1 AGENDA ITEM # 13A AGENDA ITEM EXECUTIVE SUMMARY Village Board Meeting July 9, 2018 Item Title: Staff Contact: Change Order #1 for the Botterman STP Aerobic Digester and Belt Filter Press Project. Victor C. Ramirez, P.E. Public Works Director VILLAGE BOARD ACTION Adopt a Resolution authorizing the Mayor to execute Change Order No. 1 for the Botterman STP Aerobic Digester and Belt Filter Press Addition Project between the Village of Roselle and Joseph J. Henderson and Son, Inc. in the amount of $2, and a 13 day contract time extension. Executive Summary: On December 11, 2017 the Village Board authorized the approval of a contract with Joseph J. Henderson & Son, Inc. (JJH) for $2,099,000 for the Botterman STP Aerobic Digester Addition and Belt Filter Press Project. During the course of the FOG removal system project, an unknown electrical duct bank was discovered which required some revisions to both projects. Trotter & Associates, the Village s consulting engineer on the project evaluated the impact on this project and the net result warranted some changes as follows: Piping and valve changes credit ($10,808.46) Additional shoring and support add $ 12, Net project cost impact add $ 2, Due to the additional work involved in excavation, shoring, and reinforcement, the Contractor has requested a 13 day time extension to the contract. Trotter and staff support the requested time extension and the change order in scope. This additional amount includes overhead and profit as well as additional bonding fees. Implications: Is this item budgeted? Yes. There are sufficient funds in the Water and Sewer Capital Fund for this project. The IEPA loan amount is: $2,498,145. Design Engineering $177,664, Construction Engineering $158,511, Construction $2,099,000, and Contingency $62,970. Any other implications to be considered? None. 1

3 RESOLUTION NO A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 FOR THE BOTTERMAN STP AEROBIC DIGESTER AND BELT FILTER PRESS ADDITION PROJECT BETWEEN THE VILLAGE OF ROSELLE AND JOSEPH J. HENDERSON & SON, INC. IN THE AMOUNT OF $2, AND A 13 DAY CONTRACT TIME EXTENSION. WHEREAS, the corporate authorities of the Village of Roselle deem it in the best interests of the Village to approve a Change Order No. 1 with Joseph J. Henderson & Son, Inc. for the Botterman Aerobic Digester and Belt Filter Press Project; and WHEREAS, the Village budgeted funds for the above stated project in the Water and Sewer Capital Projects Fund and the project is funded through the IEPA low interest State revolving loan program; and WHEREAS, Trotter & Associates, Inc. has reviewed the Change Order No. 1 and costs and contract working days extension associated with the project and find them fair and reasonable; and WHEREAS, both parties agree to the terms and conditions set forth in the Change Order No. 1 with Joseph J. Henderson & Son, Inc., as described in Exhibit A. NOW, THEREFORE, be it resolved by the Mayor and Board of Trustees of the Village of Roselle that the Mayor is hereby authorized to sign and the Village Clerk is hereby directed to attest that certain Change Order No. 1 between the Village of Roselle and Joseph J. Botterman STP Aerobic Digester and Belt Filter Press Upgrades Job Number: ROS Owner: Village of Roselle 31 South Prospect Street Roselle, IL Contractor: Joseph J. Henderson & Son, Inc Old Grand Avenue Gurnee, IL The following changes are hereby made to the CONTRACT DOCUMENTS: During the construction of the FOG Removal and Separator project at Botterman STP a previously undisclosed electrical duct bank was found, and subsequently replaced. This update to the duct bank required revisions to the construction drawings, specifically P0.1, P9.1, P9.2 and P9.4. Further, additional support, shoring and reinforcement of the excavation was required to support this duct bank. The below justification is based upon a credit of $10, for the piping and valve changes and an adder of $12, for the additional shoring of the excavation, plus JJH s OH&P and Bonds. They have also requested a 13 day extension to the contract, which would make the final completion date December 19, I have attached the revised drawings as well as the proposal from JJH and their updated scheduled for this work.
