4 SECTION I: Invitation for Sealed Quotation Dated: 14th June 2017 Sealed Quotation is invited from interested reputed manufacturer/authorized distributor / dealer of. 1. Bid Document can be purchased at a cost of Rs (non-refundable) from the following office. Information System Support Directorate ITE Building Jawalakhel,Lalitpur, Nepal Tel. No.: / FAX: Fax No. : / ntc.issd@ntc.net.np 2. Bids must be received in sealed envelope at the above address by hrs, of 28th June, Bids received after this deadline will not be accepted. However, if the submission date is declared to be public holiday, the submission date will be postponed for the next working day at the said time. 3. The sealed bids will be opened at 12:00 noon on 28th June, 2017 in presence of representatives of and authorized representatives of Bidders who choose to attend. 4. Bids shall have validity up to 25th Sept, Bids that are not valid until the date mentioned above shall be rejected. 5. The Sealed Quotation document shall comprise of the following documents: a) Cover letter b) Clause by clause comments on Commercial Conditions and Technical requirements. c) Detailed technical description with Catalogue and Brochures of the offered product. d) Bid form as per Sample Form No.1. e) Price Schedule duly filled with date and signed by authorized person. f) Supply record of the products. g) The authorization letter from Manufacturer/Dealer/Distributor as per sample Form No.3. h) Company registration certificate, renewed VAT registration certificate and Tax clearance certificate issued by concerned authority of Nepal Government. i) Power of Attorney and specimen signature to sign the quotation. j) Bid Security of 2 to 3% of quoted price in the form of Bank Guarantee as per sample Form No.2 (issued by one of the 'A' Class Commercial Banks) valid up to 25th Sept, 2017 or voucher of cash deposit (in NRs.) of same amount deposited in the Account No of, ISSD, Jawalakhel in Nepal Investment Bank, New Road Branch. k) All pages containing Commercial Conditions and Technical Compliance Statements shall be signed by the bidder (authorized persons) and stamped with official seal. l) Quality Assurance Certificate ISO 9000 series of the bidder. 3 Sealed Quotation No. NDCL/ISSD/12/VAAR for Supply, Delivery, Installation and

5 m) All the necessary certificates required for this quotation shall be authenticated. n) Experience in software development for more than 10 years. o) Shall have developed 2 software related to office automation having contact amount more that Nrs 2 million. Client Certificate is mandatory Submission of all the documents mentioned herein along with bid is mandatory, without which the quotation shall be rejected. Any quotation with deviation in major clause marked with asterisk (*) shall be rejected. 6. Bid security will be forfeited if a) The bidder withdraws its bid during the period of bid validity OR b) the bidder having been notified of the acceptance of its Bid by during the period of bid validity, either fails or refuses to sign the contract agreement within seven (7) days from the date of issuance of letter of acceptance; or fails or refuses to furnish the Performance Security in accordance with Clause No. 3 of Section II: Conditions of Contract. 7. Compliance Statements to Commercial Conditions & Technical Requirements: In the offer, the bidder shall include clause by clause statement on s Commercial Conditions and Technical Requirements. In the statement of compliance, the supplier shall state: - a) FULLY COMPLIANT" if goods and functions offered fully meet the requirement. b) "PARTIALLY COMPLIANT if goods and functions offered meet the requirement partially. The bidder shall state the reason why the offer is partially compliant. However, if the bidder is able to fulfill the specified requirement later, the time schedule for this shall be stated. In such case, the bidder shall clearly mention the extent to which other requirements or specifications are affected. c) "NON COMPLIANT " if the goods and functions cannot meet the requirements, the bidder shall also state reasons for it. d) Compliance statements such as 'Agreed', 'Noted', 'OK, Tick Mark, DO ( ) and 'Understood', etc. shall not be acceptable and shall be considered Non Compliant. In case of absence or unclear statements of compliance for any specified requirement, Nepal Telecom will interpret that particular requirement as being "NON COMPLIANT". 8. Evaluation of Sealed Quotation and Contract Award will examine and evaluate the duly received proposals of various bidders and award contract to the successful bidder with lowest bid price among the responsive bidders complying with all the terms and conditions of this bid document. During evaluation, Arithmetical Errors will be rectified on the following basis: Discrepancy between the Unit Price and the Total Price If there is a discrepancy between the unit price and the total price which is obtained by multiplying the unit price and quantity, the unit price shall prevail, and the total price will be corrected. Error in calculation of Total Price If there is an error in Total Price - corresponding to the addition or subtraction of subtotals then the subtotals shall prevail and the Total Price shall be corrected. 4 Sealed Quotation No. NDCL/ISSD/12/VAAR for Supply, Delivery, Installation and

6 If there is discrepancy between words and figures, the amount in words shall prevail. While performing error corrections as mentioned above, the Quoted Bid Price may be changed. Therefore, the Total Bid Price obtained after the Arithmetical Error Correction shall be considered as the Corrected Bid price. shall issue Letter of Acceptance (LOA) to notify the concerned bidder whose bid has been selected in writing mentioning the evaluated bid amount. shall notify this to all bidders that have submitted the sealed quotation. The successful bidder shall present himself within 7 days after receiving of notice of Letter of Acceptance for signing the contract. 9. s Right to accept or reject any or all quotations: reserves the right to accept or reject any quotation, without any obligation to inform the bidders. 10. Variation in Quantities may vary (increase or decrease) the quantities by max of 15% at the time of contract award. 11.
