2 Sask 1 st Call Tickets Created Three Major Subscribers Sask 1 st Call notifies 2.7 Subscribers per ticket (average) Over 350,000 Subscriber notifications for % of notifications include three Subscribers that have facilities through most of the Province (approx. 100,000 each) Natural Gas Distribution Power Distribution Telecommunications (phone, internet, TV, home security) Damage to Underground Infrastructure Combined, the Utilities had more than 1,000 line hits in 2013 Rising trend in facility damage caused by excavation work in new urban neighbourhoods Each hit has risks and consequences: Public safety risk Emergency Response Resources Potential service interruption to customers Significant costs associated with both the and the repair/restoration of service Project delays and downtime response 2

4 Neighbourhood Safety Patrol Utilities partnered with Sask 1 st Call to launch a Neighbourhood Safety Patrol Program Objective: Increase awareness about buried lines that could be damaged during typical backyard activities Proactively look for digging activity - This approach has not been done by these companies in the past Neighbourhood Safety Patrol The program is funded and administered by the Utilities First year costs projected to be approx. $120,000 ($40,000 per Utility) This includes Patrollers, promotional material, truck wrap design and vehicle costs Neighbourhood Safety Patrol The Utilities issued a Request For Proposal to contract the work Proponents needed to demonstrate their Approach, Methodology and level of Personnel Experience Maxim Energy Corp. awarded the contract Maxim s employees have worked in this industry for decades; ensures the message is delivered with credibility 4
5 Neighbourhood Safety Patrol Program runs May 1 st until October 31 st In 2014, newly developed neighborhoods in Regina and Saskatoon areas are targeted May expand to other areas in future years Neighbourhood Safety Patrol Patrollers DO: Travel in marked Sask 1 st Call vehicles, wearing appropriate Personal Protective Equipment and identification Check that locates have been requested and completed before digging projects begin Patrollers DO NOT locate facilities Neighbourhood Safety Patrol Patrollers engage the digging community in meaningful dialogue around safe digging practices Discussions include not operating power equipment in accordance with digging tolerances Focus is awareness and behavioural change 5
6 Neighbourhood Safety Patrol Patrol Logs completed for each site visit Weekly summaries are sent to Utilities and Sask 1 st Call Comments include excavator feedback about locating successes or challenges More Than Just Patrolling Much activity is done to support and promote the program: Saskatchewan Common Ground Alliance support Media Releases in Regina and Saskatoon regions (May, July and September) Mid-campaign media event with community barbecue Television interviews and news reports More Than Just Patrolling Support Materials provided: Sask 1 st Call brochures and contact information Major contractor offices and rental stores visited Hats and pencils with Sask 1 st Call messaging distributed White lining kits for those who are planning their work area 6
7 Escalating Issues Process in place if Patrollers come across a potentially dangerous situation Contractor: Agreement with OH&S to report the contractor. OH&S has authority to put a stop work order on the contractor. Homeowner: Patroller will call the utility company who will send out a technician Measuring the Program Patrollers contacted almost contractors or homeowners to discuss safe dig practices Total Contact May 1 through September 26 75% Contractors 18% Homeowners 7% Rental Stores Measuring the Program Patrollers track the status of locate requests 80% of Contractors and Homeowners had locates requested or completed for work area Of those who did not have locates and were ready to work, 43% requested locates after speaking with Patroller 7
8 Measuring the Program SaskEnergy responded to gas line hits in one Regina neighbourhood on a weekly basis last year in 2014 the average improved to once a month Patrollers are invited onto work sites to discuss dig practices: A landscaping crew recognized the Patrol car and asked if I could stop by their work site to answer some questions they had about safe digging. It s fantastic that the Patrol program is becoming so well known and that people are receptive to what we have to say.
