank, Location, Contact Person and Contact Details) All information regarding any past and current litigation during the last five (5) years, in which the bidder is involved, indicating the parties concerned, the subject of the litigation, the amounts involved, and the final resolution if already concluded. The award can be for: One or more Suppliers: in the event where the evaluation exercise results in the selection of one or more winners; one winner per lot or more lots. One Supplier: in the event where the evaluation results in the selection of one winner for all lots. Award Criteria Non-discretionary Pass or Fail rating on the detailed contents of the Schedule of Requirements and Technical Specifications Compliance on the following qualification requirements : Bid Evaluation Criteria 1 Minimum no. of years of experience in similar contracts: [TWO YEARS]; Minimum no. of similar projects undertaken over the past 5 years [3 projects]; Full compliance of Bid to the Technical Requirements; Quality Inspection and Testing Certificates for the goods to be supplied; After-sales service of at least [1 year]; Warranty on parts and services for a minimum period of [as mentioned in the technical specification for each LOT]; User s Training for a minimum of [two persons] to be conducted at [in each system] for a period of [1 week]; Acceptability of the Transportation/Delivery Schedule; Appropriateness of the Implementation Timetable to Project Schedule; Qualification of the Team Leader to directly coordinate with UNDP [two years experience in the field of solar system]; 1 Pls. reconcile and ensure consistency with the contents of the Technical Specifications
