Subject: Sale of Aircraft Engines (PW4152) Qty 04 PIACL is pleased to invite the sealed tenders for above mentioned engines listed in the attached annex-a on As is Where is basis. Bidders can submit their offers for any number of listed engines. However the offers must be made separately on the prescribed form Annex A. Bidders are to offer their price against each of the Engine Serial Numbers they are interested to buy. The relevant engine data such as LLP s data and mini packs of all listed engines (by ESN) is available on the Link: ftp://download.piac.com.pk and can be accessed by the bidders. User Name: ebd Password: eng!n@buy The terms & conditions of the tender are given below: A) SUBMISSION OF TENDER You are required to send your sealed bids In Single Stage - Single Envelope Basis clearly mentioning Sale of Aircraft Engines (PW4152) and addressed to G.M Logistics Supply Chain Management (Store) Building, PIAC Head Office, JIAP Karachi by March 13, The bids may also be dropped in the tender box marked as Tender Box placed at the entrance of the PIA Procurement & Logistics (Store) Building latest by 10:30 hours on the specified date. Bidders may also send bids through registered A/D which must reach before the closing date and time mentioned above. Bids will be opened at 11:00 hours the same day (March 13, 2019) in the presence of Bidders / Representatives. Bid should be sealed with Scotch Tape, Bidder signature and stamp affixed. Bids received after stipulated date & time shall not be considered. The Corporation will not be responsible for any postal delays. The decision of competent authority PIACL in this respect shall be final and binding. 1

2 PAYMENT TERMS A. EARNEST MONEY The Bid should be accompanied by a 5% (five) of the total bid value having been deposited in terms of a Pay Order [from any scheduled bank of Pakistan] payable at Karachi in lieu thereof in the name of M/s PAKISTAN INTERNATIONAL AIRLINES as interest free Earnest Money (Refundable) with Financial Proposals. Earnest Money in any other shape shall not be accepted. Earnest Money deposited shall not be transferable as earnest money for any other tender. Bids without Earnest Money shall not be considered. The earnest money is not required from Foreign Bidders. B. SECURITY DEPOSIT The successful bidders upon award will be required to furnish in the amount equivalent to 25% of total bid value within 10 days of confirmation of Sale through Award Letter as interest free Security deposit in shape of Pay Order of an equivalent amount or a Bank Guarantee for an equivalent amount countersigned by the Head Office of the Bank and to remain valid 3-months after the expiry period of the Contract. The Earnest Money already held can be converted into Security Deposit and balance amount shall be deposited as above. C. FINAL PAYMENT Payment of the remaining amount (75% for successful bidder) before delivery of engine(s). PREPARATION OF BID Tender will be opened on Single Stage - Single Envelope basis. All bidders must submit one sealed envelope on specified tender opening date/time with following documents; a) The Tender Schedule Complete Form {All pages} duly filled in, signed, stamped every page and sealed with scotch tape. b) 5% Pay Order (from any scheduled bank of Pakistan) for Earnest Money (Refundable/Interest Free) from Local bidders (Foreign Bidders exempted). c) Pay Order of Rs. 15,000/- (Non Refundable) as Tender Fee for local Bidders and USD 500 for Foreign Bidders. The bid will not be considered if complete information required is not given therein. Authorized Signatures of individual signing the bid and other documents connected with the contract must specify whether signing as: a) Sole Proprietor or his attorney. b) A registered active partner of the firm or his attorney. c) For the firm per procreation. d) As secretary, Manager, Partner, etc., or their attorney in case of firms registered under Partnership Act. e) The Bidders must indicate whether its firm / company / organization etc is registered with PIA or not. If registered then specify PIA Registration number. 2

3 PRICES a) The Prices quoted must be net as per accounting unit as shown in the Schedule to tender exclusive of all duties / taxes and Government levies as applicable at the time of bidding. b) The Prices mentioned in the bid will be treated as firm till the completion of Contract. c) The Prices must be stated for each engine separately both in words and figures in Pakistani Rupee or US Dollars. Additional information, if any must be linked with entries on the Schedule to Tender. d) Offers must be valid for 90 days. e) Rates must be written on PIA prescribed form otherwise Bids will not be entertained. f) Correction White Fluid or Over Writing strictly not allowed otherwise tender will be out rightly rejected. g) For foreign bidders rates will be converted into local currency at the rate specified by PIA Finance at the date of bid opening & will be locked till completion of handing over of the engine(s). ACCEPTANCE OF TENDER a) PIACL is not obliged to accept the tender and reserve the right to accept or reject any or all bids / quotations with or without assigning reason. b) Extend the date of opening (if deemed necessary). 4 Tender Terms & Conditions (Read Carefully) Supply Chain Management Department If at any stage documents provided by the bidders found TEMPERED / BOGUS 5% deposited Earnest Money will be forfeited. All bidders are required to quote rates as per accounting unit shown in the Schedule to tender exclusive of all duties / Taxes & Government levies as applicable at the time of bidding. Please note that offered prices must be firm and final in all respect. Payment to be made before the delivery at PIAC facilities. Quotation must be valid for 90 days from the date of bid opening. Bid will be awarded on highest rates basis. All foreign Bidders must send their sealed bids via courier service directly to G.M Logistic Supply Chain Management. PIA will not be responsible for any postal delay. Bids found below PIA standard shall be rejected / returned. Bidder should fulfill all documentary requirements as per PIA procedure. All Bidders should fill every column and attach the relevant documents along with the proposals. For successful bidders 25% payment advance in the form of pay order must be required after confirmation of Sale through Award Letter. Engine must be uplifted by the successful bidder after full payment within 45 working days after the approval of the case. Transportation / Shipping including Custom Clearance of engine(s) shall remain the sole responsibility of successful bidder. The bidder not fulfilling any/all of the above shall be declared non-responsive / disqualified. In addition bidder should comply all terms and conditions. If due to any reason the successful bidder steps down from the offer, the earnest money / Security Deposit (whichever is applicable) will be forfeited. No addition/deletion in this tender document should be made by the bidders. If any addition /deletion done by the bidder then it will not be considered. 4

Prescribed tender form can be obtained from the Accounts office, P&L Department, JIAP, Karachi after payment of Rs. 15,000/- processing fee (Non- Refundable). Foreign Parties can download the tender document from PIA / PPRA websites. Aircraft Engines will be offered on AS IS WHERE IS basis. Transportation will have to be arranged by the buyer. Shipping including Custom Clearance will be the sole responsibility of buyer. However PIA shall provide all possible assistance in custom clearances. The price of Engines must be quoted in figure and words separately. For inspection of the offered Engines, the bidders should submit 3 attested copies of CNIC/passport on or before Feb 22, 2019 of the person who intends to inspect the Aircraft Engine. Inspection shall be held on or before Mar 08, Only those bidders shall be allowed to inspect the Aircraft Engines who had purchased the tender documents from PIA.
