15 Explanation of Staffing Changes with a Variance of 20% or More from FY 2013 to FY 2014 o Projected shifts in enrollment by school and by grade resulted in a sizable adjustment to formula-driven staffing across many schools. Due to state maximum class size requirements, staffing formulas are grade level specific. o Programmatic changes in Title I and Academies resulted in changes to staffing configurations at several schools. o Fund 416 Race to the Top added additional staffing resulting in a 100% increase in staffing. o Fund 490 Federal Special Education staffing reduced due to a reduction in grant funding. o Organization 6595 Alternative Education staffing was eliminated from Fund 100 General fund due to the outsourcing of the program to Ombudsman Educational Services. 22 Enrollment and Staffing Projections Methodology In projecting enrollment for kindergarten the budget office determines potential students most likely to enter the school system by using data from the state of Georgia Vital Statistic Report. The data which used includes the number of live births from five years ago. The budget office uses the previous year s 10th day enrollment as the baseline. The five year averages are then applied to the most recent live birth information to project kindergarten enrollment into the future. The 10th day of enrollment is used as the measuring day of enrollment for the Chatham County Board of Education Public School System. For all other grades, the cohort survival method is used to project enrollment. The budget office looks at the grade promotion rate and calculates projected enrollment based on a five year average. Projected enrollment is calculated yearly. A percentage to total is used to allocate enrollment for 6th and 9th grades using the promotion rate. The promotion rate is the rate of students passing from one grade to the next. In select cases, preliminary projections may require an increase or decrease in enrollment. Justification is required to make a change. In rare circumstances projections are changed to new numbers based on documented feedback from the school leadership teams. Each year we audit our methodology by comparing projected versus actual enrollment variance to ensure that the variance is no more than 2%. Savannah-Chatham County Public School System 596

75 Objective To decrease the number of dropouts as measured by the Governor s Office of Student Achievement (GOSA). Target By 2014, the Dropout rate for grades 9-12 will be 3.7 % or less. Summary Students are reported as dropouts if they leave school for one of the following reasons: Marriage, Expelled, Financial Hardship/Job, Incarcerated/Under Jurisdiction of Juvenile or Criminal Justice Authority, Low Grades/School Failure, Military, Adult Education/ Postsecondary, Pregnant/Parent, Removed for Lack of Attendance, Serious Illness/ Accident, and Unknown. The dropout rate calculation is the number of students with a withdrawal code corresponding to a dropout divided by the number of students that attended the school. The number of students that attended the school is based on any student reported in the Student Record and excludes no-shows. Key Points The SCCPSS dropout rate for school year was 4.3%. Four of the district s high schools achieved the 2014 target of 3.7% or less. The district s dropout rate has declined by 1.9 percentage points since the school year.
