3 Introduction Inleiding San lam takes pleasure in publishing the findings of its sixth biennial survey on the conditions and benefit structures of pension and provident funds in South Africa. QuestionAaires were sent to 756 fu nds spread over the entire speclrum of economic activity in South Africa. Of these funds 24 have either dissolved or merged with another fund these past two years. The response rate of 48 can be regarded as excellent. I thank all those who participated in the sujvey. 6 Summary of the most important findings Opsomming van die belangrikste bevindings Section 1 General statistics 91 of funds compared with 92 of participating funds at the previous survey provide benefits based on a fixed formula at retirement. Some 11 of funds indicated that they were considering changing to a fixed contribution fund. Most funds preferred not more than two investment managers with half the funds surveyed using a single investment manager and 23 two investment managers. 81 of funds are managed by a Board of Trustees, an increase of 9 since the last survey. Section 2 Contributions There was no significant difference between the contribution rate paid by males and females. Top management also contributed at a similar rate although a small percentage (8) were non contributory. The contribution rates of both member and employer have remained unchanged. 83 of funds now make provision for voluntary past,snoitubi~tnoc which i_s an increase of 7 since the previous survey. Section 3 Membership 93 of the pension funds admit members of all races, an increase of 2 since the previous survey. Approximately 94 of the funds surveyed require appointment to the permanent staff while 22 have a minimum age. 7 Section 4 Normal retirement age 'lllere has been a sustained trend towards bringing female retirement ages in line with those of males (see graph). The average retirement age is now 64 years for males and 63 years for females. In 1985, 46 of funds had a retirement age for females of 60 years or younger. This percentage has reduced to 29 in this survey. Section 5 Pensionable remuneration There has been a sig nificant trend towards including fringe benefits as part of the pensionable remuneration since the previous survey, with 12 of funds indicating that they had incorporated fringe benefits in the last 2 years. Section 6 Retirement benefits TI1e most popular averaging period is now the last 2 years while historically this has been 3 years. The significant trend towards shortening the averaging period compared with the previous sur veys is reflected in the graph. The average period has as a result reduced from 2,9 years in 1985 to 2,1 years in remains the most popular scale for determining retirement benefits. (See graph on next page.) 8 Some 18 of participants place a maximum on pension benefits at retirement. This is approximately the same as in previous years. 17 of funds had a minimum retirement benefit compared with 12 at the previous survey. Section 7 Early and late retirement Some 76 of funds have a fixed reduction factor applicable on early retirement as opposed to no reduction, an actuarial or a varying reduction. There has been a trend towards a smaller fixed reduction for each month the member retires before the normal retirement date with 52 of funds, compared with 14 in 1985, now having a reduction of 0,25 per month or less. Some 84 of funds permit late retirement of which 28 require contributions to cease. There has been a trend towards a lower factor of 0,25 per month in funds which permit contributions to continue and to a higher factor of 1 per month in funds whose contributions cease. Section 8 Increase in pensions The average pension increase for funds during was 11,4 representing some 75 of the increase in the Consumer Price Index. Over and above this some funds provided once-off increases. The increasing provision for pension increases is perhaps the most significant trend over the last 2 years. (See graph.) Daar was by 52 van die fondse 'n neiging tot 'n kleiner vasgestelde vermindering vir elke maand wat die lid voor die normale aftreedatum aftree, vergeleke met 14 in Die vermindering is nou 0,25 per maand of minder. Sowat 84 van die fondse laat lede toe om laat af te tree, en 28 vereis dan dat bydraes staak. Daar was 'n neiging tot 'n laer faktor van 0,25 per maand by fondse wat toelaat dat bydraes voortgesit word en tot 'n hoer faktor van 1 per maand by fondse waar bydraes staak. Mdeling 8 Verhoging in pensioene Die gemiddelde pensioenverhoging vir fondse gedurende was 11,4, wat 75 van die styging in die Verbruikersprysindeks beloop. Hierbenewens het sommige fondse eenmalige verhogings gebied. Die voorsiening wat vir verhoging in pensioene gemaak is, is miskien die belangrikste tendens die afgelope 2 jaar. (Sien grafiek.) 9 compared with 12 two years ago. Approximately half of the funds in addition gave once-off additional increases during the last three years. Section 9 Death benefits prior to retirement A similar number of funds (79) as in the previous survey provide for spouse's pensions. TI1is compares with 73 in our 1987 survey. There has been a trend away from providing only a lump sum benefit with 18 of funds providing only lump sum benefits now compared with 4 7 six years ago. 53 of funds providing spouse's pensions base them on the pension the deceased member would have received had he remained in service until normal retirement age, rather than on a percentage of salary at death. There has been a trend towards basing the spouse's pension on an increased percentage of the member's expected pension with approximately half providing more than 50 of the expected pension (see graph). For funds which base their spouse's pension on a percentage of salary, 50 of salary is the most popu lar and approximately 45 is the average. These percentages reflect a marginal increase since previous surveys. 85 of funds who pay children's pensions pay pension in respect of 3 or more children. n1e mosl popular period of payment is to age 18 years. 10 Section 10 Death benefi~ after retirement There has been a trend towards the spouse's pension being based on an increased percentage of the member's pension before commutation (see graph). Widower's pensions do not yet have parity with 80 of funds providing a widow's pension compared with 58 of funds that provide widower's pensions. Section 11 Disability benefits 84 of all funds provide an income based on a percentage of members' salaries compared with 11 who based the pension on the accrued or prospective pension at retirement. This compares with percentages 50 and 39 respectively revealed in our 1985 survey. Some 52 of respondents also make provision for a benefit on temporary disability via a separate fund. The average waiting period before the disability pension commences is 3,6 months. The most common income payable on disability is equal to 75 of the members' salary until the member attains normal retirement age. Section 12 Withdrawal benefits The rate of interest credited to contributions refunded at withdrawal has increased significantly over the last 4 years. A similar trend was evident in funds who provide a simple interest addition to all contributions for each year of contributory service. (See graphs.) 11 Companies not only tend to provide withdrawal benefits with a greater rate of interest but also in some cases a greater proportion of the employer's net contribution. The benefits on the redundancy of personnel have improved significantly with 60 of funds providing more than the member's contributions plus interest compared with 24 two years ago. Section 13 Communication There has been an increase in the communication with members since the last survey in all aspects viz rule booklet.s, benefit statements, notices, trustee reports, speeches and audiovisual presentations. 35 of fu nds indicated that they wished to improve in this area. Section 14 Provident funds Information in respect of provident funds was obtained for the first time in our previous survey. Some 25 of respondents indicated that they have a provident fund at the previous survey. This figure has grown lo 30 in this survey. The provident funds were largely based (86) on a defined contribution structure. 88 of provident funds are managed by a Board of Trustees of which approximately half have more than 7 members. Mdeling 13 Kommunikasie Daar was in aile opsigte 'n toename in kommunikasie met lede sedert die laaste opname, nl. deur middel van reelboekies, voordelestate, kennisgewings, trusteeverslae, toesprake en oudiovisuele voorleggings. 35 van die fondse het aangedui dat hulle graag wil verbeter op hierdie terrein. Mdeling 14 Voorsorgfondse lnligting ten opsigte van voorsorgfondse is vir die eerste keer in ons vorige opname verkry. Sowat 25 van die deelnemers het toe aangedui dat bulle voorsorgfondse het. Hierdie syfer het tot 30 gegroei in hierdie opname. Die voorsorgfondse is grotendeels gebaseer (86) op 'n vastebydraestruktuur. 88 van die voorsorgfondse word deur 'n Raad van Trustees bestuur, van wie ongeveer die helfte meer as 7 lede hel. Die mediaan werkgeweren lidbydraekoers tot voorsorgfondse is tussen 7,1-8,0 en 5,1-6,0 onderskeidelik. In vergelyking

12 employer and member contribution rate to the pension funds of 1Q,1-15 and 7,1-8,0 respectively. The withdrawal benefits were significantly higher than the average withdrawal benefits provided under the pension funds. 67 of provident funds compared with 33 of pension funds permitted part or all of the employer's contributions to be payable on normal withdrawal. The interest addition to members' contributions at withdrawal is also higher (see graph). Half of the companies with provident funds also provide funeral benefits and one-third provide housing assistance via the provident fund. Trends When reviewing the overall results of the survey in comparison with previous surveys, the following trends become apparent. There has been an increasing trend to provide the same benefits for male and females. The averaging period upon wl ich pensions at retirement are based has further shortened. A smaller reduction factor is applicable to early retirements in good health... There was a trend towards basing the spouse's pension on a greater percentage than 50 of the member's pension. Spouse's pensions are becoming more popular. Also a greater met die mediaan werkgewer- en lidbydraekoers tot pensioenfondse van 10,1-15 en 7,1-8,0 onderskeidelik. Die tydpcrk vir die bepaling van gemiddelde safaris waarop pensioen by aftrede betaal word, is verder verkor t. 'n IGeiner verminde1ingsfaktor is van toepassing op vroee aftredes met goeie gesondheid. Daar was 'n neiging om die gadepensioen op 'n groter persentasie as 50 van die lid se pensioen te baseer. Gadepensioene word al hoe

More funds are now providing disability income benefits based on a percentage of salary rather than past or potential service. Funds provide for greater provision for future increases in pensions in the course of payment There is a strong move towards enhanced withdrawal benefits. The significant and most pleasing trend is that funds have indicated that they have increased their provision for pension increases. gewilder.
