4 No: STPIC/PUR/010/ /010 Date : TENDER NOTICE FOR SALE OF SCRAP Software Technology Parks of India - Chennai, an autonomous society under, Govt. of India Ministry of Communications & Information Technology, Department of Electronics and Information Technology, invites offers from only from approved & licensed scrap dealers for Electrical and Electronic items, for bidding for purchase of following articles:- 1. DETAILS OF ITEMS: As per Annexure I 2. SUBMISSION OF BIDS: Duly completed bid with relevant enclosures in a sealed cover should be submitted on or before date: by 3.00 PM. 3. CONTENTS OF THE BIDS: a. Attested copy of either of the proofs detailed below (with current validity) have to be submitted for Collection centre/dismantler/recycler of e-waste (electrical/ electronic items): (i) Authorisation from State Pollution Control Board / Central Pollution Control Board / Ministry of Environment & Forest / Pollution Control Committee of Union territories concerned (OR) (ii) Authorisation under provision of Hazardous wastes Rules 2008, prior to the date of e-waste management rules 2011, coming into force.. b. Filled Schedule of the items with the respective rates - as per Annexure I, c. Copy of the TIN Registration, d. Copy of the PAN Card Number, e. Bids shall accompany DD in favour of Software Technology Parks of India for an amount of Rs.300/-. f. Full set of the tender documents (self-attested). Bidders not enclosing the document as per 3 (a) above, will not be qualified. 4. SITE VISIT: Bidders are advised to visit and see the materials stored at the following address during the working hours from am to 5.00 pm upto Mr. Abhishek Misra Dty. Director, STPI-Chennai at Ph. No can be contacted, during working days for fixing the inspection. STPI'S RIGHT TO ACCEPT OR REJECT ANY OR ALL BIDS: STPI reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids, at any time prior to sale order without assigning any reason whatsoever and without thereby incurring any liability to the bidder or bidders. STPI reserves the right to receive and, if it thinks fit, to consider and accept a non-complaint proposal. The acceptance or rejection of a non-complaint proposal is entirely a matter for STPI in its absolute discretion. Final decision of accepting or rejecting any/all bid(s) will be at the discretion of STPI. 7. CLARIFICATION OF BID DOCUMENTS BY STPI: To assist in the examination, evaluation and comparison of bids STPI may, at its discretion ask the bidder for the clarification of its bid. The request for clarification and the response shall be in writing. However, no post bid clarification at the initiative of the bidder shall be entertained after opening of the tender. 8. OTHER TERMS AND CONDITIONS: a) Lots are sold as quantity and as well as as where. The sale is strictly on the understanding that bidder had inspected the items. No complaint / claim will be entertained in this regard. b) Bid acceptance will rest with the Director, STPI Chennai and sale order will be issued to the successful bidder, within 10 working days, from the date of bid opening. c) 25% of the bid amount shall be paid by the successful bidder, by way of DD drawn in favour of Software Technology Parks of India along with the acceptance of the sale order, within 7 days from the date of sale order. Balance amount shall be paid before taking delivery. Delivery will be accepted after the paying full amount. d) Taxes and VATs as per local laws shall be paid over and above the quoted amount. No cheque and cash will be accepted. Payment will be only in the form of Demand drafts. e) Any other Govt. Tax / levies applicable at the time of delivery will be borne by the purchaser. f) As soon as the full amount of the bid money is paid by the bidder, he would acquire his lien on the stores and it will be his duty / responsibility to any damage done by way of pilferage / fire or any other unforeseen calamity. No claim on this account shall be entertained. g) Bidder will leave storage place of this material quite clear. h) The material shall be removed in the presence of the bidder or agent duly authorized in writing by the bidder. 6 i) The bidder shall arrange his own persons for sizing, loading and transportation from the site. j) Bidders shall obtain delivery date confirmation two working days in advance. Director at Phone No k) If the material has not been removed within 10 working days from the date of full payment, the bidder has to pay a ground rent of 0.5% of quoted rates, for each day of delay up to 10 days. If the material is not removed within this date, the deposit amount will be forfeited to the STPI and re-tendered. Loading will be arranged by the purchaser. l) Persons working in STPI in any capacity are not eligible to participate in the auction. m) Any attempt to influence the discussion will make the bidder unqualified. n) Schedule of items is enclosed as ANNEXURE 1.
