3 1.0 INTRODUCTION 1.1 Purpose Enbridge Pipelines Inc. (herein referred to as Enbridge ) will be completing hydrostatic testing of new piping facilities constructed at Enbridge Regina Terminal as part of the Plains Wascana Tank 80 Project at the Regina Terminal (the Project ). Two independent tests will be completed: 1. Hydrostatic testing of new process piping servicing the newly constructed Tank Hydrostatic testing of new fire suppression piping servicing the newly constructed Tank 80 Testing is expected to commence and be completed between July 7 and July 16, 2015 with precise dates to be selected for each test based on the completion of relevant construction activities. Enbridge submits this Hydrostatic Test Plan pursuant to Condition (4) of National Energy Board Order XOE , amended by Orders AO 001 XO E , AO 002 XO E and AO 003 XO E , and pursuant to Section 23 of the National Energy Board Onshore Pipeline Regulations. This Hydrostatic Test Plan provides details on the steps that will be implemented to conduct the tests, subject to site specific conditions at the time of testing. Furthermore, this Hydrostatic Test Plan includes information regarding: Codes and Standards Safety and Environmental Considerations Piping Specifications Test Media and Additives Water Source(s) and Disposal Test Duration and Acceptance Criteria All hydrotesting activities detailed in this plan will be completed by the third party contractor Graham Industrial Services LP (herein referred to as Graham ). Tests will be supervised by Enbridge site inspectors and, as required, by Enbridge Subject Matter Experts (SMEs). Engineering and Projects Rev 1 Jun. 12, 15 Page 3 of 18

4 1.2 Project Description The Tank 80 Project at Regina includes the demolition and removal of the previous Tank 76 and all associated piping, the construction of a new 31,487 m 3 (working capacity) Tank 80, the addition of one NPS 36 header to the existing tank Manifold 201, and approximately 300 m of new NPS 36 piping connecting the new Tank 80 to Manifold 201. An overview map illustrating the project scope is included herein as Attachment A. This Hydrostatic Test Plan pertains to the new NPS 36 Manifold 201 extension, the new 300 m of NPS 36 tank line (together, comprising the new process piping), as well as the new NPS 4 fire suppression piping servicing Tank 80. This plan does not pertain to the hydrotesting of Tank 80 itself; a separate Hydrostatic Test Plan was submitted to the National Energy Board on May 8, 2015 regarding the testing of Tank 80. 5 2.0 CODES AND SPECIFICATIONS The hydrostatic tests detailed in this Hydrostatic Test Plan will be completed in compliance with the following regulations and industry codes (as applicable): SOR/99 292: National Energy Board Onshore Pipeline Regulations CSA Z662 11: Oil and Gas Pipeline Systems NFPA 11 (2010 Edition): Standard for Low, Medium, and High Expansion Foam Additionally, the hydrostatic tests detailed in this Plan will be completed in accordance with the following Enbridge standards and procedures, currently on file with the National Energy Board: FCS 014, Revision 4.0: Pressure Testing Facility Piping EES068, Revision 2.2: Oil Storage Tanks 3.0 TESTING SCHEDULE Hydrostatic testing of process piping and fire suppression piping will be completed following the installation of their respective component systems. As a result, the precise date of testing will be dependent upon the completion of relevant field construction activities. Each test will be completed independently. At this time, it is projected that hydrostatic testing of facility piping will commence no earlier than July 7, Engineering and Projects Rev 1 Jun. 12, 15 Page 5 of 18

6 4.0 HYDROSTATIC TESTS 4.1 Process Piping Scope of Test This test will consist of new, large bore process piping installed at Enbridge Regina Terminal as part of the Tank 80 at Regina Terminal project. The test will include: New NPS 36 receipt/delivery header at Manifold 201, including (3) NPS 24 connections, (1) NPS 16 connection and (1) NPS 12 riser; Approximately 300 m of new NPS 36 tank line, connecting Tank 80 to Manifold 201, including (3) NPS 24 risers and (2) NPS 8 risers. 7 4.1.3 Test Media and Volume The test medium to be used for hydrostatic testing of the facilities described in Section will be water. For information regarding the diversion and disposal of test media, refer to Section 5.0. Based on the results of line fill calculations, the estimated volume of testing media required for this hydrostatic test is approximately 180 m Test Procedure and Acceptance Hydrostatic Testing of process piping will be completed in accordance with CSA Z662 11: Oil and Gas Pipeline Systems, and Enbridge Facility Construction Specification 014 (Revision 4.0): Pressure Testing Facility Piping, as well as all Company standards, industry codes, and regulations referenced therein. The test will be inclusive of all facilities described in Section above, and will be completed in one segment. The test will be completed by Graham Industrial Services LP, and will be witnessed by Enbridge site inspection, as well as Enbridge Subject Matter Experts (SMEs) as required. This test includes both above ground and below ground piping. As a result, the test will consist of a 4.25 hour strength test, followed by a 4.25 hour leak test. The minimum and maximum pressures for the strength test will be 2850 kpag and 2964 kpag, respectively. The maximum test pressure for the leak test will be 2090 kpag. The test duration may be extended at the discretion of the Enbridge site inspector and/or Enbridge SMEs pending actual field conditions, such as ambient temperature variation or other factors. During the test, the above ground portions of piping will be visually inspected by the Enbridge site inspector, to check for evidence of leaks. Acceptance of the hydrostatic test will be in accordance with CSA Z and Enbridge Facility Construction Specification 014 (Revision 4.0), Section 11 and 12. Determination of test acceptance will be made by the Enbridge site inspector, in concert with Enbridge SMEs as required. Engineering and Projects Rev 1 Jun. 12, 15 Page 7 of 18

8 4.2 Fire Suppression Piping Scope of Test This test will consist of the new fire suppression piping servicing the newly constructed Tank 80 at Enbridge Regina Terminal. 9 4.2.3 Test Media and Volume The test medium to be used for hydrostatic testing of the facilities described in Section will be water. For information regarding the diversion and disposal of test media, refer to Section 5.0. Based on the results of volume estimations, the volume of testing media required for this hydrostatic test is approximately 1.6 m Test Procedure and Acceptance Hydrostatic Testing of fire suppression piping will be completed in accordance with NFPA 11: Low, Medium, and High Expansion Foam, and Enbridge Equipment Specification 068 (Revision 2.2): Oil Storage Tanks, as well as all Company standards, industry codes, and regulations referenced therein. The test will be inclusive of all facilities described in Section above, and will be completed in one segment. The test will be completed by Graham Industrial Services LP, and will be witnessed by Enbridge site inspection, as well as Enbridge Subject Matter Experts (SMEs) as required. Prior to commencement of tests, Graham will submit their final test and inspection plans to Enbridge for review and compliance verification. This test is comprised of only above grade, non process piping. As per the requirements of NFPA 11, the test duration will be a minimum of 2 hours, and does not comprise a separate strength and leak test. The minimum test pressure will be 1379 kpag. The test duration may be extended at the discretion of the Enbridge site inspector and/or Enbridge SMEs pending actual field conditions, such as ambient temperature variation or other factors. During the test, the piping will be visually inspected by the Enbridge site inspector, to check for evidence of leaks. Acceptance of the hydrostatic test will be in accordance with NFPA 11 and Enbridge Equipment Specification 068 (Revision 2.2), Section and Section 7. Determination of test acceptance will be made by the Enbridge site inspector, in concert with Enbridge SMEs as required. Engineering and Projects Rev 1 Jun. 12, 15 Page 9 of 18

10 5.0 TEST MEDIA 5.1 Description of Test Media As described in Section and 4.2.3, the testing media for all hydrostatic tests defined in this plan will be water. Because there is no risk of the test media freezing during the proposed testing window, no additives will be utilized. No other alternative test media will be permitted for use in the tests defined in this plan. 5.2 Diversion of Test Media Process Piping The primary source of water for the hydrostatic testing of process piping will be the City of Regina commercial fill station, located beside the Co op Food Store at 1805 Winnipeg Street, immediately northwest of Enbridge Regina Terminal. This fill station is supplied by the City of Regina water main system, and is available for the public and local businesses to purchase potable water. 11 Water will be trucked from the City of Regina fill station to site via standard water trucks, owned and operated by Badger Daylighting Inc., under the direction of Graham Industrial Services LP and Enbridge. As the water supplied from this location is potable water, no quality testing will be required prior to use. Moreover, due to the limited amount of water required, and the proximity of the fill station to Enbridge Regina Terminal, no special transportation or traffic control measures are required for the transport of water to site. Furthermore, no water diversion permits are required. In the event that the required water is not available from the City of Regina fill station, the secondary source of water will be the retention pond at the Consumer s Co operative (Co op) Refinery, located at th Avenue N, immediately north of Enbridge Regina Terminal. Enbridge has a long standing and mutually cooperative relationship with the Co op Refinery, and has recently utilized water from this retention pond to hydrostatically test the newly constructed Tank Fire Suppression Piping The primary source of water for the hydrostatic testing of the new fire suppression piping servicing Tank 80 will be the existing Enbridge firewater system at Regina Terminal. The existing Enbridge firewater system is supplied by the City of Regina. Water will be transported from the supply location to the test location via a standard water truck, owned and operated by Graham Industrial Services LP. Transport will be via private, Enbridge owned roads only. Due to the very small volume of water required for this hydrostatic test, no specific water diversion permit is required. 80 Hydrotest Location Supply Location Engineering and Projects Rev 1 Jun. 12, 15 Page 11 of 18

12 5.3 Disposal of Test Media Process Piping Following completion of hydrostatic testing of the process piping, the test water will be disposed of at PV Waste Solutions facility, located at 4101 Rochdale Blvd., Regina. This facility is specifically designed to dispose of wastewater from industrial processes and worksites. Prior to transporting wastewater to this facility, Graham (or a designate) will test the water per the requirements of PV Waste Solutions. Wastewater will be transported to the disposal facility via standard water trucks, owned and operated by Badger Daylighting Inc., under the direction of Graham and Enbridge. Due to the small quantity of water required for testing, no special transportation or traffic control measures are required for the disposal of this test media. 13 5.3.2 Fire Suppression Piping Following completion of hydrostatic testing of the fire suppression piping system described in Section 4.2.1, the test water will be removed from the piping system via standard water trucks, owned and operated by Graham. Due to the small quantity of water required for this test, the test water will be retained in the water trucks onsite, and used to water the private roadways inside Enbridge Regina Terminal as needed. Prior to any use, this hydrotest water will be tested for ph and total metals. The results of these quality tests must meet the environmental requirements of the Province of Saskatchewan and the City of Regina to proceed with the disposal procedure described above. If the results of quality tests are found to be outside these environmental requirements, the water will be trucked offsite to PV Waste Solutions, as detailed in Section above. 14 6.0 ENVIRONMENT, HEALTH AND SAFETY 6.1 Public and Personnel Safety All pressure testing will be conducted with due regard for safety and will comply with the requirements of Section 8.2 of CSA Z662 11, and Enbridge Facility Construction Specification 014. Work related to hydrostatic testing will also be conducted in accordance with all appropriate federal and provincial laws, oilfield guidelines and codes of practice, and Enbridge requirements. Enbridge will appoint a Test Supervisor to supervise all hydrostatic testing activities to ensure compliance with the technical and safety requirements noted above. The work area around piping to be hydrostatically tested will be flagged, with appropriate signage installed for the duration of the test. Access to the work area will be restricted to only testing personnel, unless specifically permitted by the Test Supervisor. The Contractor performing the hydrostatic tests will be required to do the following: provide the Test Supervisor with detailed safety procedures prior to the start of testing employ only qualified and experienced testing personnel remove all unauthorized personnel from the test area for the duration of the test take all necessary safety precautions during the hydrostatic testing immediately report any incidents to the Test Supervisor Prior to any testing, Enbridge will conduct a Pre Job Safety Assessment to review testing procedures, safety procedures, job specific hazards, environmental requirements, and incident response / reporting requirements. All Enbridge and Contractor employees taking part in hydrostatic tests will be required to attend this meeting before commencing work. Workers absent for this meeting will be required to review the subject matter with the Test Supervisor before participating in the tests. Regarding notifications to affected landowners and parties, Enbridge has notified the Consumers Cooperative Refinery and the City of Regina of its test plans. Enbridge will also notify any other parties and agencies that may be affected at least 10 days in advance of the test. At this time, no other affected parties have been identified. 15 6.2 Environmental Protection Environmental Procedures All hydrostatic tests will be completed in accordance with the environmental requirements of the Enbridge Environmental Guidelines for Construction (2013), Enbridge Facility Construction Specification 014: Pressure Testing Facility Piping, as well as all relevant environmental requirements of the Province of Saskatchewan and the City of Regina Leak Response Plan In the unlikely event of a rupture during hydrostatic testing, testing operations will be immediately shut down and the area secured to allow Enbridge personnel to contain the release, and undertake repairs as soon as possible. Upon confirmation of a rupture, Enbridge will notify the National Energy Board and local regulatory authorities as required. Engineering and Projects Rev 1 Jun. 12, 15 Page 15 of 18

16 7.0 TEST RECORDS Hydrostatic Test Records will be developed and documented in compliance with Enbridge Facility Construction Specification 014: Pressure Testing Facility Piping, and Enbridge Equipment Specification 068: Oil Storage Tanks. Such records will include, as necessary: Contractor qualification certificates Calibration certificates of test equipment Contractor hydrotest plans including equipment layouts Temperature and pressure plots Strain plots / yield plots Hydrotest inspection reports Records of hydrostatic testing will be collected, audited, turned over and retained in accordance with the Enbridge procedure TIR (2014): Technical Records Turnover.
