3 TENDER PROCESS The tender process will be in two cover system. The cover one contain EMD and Technical bid and cover two contain price bid in a two separate sealed covers distinctly marked accordingly and both the proposal then put in a third envelope and sealed duly super-scribed as Tender for housekeeping, catering and maintenance services contract at SBI Transit Guest House, ADMINISTRATIVE OFFICE CAMPUS, Siripuram i. Envelope One: This envelope will contain; (a) The EMD of Rs.10, (Rupees Ten thousand only) in favor of Chief Manager, General Banking, State Bank of India, Administrative Office, Vishakhapatnam. (b) Undertaking by the contractor in the prescribed format as detailed in page No: 4 (c) Registration certificate of the firm / company. (d) Applicable Labour licenses. (e) ESI / EPF Registration certificate (s) (f) IT returns for last 2 / 3 years (g) Solvency Certificate for Rs lakhs issued by a reputed Bank. NOTE: TENDER WILL BE REJECTED IF THE TENDERER FAILS TO SUBMIT THE REQUIRED EMD ALONG WITH THE ABOVE CERTIFICATES AND WILL BE RETURNED WITH OUT OPENING THE PRICE BID. ii. Envelope Two: This envelope will contain the price bid. 1. All the tenderers are requested to note that State Bank of India, Admin Office, Visakhapatnam will not accept any conditional tender and the tender will be rejected if any tenderer found quoted conditional tender and if the same are not withdrawn at the time of opening of tender / price bid. All conditions, if any, to be loaded with rate. The rate should be inclusive of all taxes payable including the service tax and necessary insurance premium / service charges etc., for the labour and machinery etc. 2. The tenderer should inspect the site and satisfy him-self of the scope of work before quoting the rates and clear the doubts if any. No deviation of conditions or request for change of specifications or additional rate will be entertained at any stage. 3. The EMD of the successful tenderer will be converted into security deposit and the same will be refunded after satisfactory completion of contract period. 4. DETAILS OF PAYMENT: The payment to the Contractor will be released on submission of monthly bills along with proof of adhering to the contract conditions after deducting all the taxes at source. Dear Sir, SUBJECT: TENDER FOR PROVIDING HOUSEKEEPING, CATERING & MAINTENANCE SERVICES AT SBI TRANSIT GUEST HOUSE, ADMINISTRATIVE OFFICE CAMPUS, SIRIPURAM, VISHAKHAPATNAM Having duly examined the tender documents including the specifications, Bill of quantities relating to the works specified in the underwritten memorandum and having visited the site of the said work and having acquired all the requisite information relating thereto as affecting this tender, I/ We hereby offer to execute the works specified in the underwritten memorandum within the rates specified in the schedule of quantities and in accordance, in all respects with the specifications and instructions in writing referred to in the conditions of the tender, the article of Agreement, special conditions of the contract and with such materials as are specified by and in all other respects in accordance with such conditions in the schedule of quantities and conditions of contract as applicable. 2. To Dear Sir, INVITATION FOR TENDERS FOR HOUSE KEEPING, CATERING AND MAINTENANCE SERVICES IN THE ESTABLISHMENT/S DESCRIBED IN SCHEDULE I 1. The specification of the work for which the Tenders are invited is as per Schedule II and Annexure-I & Annexure-II. 2. Sealed Tender documents duly completed in all respects shall be submitted to The Chief Manager (General Banking), State Bank of India, Administrative Office, Siripuram, Vishakhapatnam or to his authorized representative at the above address either in person or by post so as to reach the above, on or before 3.00 P M, of 11 th April The SBI, Admin Office, Vishakhapatnam will not be responsible for any postal delay / loss / non-receipt thereof. Tender received after the date specified above well be deemed to have been rejected. (i) The Tender Documents are not transferable. (ii) Incomplete Tenders and not conforming to the requirements of the invitation for tenders are liable to be rejected. Tenders submitted by a firm shall be signed separately by each member thereof and in the absence of any partner, shall be signed by the Power of Attorney holder. Tender by a Page 6 of 19

7 company shall be executed by person(s) duly authorized under the resolution of Board of Directors of the Company. 3. The offers are to be submitted in two bid pattern:- The qualification proposal and the price proposal in two separate sealed covers distinctly marked accordingly and both the proposal then put in a third envelope and sealed duly super-scribed as Tender for HOUSEKEEPING, CATERING and maintenance services contract at SBI Transit Guest House, Administrative Office Campus, Siripuram, Vishakhapatnam. 4. Earnest Money Deposit will be refunded to all the bidders on the same day excepting to the successful bidder. The successful bidder will be refunded after expiry of the contract. 5. Qualifed proposals will be opened at pm on 11 th April, 2015 at State Bank of India, Administrative Office, Vishakhapatnam. 6. The price bids / proposals of those qualified based on bidders qualification proposals, will be opened in the presence of bidders or the bidder s duly authorized representatives at the same day. The authorized representatives should bring necessary authority letters under an official letterhead of the bidders conferring full and comprehensive authority to deal with all matters relating to the tenders. 7. The tenderer should also submit the following. Documents along with their offers in support of: a) List of personnel actually required for the services including the names of technical / skilled personnel. b) List of machinery, and equipments available on hand (own) for the work and proposed to be inducted. 8 c) List of works on hand indicating description of work, contract value, date of award, number of personnel and equipments deployed, supportive documents from the organization to be enclosed. 8. The Tenderer should submit Revenue / Banker's solvency certificates for Rs lacs. 9. The contract for services would be for periods of Twelve (12) months initially from the date of acceptance and / or till the alternative arrangements are made by the Bank. The contract may be renewed at the discretion of the State Bank of India, for a further period of One year on the same terms and conditions subject to satisfactory services by the Contractor and upon renewal of License by the Contractor on or before expiry of the License granted by the Appropriate Authority under the Contract Labour (Regulation & Abolition) Act, The Courts in Vishakhapatnam, (AP) city alone shall have the jurisdiction in respect of any or all matters relating to or connected with the Tender. 11. The State Bank of India, Administrative Office, Siripuram, Vishakhapatnam does not bind itself to accept the lowest tender and reserves to itself the right to reject any or all the tenders received without, assigning any reason. 12. Final award of the contract for HOUSEKEEPING, CATERING and Maintenance Services will be subject to the approval of the Competent Authority in the Bank. 13. The specifications, duration of the work and the Terms and Conditions under which the contract is required to be performed and also the rights and obligations of the person(s) whose tender is accepted shall be under obligation to enter into an Agreement to be executed in the form, Page 8 of 19

9 prescribed by the bank and the person submitting the Tender shall have to read the same and is always deemed to have read and understood the same before submitting his tender. Sd. 11 Sl Scope / Details of work to be done no 01) a)mechanized cleaning, vacuum sweeping, spray / manual dusting, mopping, water / chemical cleaning of schedule premises, marble / vitrified tile flooring / granite flooring / ornamental & decorative wooden flooring and wooden furniture of high value, crystal glass doors / panes, modern electric gadgets, electric fixtures, windows, window panes, curtains and blinds, carpets, windscreens, polished metal surfaces including lobby areas, lounges, corridors, toilets, urinal bowls and wash basins etc and exterior cleaning, polishing of glasses and metallic engravings, logos, sign names etc and pest control measures plus specific maintenance activities like electrical repairs / carpentry, sanitary repairs and such other repairs required to keep the premises in the excellent condition, maintenance of gardens / lawns / rock gardens / parks / pathways / indoor & outdoor sports facilities, etc. Maintenance of all window / split Air conditioners. 02) Catering Services for 365 days. 12 Housekeeping /maintenance services The term housekeeping/maintenance services which include safety and security of the premises, its fixtures fittings & furniture, office items, towels, Bed sheets, Bed covers, other Materials and also carpets, airconditioners, Television sets, computers and other electronic and electrical gadgets kept in the guest house. The Caretaker will also be responsible for the proper maintenance of the guest house. He will inter alia ensure that: a) The work to be under taken by the caretaker engaged by the contractor. The premises is kept clean and under hygienic conditions at all times b) He will ensure that the Guest House is cleaned on day to day basis mopping of the floors are done every day, the furniture and fixtures are dusted and cleaned every day. The carpets and sofa sets etc. should be cleaned every day with vacuum cleaner c) He will also ensure that all toilets, wash basins, kitchen sinks, etc. are cleaned every day with proper use of phenyl, and approved Chemical agents at their cost. Naphtha balls should be regularly placed in the wallalmairahs and urinals. Other materials including soaps, Odonil in toilets, All outs, Room Spray etc, Bank will pay the costs on actual basis or supplies the items. d) The caretaker will ensure washing of bed-sheets, towels, pillow covers, and bed covers on change of occupancy or once in two days. Occupants will be provided with freshly washed linen. Including towels, bed sheets, pillow covers on every alternate day. e) The Caretaker should arrange for washing of clothes of guests through laundry on payment of the actual costs thereof by the guests or maintain properly the washing machine provided for washing clothes of the guests, or arrange for washing of clothes subsequently. f) The Caretaker will be responsible for the safe-keeping of all keys. g) The Caretaker will report any breakage due to normal wear and tear to the Bank and should arrange for their repair. Cost will be reimbursed by Bank. Page 12 of 19 Contractor signature

13 h) The Caretaker should also ensure regular of the approved Pest Control measures, and Bank will pay the total cost. The kitchen and dining space should be daily scrubbed and cleaned and kept free of flies, cockroaches, insects, rates mice and rodents. i) The Caretakers shall ensure that rent collected from the occupants is deposited at Chief Manager ( G B ) in the appropriate account to be opened for the purpose on every Friday without fail. All payments should be received from the Transit Guests in cash only. j) Maintenance, as mentioned above, should be done all seven days a week with trained man-power, cleaning material and consumables by the Caretaker under his personal supervision. He will also ensure proper cleaning of the terrace and cleaning of the overhead water tanks at least once a month. k) The items mentioned above are not exhaustive and the Bank reserves the right to include other items as it may deem fit for the proper maintenance of the Transit Guest House. The officials from General Banking section will inspect the Transit Guest House for ensuring proper upkeep at regular intervals. l) In all toilets, the contractor has to provide branded soap (1 small and 1 regular size) for bath at his cost and to be replaced when change of guest comes. Toilet roll also has to be provided by the contractor. The cost of the same will be reimbursed by the Bank on producing the bills. Catering services a) The Caretaker shall also be responsible for catering services in the Transit Guest House. He shall arrange for cooking and serving of quality food in hygienic conditions on a daily basis for the officers occupying the Transit guest house. b) He will use Agmark or ISI quality spices oil etc and shall keep all cereals flour and other consumable articles covered and free from ants, rodents cockroaches, flies etc. c) The following items to be supplied daily for the guests and the quoted amount as per price bid shall be collected directly by the contractor from the guests. d) All the items which are stale and decayed should not be kept in the guest house. 14 BREAK FAST Idly, Dosa, Poori, Bread Omelet, Roti/paratha with sabji, chutney and sambar/kurma etc (any Two items) + tea/coffee. LUNCH & DINNER North/South Indian thali 2 poori/chapathi, white rice, 2 veg curries, samber, papad, pickle, curd etc+ 1 sweet or fruits. EVENING SNACKS Standard snacks to be made available + tea/coffee Extra tea/coffee/ buttermilk etc to be supplied at any time when guests request for. Room service to be done when required. All workers/supervisor to maintain neat uniform and photo ID card to be issued by the contractor. Supervisor should stay at the guest house round the clock and he will attend to all phone calls and respond accordingly. Experienced cook to be engaged. The contract period will be for period of 2 years (Initial contract period for one year and renewal for another year if services are satisfactory) The rate quoted shall be inclusive of all taxes and service tax etc. Day to day maintenance to be attended including arrange for supply of Water Tankers in case of emergency/water shortage etc and any other repairs and relevant bills (actual amount) will be reimbursed by Bank on monthly basis and no extra charges/taxes on maintenance/material will be paid.
