2 REF: GMP/DGMPC/CONT/035C/13 P&L Procurement & Logistics Department Prequalification of Fashion Designer M/s Dear Sir, We are pleased to invite your sealed tenders for the items listed in the attached schedule/s. The terms & conditions of the tender / supplies are given below:- A) SUBMISSION OF TENDER 1. You are required to send your tenders i n s e a l e d c o n d i t i o n addressed to General Manager Procurement & Logistics, PIA Procurement & Logistics Building JIAP, Karachi latest by till 1130 Hrs. The tenders may be dropped in the tender box marked as Tender Box Commercial Purchases placed at the entrance of the PIA Procurement & Logistics Building latest by 10:30 hours on the specified date. Tenders will be opened at 12:00 hours the same day in the presence of tenderness. 2. Tenders received after stipulated date & time shall not be considered. The Corporation will not be responsible for postal delays. The decision of General Manager Procurement & Logistics in this respect shall be final and binding. 3. Bidders are required to submit a Pay Order of Rs. 2000/- as tender fees along with the Proposal. 4. Documents sent by will not be accepted. Application received after the deadline for submission will not be considered. Applicant failing to provide the requested information will be disregarded. PIA has complete right to disqualify any applicant at any stage if it is being found as blacklisted, delayed application submission, false information and in any other activity against the corporation. B) EARNEST MONEY The Tender should be accompanied a Pay Order o f R s. 5 0, payable PAKISTAN INTERNATIONAL AIRLINES as interest free Earnest Money (Refundable). Earnest Money in any other shape shall not be accepted. Earnest / Security Money deposited against a running contract (s) purchase orders(s) shall not be transferable as earnest money for any other tender. All tenders without Earnest Money shall not be considered. C) SECURITY DEPOSIT The successful contractor upon award of Contract will be required to furnish security deposit of Rs. 1 00, 000 as interest free Security deposit in shape of Pay Order. The Earnest Money already held can be converted into Security Deposit and balance amount if any Page 2 of 11

3 D) PREPARATION OF TENDER P&L Procurement & Logistics Department Tenders would be called on Single Stage Two Envelope basis. The BID (Tender) submitted shall comprise of a single package containing two envelopes, each envelope shall be marked and will contain FINANCIAL and TECHNICAL proposal. On the given tender opening date only Technical Proposal will be opened in the presence of tenders available. The Financial Proposal shall be shown to the parties but will be retained with PIA without being opened. After Technical Evaluation of the received Technical Proposals, Financial Proposals will be opened publicly at the date, time & venue to be announced and will be communicated to the bidders in advance. PIA will open the Financial Proposals publicly of the parties whose Technical Proposals have been found acceptable. Financial Proposals of the technically non-responsive bids shall be returned un-opened to the respective bidders. E) PRICES a) The Prices mentioned in the tender will be treated as firm till the completion of Contract. b) The Prices must be stated for each item separately both in words and figures in Pakistan Currency. Additional information, if any must be linked with entries on the Schedule to Tender. c) Offers must be valid for 90 days. F) DURATION OF CONTRACT a) Contract will be awarded for a period of one year, extendable for further two periods subject to the satisfactory performance and mutual consent. 4 Introduction P&L Procurement & Logistics Department In this era of globalization the continuous changes in the Airline Industry have totally redefined the working dynamics of a commercial airliner. The customer orientation is keeping the Airlines on its toes. This change is clearly visible right from the airline logo, aircraft livery, advertising/branding approach, communication and the overall presence of the airline. Airlines all over the world have been practicing and mastering the art of rejuvenating their brands for more than two decades. The changes or image rebuilding is being done to make the existing customers happy and more loyal towards the airline while attracting and creating curiosity amongst the potential clientage. In the Airline business, crew be it Cockpit, Cabin or even for that matter people on ground represent the Airline in other words these people are the face of the airline. Pakistan International Airlines has a tradition of setting standards par excellence. Previously the National Flag Carrier has taken services of famous French, Italian and Pakistani Designers for designing Crew Uniforms. The present management is committed to revive the faded glory of the National Flag Carrier, so in line has taken the initiative for rejuvenating the PIA Uniform. Scope of Services PIA is giving a chance to the dress designers for winning the pride to become PIA uniform designer. To develop six designs of PIA uniform for different department employees as mentioned below 1. Cockpit crew male/female (Shirt, pent, coat, cap, shoes, tie, wings, applet,) 2. Cabin Crew female (Shirt, trouser/shalwar, cap, scarf, shoes, wings, bag) 3. Cabin crew male (shirt, pent, coat, cap, shoes, tie, wings, applet,) 4. Ground staff male (shirt, pent, coat, cap, shoes, tie, wings, applet) 5. Ground staff female (Shirt, trouser/shalwar, cap, scarf, shoes, wings, bag) 6. Engineering staff male/female. (shirt, pent, coat, cap, shoes, tie, wings, applet) Requirements of applicants: i. Applicant has to submit application with all necessary documents. ii. Must possess at least 10 years of successful experience related to the scope of work defined above. iii. Experience of having operated globally and/or internationally iv. The firm must have the requisite technical and professional expertise reflected in the qualifications and experience of the personnel who would be dedicated/available to the PIA. v. The contract period will be for one year with a probationary period of three months. All payments will be made net of taxes in Pakistan Rupees except for advertisements in international electronic and print media. Page 4 of 11

5 Necessary Documents All documents regarding evaluation should be submitted along with application i. Registration letters and NTN certificates ii. Company Profile(Human resource details, Financial health) iii. Clientage details iv. Dress Designing Experience certificate v. Litigation history Selection Procedure: Phase 1 (40 marks) i. Application submission with all necessary documents ii. Screening of application as per defined criteria Criteria: 40 marks for 5 areas Phase 2 (10 marks) iii. Presentation of proposals iv. Selection of 3 successful applicant as per defined criteria Criteria: The criteria of selections will be based on type of designs (05) and fabrics (05) Phase 3 (20 marks) I. Physical trial of 3 uniform designers for selection committee/customer views and comments and employees convenience II. Selection of best uniform as per defined criteria v. Issuance of Letter of Intent vi. Signing of Formal Contract Criteria: The criteria of selections will be fabric and design (5) employees convenience (5) and customer reviews (highest 10 mark). Details sheet is available with PIA. Phase 4 (30marks) Financial proposal (30 for first lowest, 25 for second lowest, 20 for third lowest) of total marks for 3 selected designers) Page 5 of 11

6 Selection Criteria Bidders will be evaluated for 100 total as per details mentioned below Phase 1: 40 Phase 2: 10 Phase 3: 20 Phase 4: 30 Total: 100 The successful firm will have maximum total marks Selection criteria phase-1 Participants will be evaluated as per criteria defined below. Payable by the Suppliers, Vendors, Distributors, Manufacturers, Contractor & Service Providers of Goods, Services & Works the Seller / Supplier / Contractor hereby declares its intention not to obtain the procurement of any Contract, right, interest, privilege or other obligation or benefit from Government of Pakistan or any administrative subdivision or agency thereof or any other entity owned or controlled by it (GOP) through any corrupt business practice. Without limiting the generality of the forgoing the Seller / Supplier / Contractor represents and warrants that it has fully declared the brokerage, commission, fees etc., paid or payable to anyone and not given or agreed to give and shall not give or agree to give to anyone within or outside Pakistan either directly or indirectly through any natural or juridical person, including it affiliate, agent, associate, broker, consultant, director, promoter, shareholder sponsor or subsidiary, any commission, gratification, bribe, finder s fee or kickback whether described as consultation fee or otherwise, with the object of obtaining or including the procurement of a contract, right, interest, privilege or other obligation or benefit in whatsoever form from Government of Pakistan, except that which has been expressly declared pursuant hereto. The Seller / Supplier / Contractor certifies that it has made and will make full disclosure of all agreements an arrangements with all persons in respect of or related to the transaction with Government of Pakistan and has not taken any action or will not take any action to circumvent the above declaration, representation or warranty. The Seller / Supplier / Contractor accepts full responsibility and strict liability for making any false declaration, not making full disclosure, misrepresenting facts or taking any action likely to defeat the purpose of this declaration, representation and warranty. It agrees that any contract, right, interest, privilege or other obligation or benefit obtained or procured as aforesaid shall without prejudice to any other right and remedies available to Government of Pakistan under any law, contract or other instrument, be void-able at the option of Government of Pakistan. Notwithstanding any rights and remedies exercised by Government of Pakistan in this regard, the Seller / Supplier / Contractor agrees to indemnify Government of Pakistan for any loss or damage incurred by it on account of its corrupt business practices and further pay compensation to Government of Pakistan in any amount equivalent to ten time the sum of any commission, gratification, brief, finder s fee or kickback given by the Seller / Supplier / Contractor as aforesaid for the purpose of obtaining or inducing the procurement of any contract, right, interest, privilege or other obligation or benefit in whatsoever from Government of Pakistan.
