1 Iii [ill 11 Iii lii RESO C D No RESOLUTION A RESOLUTION ADOPTING A PAY PLAN FOR EXCLUDED EMPLOYEES OF THE CITY OF THORNTON, COLORADO, FOR THE CALENDARYEAR OF 2016 WHEREAS, the Charter of the City of Thornton provides that the Career Service Pay Plan, including fringe benefits, be equal to general prevailing rates of employers selected by the City Manager and approved by the City Council and shall provide like pay for like work; and WHEREAS, a wage survey has been conducted for Excluded employees in a similar manner as was done for Career Service employees NOW, THEREFORE, BE IT RESOLVED BY THE C1TY CITY COUNCIL OF THE CITY OF THORNTON, COLORADO, AS FOLLOWS: That the attached 2016 Pay Plan for Excluded employees is hereby adopted PASSED AND ADOPTED at a regular meeting of the City Council of the City of Thornton, Colorado, on September22, CITY OF THORNTON, COLORADO iiliams,ma Hams, Mayor ATTEST: Nanq y A cent City Clerk \71cent,
2 C D No CITY OF THORNTON PROPOSED 2016 PAY PLAN EXCLUDED EMPLOYEES The key provisions of the Pay Plan for Excluded employees are as follows: 1 Salary All pay ranges will be adjusted by 20% in recognition of economic changes Employees who are rated as Successful or above will receive the 20% range adjustment in addition to a merit increase, the amount of which will be determined based upon funding and departmental performance appraisal results Increases will become effective December 27, 2015 and first appear in the second paycheck in January Any merit increase or portion thereof which causes an employee's employee s salary to exceed the top of his or her pay range will be paid in the form of one lump sum amount Employees whose performance appraisals result in a rating of Improvement Needed will not be eligible for any merit increase in 2016 If the employee's employee s performance improves to a Successful standard after 90 days, the employee may be recommended to receive the economic adjustment If approved, the economic adjustment increase will be effective the first paycheck in April but will not be retroactive to January 11, 2016, See attached Pay Schedule 1 2 Equity Adjustments Adiustments As a result of the salary survey conducted by Human Resources, benchmark (indicated by "*") *u ) positions that are either 4% or more above the survey median or 3% or more below the median will be moved along with their associated positions, to a different pay range as follows: Aquatics Specialist Arts and Cultural Manager, Assistant Golf Course Superintendent* City Clerk* Code Compliance Supervisor* Executive Assistant to the City Manager* Facilities Specialist* Golf Professional* Police Commander Program Specialist Recreation Manager* Senior Citizen Program Manager Senior Citizen PrOgram Program Specialist I I 1 range lower 1 range lower I 3 Health Insurance The City and employee monthly contributions for health insurance will be as follows: 2016 Premium CIGNA In Network Only - Single $84040 Dual (EE+1) $1,66869 Family $2,36694 City Contribution $75636 $1,33495 $1,84622 Employee Contribution Conthbution $8404 $33374 $

4 CDNo dependent care is $5,000, and the cap on employee contributions made for medical expenses not covered by insurance is $2,550 7 çree Retiree Health Savings (RHS) Plan Participation in the RHS Plan will continue to be mandatory for all employees in 2016 This Plan allows employees to accumulate assets to pay for medical expenses for themselves and their spouse or dependents at separation from service on a tax-free basis The City will make an annual contribution of $350, as was done in 2015, for each participant 8 Lifelnsurance Insurance The City will provide term life insurance in the amount of 1VA times annual salary 9 Defined CQntribution Contribution Retirement Plans The City will provide a 585% employer contribution with a 5% mandatory employee contribution for employees in the General Employee Retirement Plan, a 9% employer contribution with a 9% mandatory employee contribution for employees in the Police Retirement Plan, and an 8% employer contribution with an 8% mandatory employee contribution for employees in the Fire Retirement Plan In addition, employees in these plans are eligible for a 50% employer match, up to a total 2% additional employer contribution 10 Sick Leave Incentive Program This program will allow employees with a specified balance to convert a limited portion of sick leave to either cash or vacation leave on an annual annua! basis Holidays City holidays include the following: (1) New Year's Year s Day, January 1 (2) Martin Luther King, Jr Day, third Mondayin January (3) Memorial Day, last Monday in May (4) Independence Day, July 4 (5) Labor Day, first Monday in September (6) Veteran s Veteran's Day, November (7) Thanksgiving Holiday, fourth Thursday and Friday in November (8) Christmas Day, December 25 (9) Two floating holidays One floating holiday [eight floating holiday hours (12 hours for non-union 56-hour-perweek schedule)] may be utilized at such time as is Is approved by the employee s employee's supervisor, except that an employee who is hired after June 30 shall not receive any such floating holiday for such year The floating holiday must be utilized during the year in which it is earned or it will be forfeited The second floating holiday [eight floating holiday hours (12 hours for non-union 56- hour-per-week schedule)] may be utilized at such time as is approved by the employee s employee's supervisor, unless the Appointing Authority designates the use of such holiday for the day before (Monday) or after (Friday) the Christmas Chhstmas Holiday The floating holiday must be utilized during the year in which it is earned or it will be forfeited 12 Leave Donation 4
