CSA Z247 Damage Prevention Standard for Energy and Utility Networks Fraser Paterson Alliance Pipeline Ltd. Mike Sullivan CCGA Presentation Outline Introduction to CSA Group Contents of the CSA Z247 draft Key drivers Background Goal Scope Benefits Membership Schedule Questions About CSA Group Independent, not for profit, membership association serving business, industry, government, and consumers CSA s standards development process is accredited the Standards Council of Canada 3 1
CSA Group overview Develops standards designed to: enhance public safety and health advance the quality of life help to protect the environment facilitate trade 4 Development of CSA Standards Decisions are made by consensus and balanced stakeholder representation Committee members are selected to represent various interest groups most likely to be affected by the standard CSA members develop standards content; staff facilitates the accredited development process 5 Development of CSA Standards Once published, standards are living documents, continually revised and refreshed CSA standards are voluntary documents; only when referenced by government or a regulatory authority is their compliance mandatory 6 2
Why a Damage Prevention Standard? Alignment Consistency 3
Clarity The Damage Prevention Process CSA Z247 aims to address the challenges facing damage prevention in Canada and identify the key elements that when consistently applied, will reduce damage to all buried infrastructure and significantly enhance public safety. How did we get here? 4
Challenge Secure a cross section of buried utility owners, operators and their associations, locators, and regulators to join the CSA Technical Committee from across Canada......and design a Damage Prevention Standard that applies to all of them. Z247 s Technical Committee Regulators Transmission Pipelines Distribution pipelines Telecommunications Municipalities Electricity Excavators One Call Systems / Services Locators Buried infrastructure associations (CEPA, CAPP, FCM, CCGA, CAPULC) Water and Sewer Upstream facilities Technical Committee membership Aecon Utilities Alberta Agriculture and Rural Development Alberta Energy Regulator (AER) Alliance Pipeline Ltd ATCO pipelines Badger Daylighting Bell Canada British Columbia Safety Authority Canadian Utility Construction Corp. 7 CSA Z247 Benefits Establish best practices around damage prevention that are generally consistent across Canadian jurisdictions Encourage adoption of single standard for all end users to assess and understand damage prevention issues and eliminate the need for familiarity and compliance with multiple standards, guidelines and jurisdictions. CSA Z247 Benefits (cont d) Adoption of a single standard extends credibility to each stakeholder and process owner in the buried utility industry. Ultimately, the Standard seeks to achieve process harmony all steps working in unison for all buried infrastructure, across all jurisdictions. Schedule Development began: January 2013 Industry Review: Late November 2013 Public Review: May 2014 TC ballot (vote): November 2014 Publication (English): May
Challenges Access to One Call Services Absence of a damage prevention mandate within current regulatory governance Meaningful enforcement Going forward Standard is adopted within existing regulation Catalyst for the development and implementation of symmetrical One Call Legislation Increased integrity of Canada s critical buried infrastructure Questions 8
