1 MEMORANDUM TO: FROM: SUBJECT: DATE: CITY COUNCIL DEBBIE MALICOAT, DIRECTOR OF ADMINISTRATIVE SERVICES CONSIDERATION OF COMPENSATION ADJUSTMENTS FOR PART- TIME EMPLOYEES DECEMBER 13, 2016 RECOMMENDATION: It is recommended the City Council adopt the attached resolution making compensation adjustments for part-time employees in compliance with minimum wage laws and changes in the Police Department Reserve Officer program. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The recommendedd pay rate adjustments are projected to cost an additional $23,000 annually, but only $13,400 for the balance of the current fiscal year. The budget will be amended at mid-year to reflect an increase of $4,100 whichh is related to Recreation Services. In addition, the cost of $9,300 to Police servicess can be absorbed within existing budgets due to vacant positions. BACKGROUND: In April, 2016 the Governor signed Senate Bill 3, which, among other things, raisess the minimumm wage in California to $15 per hour over a number of years, in measured increments. The next scheduled increase will take effect January 1, 2017 and will increasee the minimum wage from $ per hour to $10.50 per hour for any employer who employs 26 or more employees. In preparation for implementation of the minimum wage increase, staff has reviewed the current salaryy schedule for part-time employees. ANALYSIS OF ISSUES: Implementing salary schedules on the first day of payroll periods is recommended, as this provides for the most efficient implementation. In this case, the payroll period begins on December 30, It is recommendedd that the City increase certain part- fiscal impact due to holiday schedules. The largest impact of increases in minimum wage is to the Recreation Services positions, as many of these positions are paid at orr near minimum wage. The proposed salary schedule increases the minimum pay for the AM/PM Assistant I, Facility Attendant, Sports Facility Maintenance and seasonal Student Intern positions. It also time wages on this date, rather than January 1, which is anticipated to have minimal maintains the established 10% differential to thosee positions that are part of a series of advancements or higher level jobs. For example, the AM/PM Assistant II position increased in order to maintain 10% higher pay than the Assistant I job class, which is Item 9.c. - Page 1

2 CITY COUNCIL PART-TIME EMPLOYEE COMPENSATION DECEMBER 13, 2016 PAGE 2 impacted by the minimum wage increase. Many of the Recreation Services programs are funded to some degree through user fees. Therefore, as the cost of providing the programs rise, the City should also consider increasing the associated user fees. Further recommendations on Recreation user fees will be considered during the budget. In addition, due to recruitment and retention issues, changes are recommended to the Police Department Reserve Officer program. The current program provides for four levels of Reserve Officer (Trainee, Officer, Senior Officer, and Designated Level 1). It is recommended to reduce this to three levels (Trainee, Officer and Designated Level 1) and increase the hourly compensation for the positions to be closer to their full time equivalent positions. This results in the following increases: Position Current Range Proposed Range Police Reserve Officer Trainee $ $19.29 $ $24.08 Police Reserve Officer $ $22.95 $ $28.71 Senior Police Reserve Officer $ $25.72 Eliminated Designated Level 1 Reserve Officer $ $28.89 $ $35.89 Designated Level 1 Reserves have the same requirements, training, and authority as a full-time Police Officer and act independently, whereas Reserve Officers have more limited authority and are often accompanied by a regular full-time officer. ALTERNATIVES: The following alternatives are provided for City Council consideration: 1. Approve staff recommendation; 2. Do not approve staff recommendation; or 3. Provide direction to staff. ADVANTAGES: The City will have a part-time salary schedule that is compliant with minimum wage laws and provides competitive salaries to police reserves. DISADVANTAGES: Additional costs will be incurred to implement this recommendation. ENVIRONMENTAL REVIEW: No environmental review is required for this item. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City s website in accordance with Government Code Section Item 9.c. - Page 2

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ADOPTING COMPENSATION ADJUSTMENTS FOR PART-TIME EMPLOYEES WHEREAS, the City Council of the City of Arroyo Grande ( City ) deems it in the best interest of the City and in order to ensure compliance with State law, that compensation for part-time employees be adjusted as hereinafter provided. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Arroyo Grande that: 1. Salary ranges for part-time employee classifications shall be adjusted as designated in Exhibit A attached hereto and incorporated herein by this reference, to be effective for the pay period beginning December 30, All other part-time employee salary and benefit terms and conditions remain in full force and effect.
