4 Introduction Introduction Thank you for your school board s participation in the Adult n-credit Language Training Learner Survey. The Ontario Ministry of Citizenship and Immigration (MCI) and the Ontario Association of Adult and Continuing Education School Board Administrators (CESBA) appreciate the time and continued support of your staff and learners in the completion of this survey. We look forward to continuing to work together to build and maintain a strong Adult Language Training Program for Ontario immigrants. This report is intended to provide you with a summary of the survey results. This includes the provincewide results, as well as results for your school board in both short version and detailed format (please see Content Summary page 5). The survey was conducted by CESBA with funding provided by MCI. The purpose of the survey was to gather data from current learners that will provide valuable information to MCI and the school boards about the demographics, preferences, language training history, and characteristics of English as a Second Language (ESL), French as a Second Language (FSL), and Citizenship and Language (CL) training learners. It will also: Assist school boards with program planning Identify areas for additional research Provide comparative data with the previous surveys completed in and 2010 The other aspect of this initiative was the distribution of teaching and learning resources about surveys for use in a range of ESL and FSL classes. All materials were made available in both French and English. A curriculum resource entitled Count Yourself In / Soyez du mbre, was distributed to all participating school boards to enhance learners understanding of surveys and questionnaires in Canada. This 135 page document includes: Lesson plans and units for courses ranging from ESL Literacy to Canadian Language Benchmark (CLB) 5 Learning outcomes Ready to use reproducible activities Recommended additional resources Suggested extension activities An instructor guide and glossary of terms used in the survey along with the instructor handbook supported the survey week implementation. Downloadable versions of these documents in both English and French are available on the CESBA website. The survey tool was designed by CESBA in collaboration with MCI in and revised in The surveys were distributed by CCI Research Inc. to the participating boards. School boards with less than 400 learners were asked to survey all of their learners. All other boards were asked to survey a representative sample of learners. During the survey week, administrators/coordinators and instructors administered the survey to learners in classes. The surveys were then returned to CCI Research Inc. for processing and further reporting. 3

5 Executive Summary Executive Summary During the week of October 24-31, 2011, school boards from across the province participated in the third Adult n-credit Language Training Learner Survey. The survey was first designed and conducted in October, with the second conducted in March The surveys included all school boards that delivered Adult n-credit Language Training in Ontario at the time of the survey. Seven thousand, four hundred and forty-five (7,445) surveys were returned and processed. Among participating school boards, thirty-three boards offered ESL programs only, one board offered both ESL and FSL programs, and five boards offered FSL programs only. Overall the results of the survey indicate that learners who participate in Adult n-credit Language Training in Ontario tend to be female (69%) and between 30 and 44 years of age (43%). Although the surveyed learners were born in over 45 different countries, 23% reported either China or Colombia as their country of birth. About half (51%) of the surveyed learners have been living in Canada for less than 4 years and 41% identified themselves as permanent residents while 37% reported that they are Canadian citizens. Almost one-third (31%) have completed a university education and a similar proportion (31%) indicated that they are currently looking for a job. This individual board report will provide you with a summary of the survey results for 2011 in a comparative chart format with both the and 2010 data. This includes the province-wide results, as well as results for your board in both short version and detailed format. 4

6 Content Summary Content Summary In Appendix 1, you will find a provincial overview of learner responses to each survey question based on the 2011 survey as well as comparative data with the and 2010 surveys. This Ontario data report also provides a comprehensive breakdown of learner responses based on: Length of time in Canada First language training class Age Gender Education level attained In Appendix 2, we have provided a short version of your individual school board data, based upon the number of learners that responded to the survey, in a comparative chart format with the and 2010 data. This data may not represent all learners attending classes during the survey week as the survey was voluntary and was intended to provide a representative sampling only. Appendix 3 includes a series of charts comparing the overall province-wide responses to each question with the responses from your school board s learners based on the 2011 survey. The charts do not represent all individual school board learner responses. Please refer to Appendix 4 for a complete, detailed summary of your school board s data. We have provided a detailed summary of responses for your school board in Appendix 4, in a comparative chart format including data from the, 2010 and 2011 surveys. This report also provides you with a comprehensive breakdown of learner responses, using 2011 data only, based on length of time in Canada, whether or not this was the learner's first language class, age, gender and education level attained. We have included the Learner Questionnaire in Appendix 5 for your reference. 5

7 Key Survey Findings KEY SURVEY FINDINGS (based upon the most frequently given responses) PROFILE OF ESL/FSL LEARNERS AT TIME OF THE SURVEY 6,561 ESL learners completed the survey 884 FSL learners completed the survey 69% of all respondents were female 43% were years of age 37% were 45 years of age or older 15% of survey respondents were born in China, 8% were born in Colombia 16% cited Chinese as their first language, 15% cited Spanish as their first language 51% had been in Canada for three years or less, 22% had been in Canada for more than 10 years 41% were permanent residents and 37% were Canadian Citizens 56% had at least some post-secondary education 12% selected Student as their prior occupation before moving to Canada, while 8% selected Education, Training, and Library, and 7% selected Business, Finance, Insurance as their prior NOC (National Occupation Classification) sector before moving to Canada 27% were working full-time or part-time at the time of the survey PROFILE OF ESL/FSL CLASSES 68% attended class in the morning (compared with only 6% of respondents who attended class on weekends) 32% of learners attended more than 20 hours per week 95% indicated that they were attending a class at their preferred time 57% found out about their class from friends or family, 21% learned about their class from a settlement or social services agency 80% of all learners indicated that their class was helpful in learning English or French 36% indicated that the most important reason for taking their class was to help improve their language for daily life, 30% indicated finding a job or getting a better job was the most important reason 94% indicated that their class would be very helpful/helpful toward reaching their goals 77% of respondents indicated that they were not currently taking other language classes LANGUAGE TRAINING NEEDS 47% of respondents indicated that speaking was the hardest skill to learn followed by writing at 28% and listening at 20% 64% of respondents indicated speaking was the most important skill area to learn followed by listening at 18% and writing at 14% 42% identified conversation as their favorite way of learning English or French, followed by listening to the teacher at 36% 6

9 Appendix 1 : Provincial Data Appendix 1 Provincial Data The data in this appendix is a comparative look at the results from the three surveys conducted in, 2010, and It represents participating school boards that delivered Adult n-credit Language Training across Ontario at the time of the survey. Questions 1-9 provide a general overview of learner demographics. Questions provide both a comparative look at overall learner responses in all three years and a detailed breakdown of their responses based upon the length of time in Canada, whether or not this was the learner s first language class, age, gender, and highest level of education attained. The breakdown is provided in order to assist in further identifying trends and needs. Several questions, such as question 20, allowed learners to select all responses that applied to them. Therefore, we have included a column for responses that identifies the total number of responses received (for learners who provided more than one response), followed by a column for cases that identifies the total number of learners that responded to this question. 8
