14 Section Scope and Coverage 1. INTRODUCTION The Annual Survey of Industries (ASI) has been conducted since 1959 under the Collection of Statistics Act, From ASI , the survey is being conducted under the Collection of Statistics Act, In accordance with the provisions of the Collection of Statistics (Central) Rules, 2011 framed under this Act, it had been designed to obtain comprehensive and detailed data with the objectives of estimating the contribution of registered manufacturing industries as a whole to the national income by type of industry, systematic study of the structure of the industry by type of industry, occasional analysis of the various factors influencing industries in the country to facilitate the construction of comprehensive, factual and systematic bases for formulation of policy Coverage of the Annual Survey of Industries extends to the entire Factory Sector comprising industrial units (called factories) registered under the Sections 2(m)(i) and 2(m)(ii) of the Factories Act, 1948, wherein a Factory, which is the primary statistical unit of enumeration for the ASI, is defined as: Any premises including the precincts thereof: - (i) Wherein ten or more workers are working or were working on any day of the preceding twelve months, and in any part of which a manufacturing process is being carried on with the aid of power or is ordinarily so carried on, or, (ii) Wherein twenty or more workers are working or were working on any day of the preceding twelve months, and in any part of which a manufacturing process is being carried on without the aid of power or is ordinarily so carried on, but does not include a mine subject to the operation of the Mines Act, 1952, or a railway running shed. The manufacturing process referred to above has been defined *vide Section 2(k)+ in the Factories Act, 1948 as: Any process for: (i) making, altering, ornamenting, finishing, packing, oiling, washing, cleaning, breaking up, demolishing or otherwise treating or adapting any article or substance with a view to its use, sale, transport, delivery or disposal; or, (ii) pumping oil, water or sewage ; or, (iii) generating, transforming or transmitting power; or, (iv) composing types for printing by letter press, lithography, photogravure or other similar process or book binding; or, (v) constructing, reconstructing, repairing, refitting, finishing or breaking up ships or vessels; or, (vi) preserving or storing any article in cold storage In addition to Sections 2(m)(i) & 2(m)(ii) of the Factories Act, 1948, bidi & cigar units, employing 10 or more workers with the aid of power and 20 or more workers without the aid of power and registered under the Bidi & Cigar Workers (Conditions of Employment) Act, 1966 are also covered in ASI Although the scope of the ASI was extended to all registered manufacturing establishments in the country, establishments under the control of the Defence Ministry, oil Summary Results for Factory Sector: ASI S1-8

15 Section 1 storage and distribution units, restaurants and cafes and technical training institutions not producing anything for sale or exchange were kept outside the coverage of the ASI. The Collection of Statistics Act, 2008, being not applicable to Jammu & Kashmir, factories in that State used to be covered under ASI on a voluntary basis till a similar State Act, called the Jammu & Kashmir Collection of Statistics Act, 1961 was enacted and the Collection of Statistics Rules, 1964 was framed thereunder making thereby the collection of statistics under the ASI also statutory in that state. The geographical coverage of the Annual Survey of Industries, has been extended to the entire country. 1.2 Unit of Enumeration The primary unit of enumeration in the survey is a factory in the case of manufacturing industries, a workshop in the case of repair services, an undertaking or a licensee in the case of electricity, gas and water supply undertakings and an establishment in the case of bidi and cigar industries. The owner of two or more establishments located in the same state and pertaining to the same industry group and belonging to Census Scheme only is, however, permitted to furnish a single consolidated return, termed as Joint Return. Such consolidated returns are a common feature in the case of bidi and cigar establishments, electricity and certain public sector undertakings. 1.3 ASI Frame The ASI frame is based on the lists of registered factories / units maintained by the Chief Inspector of Factories (CIF) in each State and those maintained by registration authorities in respect of bidi and cigar establishments and electricity undertakings. The frame is being revised and updated periodically by the Regional Offices of the Field Operations Division (FOD) of NSSO in consultation with the Chief Inspector of Factories in the State. At the time of revision, the names of the de-registered factories are removed from the ASI frame and those of the newly registered factories are added. In updation, only new registrations are added to the existing frame. In spite of regular updating of the frame, quite a number of small-sized factories selected for the survey are found to be non-existing in the field and are termed as deleted factories. However, such factories are not taken into consideration for the purpose of tabulation and analysis in this report All electricity undertakings other than captive units as well as all departmental undertakings such as Railway workshops, etc. have been kept outside the purview of ASI from It is to be noted that apart from the factories in operation, the ASI frame comprises factories which are categorised as closed units and non-operating units as defined in paragraph Reference Period Reference period for ASI was the accounting year of the factory, ending on any day during the fiscal year Thus in ASI , data collected from establishments relate to their respective accounting years that ended on any day between 1 st April 2013 and 31 st March Survey was conducted in the year (October 2014 to June 2015). 16 Section Sample Design and Sample Allocation A new sampling design has been adopted from ASI onwards, following the recommendation of Dr. S. L. Shetty Committee and approved by the Standing Committee on Industrial Statistics (SCIS) subsequently in its 23rd meeting. According to the new sampling design, ASI sample comprises two parts Central Sample and State Sample. The Central Sample consists of two schemes: Census and Sample. Under Census scheme, all the units are surveyed. (a) Census scheme: (i) All industrial units belonging to the six less industrially developed states/ UT s viz. Manipur, Meghalaya, Nagaland, Sikkim, Tripura and Andaman & Nicobar Islands. (ii) For the rest of the states/ UT s., (i) units having 100 or more employees, and (ii) all factories covered under Joint Returns. (iii) After excluding the Census scheme units, as defined above, all units belonging to the strata (State x District x Sector x 4 digit NIC-2008) having less than or equal to 4 units are also considered under Census Scheme. It may be noted that in the formation of stratum, the sectors are considered as Bidi, Manufacturing and Electricity. (b) All the remaining units in the frame are considered under Sample Scheme. For all the states, each stratum is formed on the basis of State x District x Sector x 4-digit NIC The units are arranged in descending order of their number of employees. Samples are drawn as per Circular Systematic Sampling technique for this scheme. An even number of units with a minimum of 4 units are selected and distributed in four sub-samples. It may be noted that each of 4 sub-samples from a particular stratum may not have equal number of units. (c) Out of these 4 sub-samples, two pre-assigned sub-samples are given to NSSO (FOD) and the other two-subsamples are given to State/UT for data collection. (d) The entire census units plus all the units belonging to the two sub-samples given to NSSO (FOD) are treated as the Central Sample. (e) The units belonging to the two sub-samples allocated to States/UTs are to be canvassed by the respective States/UTs. Hence, State/UT has to use the data (collected by NSSO (FOD) and processed by CSO (IS Wing)) along with the state sample data while deriving the district level estimates for their respective State/UT. (f) The entire census units plus all the units belonging to the two sub samples given to NSSO (FOD) plus all the units belonging to the two sub samples given to State/UT are required for pooling of Central and State Samples Total sample size central part for ASI is 66,283 (46,597 Census, 19,686 Sample). However, the state sample size for ASI is 19, Estimation Procedure The sample design and procedures for estimation of the characteristics are shown in Annexure-I. 17 Section The procedure for estimating the number of factories have been described in Section For some selected units, it is found during the survey that the unit existed in the given location and had engaged some employees during the reference period, but could not initiate production or did not produce anything during the reference period due to various reasons, and can take up production any moment once the problems are sorted out. These units, for the purpose of the survey, are considered as closed units and similarly placed with other surveyed units (i.e., units for which the relevant information could be collected) in respect of all parameters, such as, assets, employment, etc. There are some other units which existed in the given location, but did not engage any employee during the reference period, and also, did not initiate production or produce anything during the reference period. These units, for the purpose of ASI, are considered as non-operative units and termed as NOP cases, during the reference period. Moreover, as a matter of practice, these units are maintained in the frame for consecutive three years and are meant for selection for survey with the consideration that these units might start production any time employing some workers. In case, however, any such unit is found to be non-operative for consecutive three years, it is assumed to be dead and marked deleted from the frame and thus, from the survey. Important to note that in providing the estimated number of units (factories) for the reference period, unlike the practices of previous years prior to ASI , these units are also similarly placed with other surveyed units, in the usual manner, in estimating the parameters presented in this report The results presented in the publication are based on the central sample data collected by the FOD, NSSO and processed by the CSO (IS Wing). Moreover, all the estimated value figures given in this publication are reported in current prices. The value figures are generally rounded off to thousand rupees or lakhs of rupees. All India figures are rounded off separately and may not tally with the sum of State/UT s figures. Similarly, all-industry figures may not tally with the sum of individual industry figures. Also the industry-wise totals at lower level may not tally with the next higher level due to necessary merging at different levels. 1.7 Schedule of Enquiry The schedule for ASI has two parts. Part-I which is processed at the CSO (IS Wing), Kolkata, aims to collect data on assets and liabilities, employment and labour cost, receipts, expenses, input items indigenous and imported, products and by-products, distributive expenses etc. Part-II, processed by the Labour Bureau, aims to collect data on different aspects of labour statistics, namely, working days, mandays worked, absenteeism, labour turnover, man-hours worked, earning and social security benefits. A copy of the ASI schedule is given as Annexure III. The different concepts and definitions used in ASI survey are given in Annexure-II. 1.8 Classification of Industries The NIC-1970 was followed to classify economic activities of the factories from ASI to ASI NIC-1987 had then been introduced and followed till ASI NIC-1998 was then followed from ASI to ASI From ASI , the new series of classification, i.e., NIC-2004 has been introduced and the same has been used till ASI From ASI , NIC has been introduced. It classifies all the factories in the ASI frame in their appropriate industry groups on the basis of the principal product manufactured. This way a unit gets classified in one and only one industry group even though it might be manufacturing products belonging to different industries. In February, 2016 following the completion of survey period the first round of provisional estimates of ASI were published. Then in March, 2016 the final estimates of ASI were published The final estimates and results of ASI are being published in two volumes Volume-I and Volume-II. Volume-I contains tables related to capitals, value added, employment, labour cost, fuels consumed etc. Volume-II contains NIC (3-digit) by state-wise materials consumed as well as products & by-products generated by the factories. The Volume-II of the publication is available in the CD format Along with Volume-I and Volume-II, the present report entitled SUMMARY RESULTS FOR FACTORY SECTOR is brought out for ASI for detailed comprehension of the factory sector Limitations All the estimated value figures given in this publication are reported in current prices. The value figures are generally rounded off to lakhs of rupees. All India figures are rounded off separately and thus, may not exactly tally with the sum of States/UT s figures. Similarly, all-industry figures may not tally with the sum of individual industry figures. Also the industry-wise totals at lower level may not tally with the next higher level due to necessary mergings at different levels The Collection of Statistics Act prohibits disclosure of data relating to individual factories. Therefore, if the number of factories under any industry (3-digit level of NIC-2008) in a state is less than three, the data have been combined to a similar industry in order to conceal the identity of all such units belonging to the concerned stratum. Similarly, if number of units under any 4-digit level of NIC at All-India level is less than three, the industry has been merged to a similar industry under the same broad industry group All the estimates, especially for quantity and value figures for any particular item consumed and produced, are subject to Statistical Error as these are estimated on the basis of a selected sample. The consumptions and productions are not estimated separately for those items for which the number of observations is insufficient. They have been reported under 'others' as the estimates for those items may not be proper As per tabulation policy it has been decided to publish the detailed information corresponding to industry codes 01, 08, 10 to 33, 38 and 58 following NIC For all other industry codes the units have been clubbed and shown under a common industry 'Other' in different tables Another important point may also be noted that the rates and ratios of some parameters presented in this report at the disaggregate level, particularly for the smaller states and UTs cross classified by 2/3/4-digit level of activity classification, are subject to the limitation of small sample and thus, the user may cautiously interpret the magnitude and changes of these parameters over time In certain cases, there may be abnormal growth/decline in some characteristics compared to the previous year. The possible reasons for the same may be as follows: a) Inclusion of new units in the frame, particularly in the Census Sector. b) Selection/non-selection of some Sample units, having considerable value of multiplier. c) Closure/Non-Operation of units, which had the significant effect on the economy in the previous year. 20 Section 1 d) Movement of Sample units in the previous year to Census units in the current year, depending either on the size of employment or due to the sampling strategy or both, and vice-versa. e) High/low performance of the units in the current year, as compared to low/high performance in the previous year. f) Increase in the number of Census units (having multiplier 1) as compared to the previous years (where many such units were covered under Sample sector with multiplier higher than 1) with considerable reduction in the growth rates of Total Output, Gross Value Added (GVA), Fixed Capital and other important parameters in certain cases. 23 Section 2 2. Procedures for Estimating the Number of Factories 2.1 Prior to ASI , separate procedure was followed for estimating the number of factories and number of factories in operation. While the units with the status code 1 (i.e., open) only were considered as surveyed cases for estimating the number of factories in operation earlier, the units with the status codes 1 and 2 (i.e., open and closed respectively) were considered as surveyed cases for estimating the number of factories, and accordingly the multipliers (weights) were calculated. That for all other parameters, the units with status codes 1, 2 and 3 (i.e., open, closed and NOP cases respectively, with essential blocks filled-in) were considered as surveyed and multipliers (weights) were calculated accordingly. 2.2 It may be noted that the samples are always drawn from the ASI frame containing units with status codes 1, 2 and 3, that is, open, closed and NOP units respectively the reason being that these are considered as the live units in the domain and some have operated during the reference period, and some others have continued to produce in the past, but for certain reasons it did not operate/produce any during the reference period but exists with all assets, etc and may start producing any moment. In all these cases, the units are considered as surveyed if essential information for the unit is collected, else they are treated as Non-reported or casualty. Table 1 gives the treatment of various cases of status of units in calculation of multiplier. 2.3 Statement 0A gives the State/UT-wise picture of number of factories (i) in frame, (ii) selected and (iii) surveyed in ASI It may be noted in this table that the surveyed cases exclude all the casualty cases as explained above. Statement 0B and 0C respectively gives the absolute and percentage distribution of number of selected factories by status of survey for ASI Statement 1A gives the estimated number of factories (in absolute terms) in by status of survey, and Statement 2A displays the estimated number of factories in operation (in absolute terms) by status of survey separately for each State/UT. It may be noted that all the rates and ratios, presented in this publication, are derived for per factories in operation. The respective percentage distributions are given in Statements 1B and 2B. 2.5 Statements 1A and 1B, in fact, give the estimated number of factories separately for all the statuses of units recorded during the survey. Similarly, the estimate and percentage distribution of operating factories by status of survey are given in Statements 2A and 2B, respectively. It may be seen from Statements 1A and 1B that during the survey, about 38,885 factories (17.31%) reported their status code either 4 or 6 or 9. This indicates that these units should not have been present in the frame for the reasons like non-existence of unit and owner not traceable or unit deleted due to de-registration or out of coverage, etc., and such units are treated as zero cases in calculating the weights (multipliers). Of the estimated 2,24,576 number of factories, about 1,84,938 factories (82.35%) are the similarly placed and that are with status codes 1, 2 and 3 and ideally, only they should have been present in the frame during the accounting year These units are considered as operating units and used in calculating all rates and ratios in the reports based on ASI data unless otherwise mentioned. It may be worth noting that the comparable estimates of operating units with the previous years (prior to ASI ), which considered status codes 1 and 2 only, would be 1,79,258 less by 5,680 estimated factories (2.53%) only compared to the estimates based on the present approach. 32 Section Principal Aggregates All India 3. Principal Characteristics - All India Level Statement 3A presents the estimates for principal characteristics for the whole factory sector at all-india level for the year along with respective values in the last four years. Statement 3B displays the annual growth rates for those principal characteristics for last five years The statement 3A shows that in , there have been 1,86,690 operating factories registered with the Chief Inspector of Factories (CIF) in all States and Union Territories except the States of Arunachal Pradesh, Mizoram and Union Territory of Lakshadweep. This is found to be higher by 3.68 percent than that of last year. These factories together have a total stock of fixed capital worth `23,73,71,903 Lakhs and invested capital `33,84,55,535 Lakhs. These are higher by 8.87 and 7.65 percent, respectively compared to those estimated as per ASI These factories have provided gainful employment to 1,35,38,114 persons showing an increase of 4.54 percent with respect to the preceding year and distributed `2,72,41,503 Lakhs as emoluments to employees, showing an increase of percent in one year. Those factories have consumed inputs both industrial and non-industrial in nature, worth `54,90,13,952 Lakhs, produced `65,55,25,116 Lakhs, worth of goods and services valued at ex-factory prices and contributed `8,95,34,187 Lakhs by way of net value added by organized manufacturing sector to the national income. These are found to be higher by 9.39, 8.78 and 5.09 percent, respectively compared to those estimated as per previous ASI. 3.2 Structural Ratios and Technical Coefficients A few structural ratios and technical coefficients derived from the macro level estimates of principal characteristics for the current and the preceding four years have been given in Statement 4. It may be noted that the ratios are subject to certain limitations that due to changes in prices of commodities from year to year some of these ratios particularly value based characteristics are not strictly comparable over time Statement 4 reveals that the average size of the factory, measured in terms of value based characteristics, namely, fixed capital, gross output and net value added by manufacture have maintained a steady upward trend over years. As stated in the preceding paragraph, the increase in the value-based characteristics may be the combined result of the increase in physical output as well as increase in prices. The survey results revealed that in , a factory with an average investment of `1,278 Lakhs in fixed capital have provided gainful employment to 73 persons, produced goods and services at ex-factory prices worth `3,530 Lakhs and contributed `482 Lakhs by way of net value added by manufacture to the national income. However, taking an employee as a unit of measurement, the survey revealed that an employee in the organized manufacturing sector during has, on an average, gave an output of ` 48,42,071 and contributed `6,61,349 to the national income by way of net value added by manufacture. The corresponding averages in the preceding year are respectively `46,53,231 and `6,57, The capital output ratio which provides a measure of the fixed capital required to produce one unit of net output (i.e. net value added) has increased to 2.65 in as compared to the previous year. The fixed capital required to produce one unit of gross output has remained the same at 0.36 for last two years. The level of efficiency, measured by the ratio of the net value added to gross output has remained the same as that of The GVA to fixed capital and output to input, have decreased slightly to 0.45 and 1.19 in from 0.46 and 1.20 in respectively. 38 Section Principal Characteristics 4 Principal Characteristics Industry (NIC-2 digit) Level Statement 5A summarizes the relative status of the major industry groups. All the major industry groups have been ranked in the descending order of their contribution to the GVA by manufacture. Statement 5B gives the percentage distribution of these characteristics Out of 28 industries in terms of National Industrial Classification (NIC) digit codes under the coverage of the survey, major five employment providing industries were Food Products (11.69%), Textiles (11.05%), Wearing Apparel (7.23%),Basic Metals (7.21%) and Other Non-Metallic Mineral Products (7.17%), where figures within the bracket denote the percentage share in total number of persons engaged by the industry. Thus, above five industries engaged about 45% of the total manpower in the factory sector (see Figure 4) Top six industries in terms of their percentage share in aggregate GVA were Basic Metals, Coke and Refined Petroleum Products, Chemicals and Chemical Products, Pharmaceuticals, Medicinal Chemical & Botanical Products, Food Products and Motor Vehicles,Trailers & Semi-Trailers. They contributed a total of 52.18% of aggregate GVA with individual shares of 13.24%, 10.75%, 8.75%, 6.79%, 6.72% and 5.93% respectively. The above six industries also accounted for 53.23% of aggregate fixed capital. Figure 5 shows relative position of top 10 industries in respect of their percentage shares in aggregate GVA. 4.2 Structural Ratios Statement 6 gives the structural ratios by NIC 2-digit. For each of these structural ratios the minimum, maximum and the average value along with the names of the corresponding industry have been summarized below in Table 2. 44 Section Principal Aggregates 5 Principal Characteristics - State/UT Level Statements 7A and 7B respectively present data on some selected aggregates both in absolute and percentage terms for all the States/UTs ranked in the descending order of their contribution to gross value added. Statement 8A and 8B give the parameter values from manufacturing sector only for all the States/UTs In , the number of operating factories is reported highest in Tamilnadu (15.40%) followed by Maharashtra (12.58%). Gujarat s share is the highest in respect of aggregates gross value of plant and machinery (19.32%), fixed capital (16.12%), invested capital (16.20%),input (19.58%) and output(18.77%). Maharashtra occupies the first position by virtue of its contribution to working capital (18.17%), total emoluments (19.60%), gross value added (21.46%) and net value added (22.40%). Maharashtra is again followed, in terms of contribution to net value added, by Gujarat (14.34%), Tamilnadu (9.74%),Karnataka (6.18%) and Uttar Pradesh(5.79%) in that order. 5.2 Structural Ratios Statement 9A gives the structural ratios for all the State/UT, considering all the sectors. 52 Section Principal Characteristics 6 Principal Characteristics by Broad Categories Statements 10A and 10B respectively give the distribution of some of the selected aggregates in absolute and percentage terms by the main sectors of economic activity (NIC-2008) covered in ASI It may be observed that 93.19% of the operating factories covered in ASI are engaged in manufacturing activities, 0.43% are undertakings engaged in the generation, transmission and distribution of electricity, gas, water supply etc. and remaining 6.387% in other activity including cotton ginning, cleaning and baling, extraction of salt and some repair services etc. Though the electricity undertakings are a few in numbers, they account for about 11.32% of the total fixed capital of all the factories covered in the survey as against 1.58% share by the other activities. The manufacturing activities account for about 81.10% of the fixed capital. The manufacturing sector, consistent with its large number of factories, accounts for 94.10% of the value of output, which is produced by 95.87% of the total employees. The electricity, gas, water sector contributes about 2.04% to the gross output and is produced by 0.55% of the total employees. The corresponding share of the other activities in the value of output is 3.86% which is produced by 3.58% of the total persons engaged. Of the estimated total net value added by industrial sector of `8,95,34,187 lakhs, `8,43,33,344 lakhs (94.19%) originate from selected manufacturing activities, `26,56,546 lakhs (2.97%) from electricity, gas, water supply, and the remaining `25,44,297 lakhs (2.84%) come from the other activities. 55 Section Principal Characteristics 7 Distribution of Factories in Operation by Size of Employment Statements 11A and 11B respectively present the distribution of factories in operation belonging to the whole factory sector, in absolute and percentage terms, by size class of employment as also certain selected characteristics associated with them. Statements 11A and 11B indicate a skewed distribution in the sense that there are larger number of factories with low employment size and a fewer with higher number of employment size. For example, out of an estimated number of 1,85,690 factories in operation, 1,34,944 factories are found to employ less than 50 employees each. Further, there is a, by and large, heavy concentration of various attributes like fixed capital, gross output, net value added etc., among the factories belonging to the higher employment size classes. While the lower size classes (up to employment size of 50) has largest concentration of operating factories (72.68%), it utilizes only 7.06% of the fixed capital, provides employment to % of the employees, produces 11.18% of the gross output and generates 7.71% of national income in the form of net value added by manufacture. On the other hand, the operating factories, each of which employ 200 or more employees, constitute 9.06% of the operating factories, utilize 78.61% of the fixed capital, provide gainful employment to 61.44% of the employees, produce 71.15% of the gross output and generate 75.78% of net value added by manufacture. The very large operating factories employing 5,000 or more employees each, constitute only 0.22% of the operating factories, however, engage 8.54 % of employees of industrial sector, utilize 17.85% of the fixed capital, produce 13.56% of the gross output and contribute 14.87% to the net value added Statements 12A and 12B present the distribution of factories in operation belonging to manufacturing sector only, in absolute and percentage terms, by size class of employment as also certain selected characteristics associated with them Statement 13A and 13B give the distribution of operating factories by size of employment for each State/UT in absolute and percentage terms respectively for the whole factory sector.
