3 Content Summary Executive Summary Thank you for your school board s participation in the 2010 Adult Non-Credit Language Training Learner Survey. This report is intended to provide you with a summary of the survey results for 2010 in a comparative chart form with the 2008 data. This includes the province-wide results, as well as results for your school board, in both short version and detailed format (please see Content Summary on page 4). The survey was conducted by the Ontario Association of Adult and Continuing Education School Board Administrators (CESBA) with funding provided by the Ontario Ministry of Citizenship and Immigration (MCI). The rationale behind the survey was to gather data from current learners that would: assist with program planning identify areas for additional research assist school boards in planning decisions such as future potential course offerings provide school board comparative data with the survey done in 2008 The survey included all school boards in Ontario that offered either Adult Non- Credit English as a Second Language (ESL), French as a Second Language (FSL) or Citizenship and Language (CL) training at the time of the survey. Thirty-seven school boards participated: thirty-two that offered ESL only, two that offered both ESL and FSL and three that offered FSL only. Most data in this ESL/FSL/CL Learner Survey was gathered during the week of March 01-08, The other aspect of the initiative was the distribution of teaching and learning resources about surveys for use in a range of ESL and FSL classes. All materials were made available in both French and English. A curriculum resource entitled Count Yourself In / Soyez du Nombre, originally developed to support the 2008 survey was edited and distributed to all participating school boards to enhance learners understanding of surveys and questionnaires in Canada. This 135 page document included: lesson plans and units for courses ranging from ESL Literacy to Canadian Language Benchmark (CLB) 5 learning outcomes ready to use reproducible activities recommended additional resources suggested extension activities An instructor guide and glossary of terms used in the survey was also edited to support the survey week implementation. Downloadable versions of these documents are available on the CESBA website. CESBA and MCI appreciate the time and continued support of your staff and learners in the completion of this survey. 4 Content Summary Content Summary In Appendix 1, you will find a provincial overview of learner responses to each survey question based on the 2010 survey as well as comparative data with the 2008 survey. This Ontario data report also provides a comprehensive breakdown of learner responses based on: Length of time in Canada First language training class Age Gender Education level attained In Appendix 2, we have provided a short version of your individual school board data, based upon the number of learners that responded to the survey, in a comparative chart form with the 2008 data. This data may not represent all learners attending classes during the survey week as the survey was voluntary and was intended to provide a representative sampling only. Appendix 3 includes a series of charts comparing the overall province-wide responses to each question with the responses from your school board s learners based on the 2010 survey. The charts do not present all individual school board learner responses. Please refer to Appendix 4 for a complete, detailed summary of your school board s data. We have provided a detailed summary of responses for your school board in Appendix 4, in a comparative chart format between the 2008 and 2010 surveys. This report also provides you with a comprehensive breakdown of learner responses, using 2010 data only, based on length of time in Canada, first language training class, age, gender and education level attained. We have included a copy of the Learner Questionnaire in Appendix 5 for your reference. 4

5 Content Summary Key Survey Findings: (based upon the most frequently given response) PROFILE OF ESL/FSL LEARNERS AT TIME OF THE SURVEY 7523 ESL learners completed the survey 561 FSL learners completed the survey 67% of all respondents were female 44% were years of age 37% were over the age of 45 13% of survey respondents were born in China 21% cited Spanish as their first language 54% had been in Canada less than three years (19% had been in Canada for more than 10 years) 36% were permanent residents and 36% were Canadian Citizens 53% had at least some post secondary education 11% selected Student as their prior occupation before moving to Canada, 8% selected Business, Finance and another 8% selected Education & Training as their prior NOC (National Occupation Classification) sector before moving to Canada 75% were unemployed at the time of the survey PROFILE OF ESL/FSL CLASSES 68% attended class in the morning (compared with only 7% of respondents who attended class on weekends) 34% of learners attended more than 20 hours per week 95% indicated that they were attending a class at their preferred time 60% found out about their class from friends or family 81% of all learners indicated that their class was helpful in learning English or French 35% indicated that the most important reason for taking their class was to help improve their language for daily life; 30% indicated finding a job or getting a better job was the most important reason 94% indicated that their class would be very helpful/or helpful toward reaching their goals 78% of respondents indicated that they were not taking other language classes LANGUAGE TRAINING NEEDS 46% of respondents indicated that speaking was the hardest skill to learn followed by writing at 28% 62% of respondents indicated speaking was the most important skill area to learn followed by listening at 18% 42% identified conversation as their favorite way of learning English or French; followed by listening to the teacher at 35% 5

7 Appendix 1 : Provincial Data Appendix 1 Provincial Data The data in this appendix is a comparative look at the responses from learners who participated in the learner survey in both 2008 and It represents the participating school boards that deliver adult non-credit language training across Ontario. Questions 1-9 provide a general overview of learner demographics between 2008 and Questions provide both a comparative look at overall learner responses between 2008 and 2010 and a detailed breakdown of their responses based upon the length of time in Canada, first language class, age, gender, and highest level of education attained. The breakdown is provided in order to assist in further identifying trends and needs. Several questions, such as question 20, allowed learners to select all responses that should be applied to them. Therefore, we have included a responses column that identifies the total number of responses received followed by a case column. The case column identifies the number of learners that responded to this question. 7

It is provided in a comparative chart format with the 2008 data. Questions 1-9 provide a general overview of learner demographics. Questions provide a summary of learner responses about their course, their reasons for attending and their needs for language training. See Appendix 4 for a detailed breakdown of responses in your region based upon their length of time in Canada, first language class attended, age, gender and highest level of education attained.
