1 Empanelment of Contractors/Vendors for Civil works / Repairing works of Civil, Sanitary & Plumbing/ Interior & Furniture Works/ Electrical Works / Air-conditioning Works State Bank of India publishes the eligibility criteria for empanelment of Contractors/Vendors for undertaking Civil works including Plumbing & Sanitary / Repairing works of Civil Works, Sanitary & Plumbing/Interior & Furniture Works/ Electrical Works / Air-conditioning Works in different categories as under, separately, at Bank s branches/offices and residences in the Seven(7) Northeast States. The Contractors/Vendors with necessary experience in the respective areas and those who fulfil the eligibility criteria will be considered for the Bank s empanelment on ongoing basis. Sl. 2 NOTICE FOR EMPANELMENT OF CONTRACTORS/VENDORS (CIVIL / INTERIOR / ELECTRICAL / AIR CONDITIONING) State Bank of India, LHO, Guwahati, Assam invites applications (As per enclosed Annexures) for empanelment of Contractors/Vendors (Civil works including Plumbing & Sanitary / Repairing works of Civil, Sanitary & Plumbing/Interior & Furniture with Miscellaneous Works/ Electrical Installation & Maintenance Works / Air-conditioning Works) for related works in Bank s branches/ offices/ residences in the Seven(7) Northeast States Major Terms & Eligibility Criteria: (1) Experience of having successfully completed similar works (single order) during last 7(seven) years as on the date of application should be as per following: (a) Three similar completed works costing not less than the amount equal to 40% of the upper limit under each category, applied for OR (b) Two similar completed works costing not less than the amount equal to 50% of the upper limit under each category, applied for OR (c) One similar completed work costing not less than the amount equal to 80% of the upper limit under each category, applied for. The detailed breakup of the above mentioned experience criteria, for various categories of work as applicable, are as under: Category of Works up to (Rupees in Lacs) Min. Bank Solvency (30%) Min. Average Annual turnover Three Similar works costing not less than (in lacs) Minimum Eligibility criteria Two Similar works costing not less than (in lacs) One Similar works costing not less than (in lacs) Definition of similar works Related works done in Commercial/ Hospital/ Nationalized Bank/ Institutional Organization/ Large Private sector establishment/ PSUs/ Central/ State Govt. Department etc. (2) The average annual financial turnover of Contractors/Vendors (Civil/ Interior/ Electrical/Air-conditioning works) during last 3 years ending should be at least equal to 30% of the value of category in which they wish to apply. (3) In case of Electrical Contractors/Vendors the firm should have a valid Electrical license for Electrical works from the competent Govt. authority and furnish the same as applicable to the respective category of Contractors/Vendors. 3 (4) The applicant for Air-conditioning works should be the Authorized Dealer or Manufacturing Company and should apply state-wise. They should have back-up service support from manufacturers with full-fledged services centres equipped with adequate skilled technical manpower and authorized spare parts dealerships in the state applied for. Tender for room air-conditioning units viz., split high-wall mounted, cassette type split will be invited on rate contract basis for one year state-wise. Tenders for ducting split air conditioners will be invited as per requirement branch/office wise. (5) The eligibility criteria should be in the name of the applicant only. (6) The Contractor/Vendor is required to furnish their PAN No, GSTN Registration details of firm with GSTN No. etc. to the Bank. (7) The Contractor/Vendor should furnish the registration details for the EPF, ESI and the Labour license details under the Contract Labour Rules and Regulation Act (8) The Bank conducts online reverse auction and hence Contractor/Vendor must possess valid ID, Cell No and Digital Certificate for participation in the online reverse auction. (9) For Assessing the Annual Turnover of the last 3 years, Contractor/Vendor must submit valid documents viz. Copy of Income tax return, Copies of IT assessment order, Profit & Loss Account and Audited Balance sheet for the last 3 years. (10) Bank s Solvency Certificate or any other certificate of financial capability acceptable to Bank of minimum 30% of the upper limit of respective category issued in current financial year from the applicant's Banker has to be submitted (11) The age of the firm should be at least 3 years old. Applications complete in all respect along with relevant documents & in Bank s format duly superscribing EMPANELMENT OF CONTRACTORS/VENDORS (write the name of applicable category of works) along with the Category (Work Value) applied for in sealed envelope should reach at the following address latest by up to 2.00 pm. Bank is not responsible for the late receipt/ non receipt due to postal delay, strikes or any other reasons. The Bank reserves its right to accept or reject any or all the applications without assigning any reasons whatsoever there for. 4 GENERAL CONDITIONS / INSTRUCTIONS FOR THE APPLICANTS 1. Intending applicants are required to submit their applications with full bio-data giving details about their organization, experience, technical personnel in their organization, competence and adequate evidence of their financial standing etc. in the enclosed form which will be kept confidential. 2. Contractors/Vendors must submit the sufficient documentary evidences/work completion certificates etc. meeting the above mentioned criteria from the Commercial/ Hospital/ Nationalized Bank/ Institutional Organization/ Large Private sector establishment/ PSUs/ Central/ State Govt. Department etc. regarding satisfactory performance of works completed during the last 7 years. 3. Firm/ Organization shall apply for each work/ trade separately. 4. Higher category Contractors / Vendors may participate in the lower category tenders in case of insufficient no. of tenders. However, lower category Contractors/ vendors cannot participate in higher category tenders. 5. While deciding upon the empanelment of Firms/Organizations, great emphasis will be given on the ability and competence of applicants to do good quality works within the specified time schedule and in close co-ordination with Bank as well as other agencies. 6. Preference will be given to those Contractors/Vendors who have history of timely completion of works/projects taken up by them during the last 7 years. The Contractors/Vendors prone to delay the projects without valid reasons may be disqualified by the Bank within its sole discretion. 7. The Bank may choose to carryout physical inspection of works mentioned by the applicants in their application forms in addition to calling for confidential reports from the respective employer/departments to ascertain their capability and quality of works. 8. Decision of the Bank in regard to selection of Firms/Organizations will be final. The Bank is not bound to assign any reason for acceptance/ rejection of any applications. 9. The Contractors/Vendors should be equipped with necessary infrastructure like building construction equipment, machinery and tools, labour strength etc. 10. The performance of all the empanelled Contractors/Vendors shall be reviewed by the Bank at periodical interval of say 6 months or so and the Contractors/Vendors with unsatisfactory performance and also those who do not to respond to three consecutive tenders enquiries of the Bank without informing any valid reason will be removed from the panel without notice and no correspondence will be entertained in this regard. Such Contractors/Vendors shall not be eligible for fresh empanelment in the Bank for next 3 years, thereafter, if they wish they can apply afresh for empanelment in prescribed format. 11. The performance of the existing contractor/vendor, who will apply afresh, will also be reviewed and the contractor/vendor with unsatisfying performance may not be considered for empanelment. 12. If the space in the proforma is insufficient for furnishing full details, such information may be supplemented on separate sheets of paper, stating therein the part of the proforma and serial number. Separate sheets shall be used for each part. However, the format shall be as per proforma. 13. Applications containing false, incomplete and/or inadequate information are liable to be rejected. Also mere fulfilment of eligibility criteria does not guarantee selection Page 4 of 13

5 14. The Contractors/Vendors are advised to make payment to their workmen through their Bank account and to have their Bank account in SBI. The workmen of the Contractors/Vendors should also have their bank account in SBI. 15. The panel of Contractors/Vendors will be valid for the entire North Eastern States and Contractors/Vendors will be entitled to participate anywhere within these seven states. 16. The applicant shall agree and authorize the Bank to obtain the confidential report from the clients of the applicant Contractors/Vendors, to obtain credit opinion from the Bankers and to verify the work executed by the Contractors/Vendors. 17. Applicants / Contractors/Vendors selected in the Bank s panel shall have to deposit a non-interest bearing amount against empanelment equal to 2% of the highest value of the respective category. Applicants selected in the Bank s panel will be informed about the same after finalization of the panel. 18. If the space in the proforma is insufficient for furnishing full details, such information may be supplemented on separate sheets of paper, stating therein the part of the proforma and serial number. Separate sheets shall be used for each part. However, the format shall be as per performa. 19. Applications containing false, incomplete and/or inadequate information are liable to be rejected. Also mere fulfilment of eligibility criteria does not guarantee selection. 20. While filling up the application, clarification, if any, may be obtained from the office of AGM (P&E), State Bank of India, 3rd Floor A Block, Local Head Office, Guwahati. 21. Canvassing in any form in connection with selection is strictly prohibited and the application of such persons/organizations who resort to canvassing will be liable to rejection. 22. Each page of the application shall be signed. The application shall be signed by persons/ persons on behalf of the organization having necessary authorization/ Power of Attorney to do so (Certified copies to be enclosed). 23. Those who are already empanelled and wish to upgrade the work category need to apply afresh. The existing panel of Contractors/Vendors will remain the same till finalisation of new panel. 24. Bank reserves its right to reject any/all the applications without assigning any reasons, whatsoever therefore. Incomplete/partly filled applications without relevant enclosures may not be considered for evaluation. 25. It will not be binding on the Bank to invite all the empanelled vendors to participate in bidding for various works. The Bank may prepare a select list out of the empanelled vendors to participate in the bidding process of a/any work. 26. The advertisement will be continuously displayed in Bank s website under PROCUREMENT NEWS and applicants can submit their application throughout the year. However, the assessment applications will be done twice in a year the panel will be reviewed/renewed on yearly basis based on the performance. The applications received up to 31st December will be taken up for evaluation in the month of January every year and the applications received from 1st January to 30th June will be taken up for evaluation in the month of July every year.
