19 Transit Coordination Workforce within Region 10 is mobile between municipalities, which are disbursed throughout large, geographic space. Transportation expenses are high, and available services are low. Region 10 hosts the Three Rivers Regional Transit Coordinating Council (3RRTCC), which is comprised of transit advisors from Montrose, Delta, San Miguel, and Ouray, and the Gunnison Valley Transportation Planning Region (GVTPR) Committee, which is responsible for regional transportation plans. In 2013, Region 10 released a transit study, offering great information about existing infrastructure, route analysis, service availability, etc. Region 10 secured grant funding from Colorado Department of Transportation (CDOT) to enhance 2013 study and create implementable transit opportunities for its various communities. RFP for new implementation plan currently out to bid.
20 Broadband Development The lack of adequate, affordable, and redundant internet on the Western Slope has been identified as a barrier of entry into the 21 st century economy. Department of Local Affairs encourages communities to plan and implement broadband development on a regional level. Region 10, with the support of participating stakeholders, secures approximately $100,000 grant to facilitate implementation planning. Went through RFP bid process; awarded consultation contract to NEO Fiber, based in Glenwood Springs and Carbondale. Goal: create comprehensive plan that identifies engineering/infastructure needs, capital costs, and funding mechanisms for each participating community. Final deliverables to be released in Spring 2015.

Mark Udall called upon Department of Commerce and Economic Development Administration to address economic disaster Community stakeholders organized Region 10, county and municipal governments, Delta County Economic Development, Western State Colorado University Example: Oxbow coal mine closure primary employer with 4:1 job multiplier Stakeholders from Delta and Gunnison Counties applied for funding, and secured approximately $250,000 from EDA Close to 1,000 jobs impacted the equivalent of 19,000 in Metro Denver With matching funds from participating communities factored in, close to $400,000 will go toward economic adjustment strategy, market analysis, and feasibility studies RFP released mid-october; proposals due mid-november
