1 Central Marin Police Authority Staff Report TO: FROM: Police Council Management Committee DATE: April 1, 2015 RE: Increase Salary and Outlined Incentives for Chief s Administrative Assistant and Establish Authorized Positions and Assign a Salary Range to Each Position ACTION REQUESTED That Council hear the staff presentation, take public comment: 1. Approve 4% salary increase, allow for education incentive pay per the CMPOA MOU, and provide $500 uniform allowance for the unrepresented Chief s Administrative Assistant. 2. Adopt resolution No. 2015/09 to establish authorized positions in the competitive service and assign a salary range to each position. SUMMARY AND BACKGROUND The Chief seeks authorization to make the following changes to his Administrative Assistant s terms of employment in an effort to remain competitive in the job marketplace and increase retention for the position: Effective the first full pay period in July 2015, the Chief s Administrative Assistant shall receive a 4.0% salary increase, qualify for education incentive pay in the same manner as members of the CMPOA as outlined in their MOU, and an annual $500 uniform pay incentive. The California Public Employees Retirement System (CalPERS) requires the reporting of salary ranges with minimum and maximum rates for all employees enrolled in the CalPERS retirement system. New salary ranges were established with the adoption of Central Marin Police Authority Resolution Nos. 2015/06, 2015/07 and 2015/08. The Central Marin Police Authority Chief s Administrative Assistant is an unrepresented employee that serves by the assignment of the Chief and approval by the Central Marin Police Authority Management Committee. The Chief s Administrative Assistant s terms of employment are historically and currently outlined in letter format (refer to Exhibit A ). Business Item H

2 Central Marin Police Authority Staff Report The above listed resolutions and the proposed changes to the Administrative Assistant s terms of employment would change the Central Marin Police Authority s salary ranges to the following, effective the first full pay period in July 2015: POSITION MONTHLY SALARY RANGE Police Chief $13,166 to $15,729 Police Captain $9,946 to $12,245 Police Lieutenant $8,457 to $10,764 Police Sergeant $7,208 to $8,663 Police Corporal $6,185 to $7,566 Police Officer $5,452 to $7,206 Police Officer Trainee $5,224 to $5,224 Police Comm/Records Supervisor $5,530 to $6,734 Chief s Administrative Assistant $4,170 to $5,669 Public Safety Dispatcher $4,360 to $5,507 Police Records Specialist $3,974 to $5,123 Property Technician $3,336 to $4,990 Community Service Officer $3,468 to $4,779 FISCAL IMPACT There will be a $6,000 increase by adoption of this resolution. The costs contained within the agreement are included in the Authority s adopted budget. RECOMMENDATION It is recommended for the Council to authorize the Management Committee to approve salary increase for Chief s Administrative Assistant, establish authorized positions and assign a salary range to each position. 3 April 14, 2015 Zaneta Feleo RE: Employment with the Central Marin Police Authority Dear Ms. Feleo: The Central Marin Police Authority employs the Administrative Assistant to the Chief, and the Administrative Assistant hereby accepts employment as an Administrative Assistant commencing on May 1, Your acceptance of employment with the Central Marin Police Authority (Authority) will be as an Administrative Assistant to the Chief of Police, an unrepresented, at-will position. The yearly salary for the Administrative Assistant to the Chief of Police shall be $66, This salary is based on full-time employment at 40 hours per week. Your work week shall be defined as Monday through Friday from hours to hours, unless otherwise agreed to by me or my designee. The benefits for the Administrative Assistant to the Chief of Police are as follows: Salary o Effective the first full pay period in July 2015, you shall receive a 4.0% salary increase. o Effective the first full pay period in July 2015 you shall receive education incentive pay in the same manner as members of the Central Marin Police Officer s Association as outlined in their MOU Section 33. o Annual $500 uniform pay incentive. o You shall continue to receive $ per month compensation as long as you are assigned to perform bilingual communications. PERS Retirement o Formula 55 Single Highest Year 1959 Survivors Benefit Unused Sick Leave Credit Items in bold reflect recommended changes to employment contract.

4 o Employee Contribution You shall continue to contribute 11.5%. All contributions shall be made in accordance with IRSC 414(h)(2). Severance Agreement o Twelve weeks of salary including any and all regularly occurring benefits shall be granted to you if you are terminated, laid off, or asked to resign by the Central Marin Police Authority. Deferred Compensation The Authority shall provide a matching contribution of up to 1.0% of your compensation. Retiree Medical Shall be provided with the and subject to the same provisions for retiree medical in the MOU between the Authority and the TCPA. The following benefits shall conform to the provisions for Miscellaneous Employees (non-sworn) found in the Memorandum of Understanding between the Authority and the Police Officers Association. Hospital, Medical, Dental Care, Life Insurance o Medical Shall be provided through a flexible benefit account. The Authority contributions shall be controlled by the MOU between the Authority and the TCPA. o Dental Care - shall be provided for you and your dependents. o Term Life Insurance - shall be provided in the amount of $25,000. Leaves o Sick Leave o Funeral Leave o Jury Duty o Leave of Absence Without Pay o Catastrophic Injuries/illness Time Bank o Vacation Leave Holidays The Authority recognizes thirteen (13) holidays. o New Year s Day o Martin Luther King, Jr. Birthday o Lincoln s Birthday o Washington s Birthday o Memorial Day o Independence Day o Admissions Day o Labor Day o Columbus Day o Veterans Day o Thanksgiving Day o The Day after Thanksgiving Day o Christmas Day
