1 Reserve Bank of India Protocol & Security Section Nagpur Empanelment of Contractors Reserve Bank of India, Nagpur proposes to prepare a panel of contractors for providing services under the following three categories. The panel will remain in force for three years. i) Firefighting Personnel ii) Sniffer Dog iii) Car Rental iv) Pest Control Experience: The intending applicants should have been in this business at least for the last three years. Details of PAN & GST numbers with documentary evidence are required to be furnished. Application Forms can be obtained from the Deputy General Manager, Reserve Bank of India, Protocol & Security Section, First Floor, Main Office Building, Raghavendra Rao Road, Civil Lines, Nagpur on any working day from 9 th April, 2018 to 20 th April, 2018 between AM to 4.00 PM or they may visit web site for full details and download the application form. Duly completed applications should be submitted in sealed covers to the Regional Director, Reserve Bank of India, Protocol & Security Section, First Floor, Main Office Building, Raghavendra Rao Road, Civil Lines, Nagpur The last date of submission of duly completed applications is up to 20 th April, 2018, 4.00 PM. The intending applicants shall have to furnish the documentary evidence in support of the eligibility criteria. The Bank reserves the right to reject any or all the applications without assigning any reason thereof.
2 Empanelment of Contractors General Conditions 1. Reserve Bank of India, Nagpur Office intends to prepare a panel of reputed agencies/ firms/ contractors for providing services under the following three categories:. i) Firefighting Personnel ii) Sniffer Dog iii) Car Rental iv) Pest Control 2. Applicants are required to indicate on the top of the application form the category in which they desire empanelment. 3. Intending applicants are required to furnish details about their Organization, technical experience, competence and evidence of their financial standing as per the enclosed proforma. 4. A format of client's Certificate as per Annexure-I and Banker's Certificate as per Annexure-II is attached along with blank application form. The applicant has to submit the said Client's Certificate from at least two of their clients for whom they have carried out "Eligible Works" in terms of pre-qualification criteria described in the notice inviting application in a sealed cover. Similarly, they have to submit the said Banker's Certificate from their banker/s. Such Certificates should be addressed to the application inviting authority of Reserve Bank of India and should be submitted along with their application in a sealed envelope. 5. While deciding upon the selection of agencies/firms/contractors, emphasis will be given on the ability, experience, performance and competence to provide good quality service in accordance with the specifications. 6. The application form shall be signed by a person on behalf of the Organization who is duly authorized to do so. 7. If the space in the application form is insufficient for furnishing full details, such information may be supplemented on a separate sheet of paper duly signed. Satisfactory completion certificates for works done for different employers should preferably be furnished along with the application. 9. Application containing false or inadequate information is liable for rejection. 10. The Bank reserves the right to reject any or all the applications without assigning any reason thereof.
3 1 Name of the organization APPLICATION FORM BASIC INFORMATION 2 Type of Organization, whether proprietorship, partnership, private limited, Corporate Body etc. 3 Name of the Proprietor/Partners/Directors of the organization 4 Registration(firm, Company etc.), Registering Authority, date, Registration number etc. 5 Experience in providing similar type of services 6 Name, address, telephone, fax no. of the Bankers 7 Yearly turnover of the Organization for the last 3 years* (Income Tax Year) 8 Details of PAN/GST numbers with documentary evidence. 9 a) Registered Office, address, id, fax, and telephone no. b) Office address, through which the work will be handled and the name of the Officer-in Charge/ Top Executive 10 Whether working with any of the Govt./ Semi Govt. Undertakings/ PSU/ Financial Institution if so, furnish details thereof 11 Details of Service Set-up at Nagpur 12 Whether any technical personnel are employed in the organization and if so, details of their experience, qualification etc. 13 Indicate if involved in any litigation 14 Any civil suit pending in any of the works executed. Give details 15 Yearly turnover of the organization for the last three years The agencies/firms/contractors applying for providing car rental services should submit the details of the vehicles available with the agency in the following format. 4 Empanelment of Contractors Pre-qualification Criteria (with documentary evidences) Requirements specifying particulars Firefighting Personnel: 1. The agency/contractor should have been in this business at least for the last 3 years. 2. The fire men must have undergone a basic course in fire- fighting from a Government recognized institute. 3. The supervisor/leading Firemen should have adequate experience (at least three years experience) and qualifications in firefighting and preferably be an ex-serviceman. 4. Should ensure that the Fire men and Supervisors/Lead fireman are all trained in fire safety measures including First Aid, emergency responses and firefighting operations. 5. Should have effective infrastructure for training of the Fireman and they should necessarily have one office in Nagpur. 6. Should have credible Supervisory Infrastructure and network. General Scope of work a) Manning of Fire Control Room round the clock. b) Check all fire equipment for serviceability at laid down periodicity. c) Supervise the work done by the AMC service provider of all firefighting equipment. d) Conduct periodic training of Bank staff on firefighting. e) Fight the fire at the incipient stage, and assist the fire brigade as and when they arrive. f) Conduct regular firefighting drills. g) Function under the Security Officer- in-charge of Fire on all aspects of work and administration. h) Assist in fire audit as and when carried out. i) Regular inspection of entire premises for identifying fire hazards and removing /taking steps to protect against fire and building code violations j) Check all escape routes and fire lanes daily and ensure they are free of obstacles. k) Assist in search and rescue & salvage operation in case of an incident. l) Update knowledge of the latest fire-fighting equipment and techniques and to remain aware of current developments in fire services.
5 Sniffer Dog: 1. Companies/ Firms should have preferably Labrador / Belgian Malinos 2. The dogs should be within the age of 8 years and should be subjected to physical fitness and olfactory tests by a veterinary doctor. 3. The dog should have undergone training initially for two (2) months and thereafter dog and handler should undergo refresher training every six months. 4. The sniffer Dogs should be able to detect all kinds of low and high explosives e.g Ammonium / Potassium Nitrate, RDX, TNT Gunpowder, PEK, Pentaerythrotil Trinitrate (PETN), Triacetone Triper Oxide(TATP) etc. Car Rental: 1. The car rental agencies should be reputed and capable of providing cars on as and when required basis 2. The Car Rental Agencies should own / possess a good fleet of cars such as Honda Accord/ Honda Civic/ Honda City / Toyota Corolla / Corolla Altis / SUVs (Innova/Tavera etc) and other cars, such as Ford Ikon/ Ford Fiesta, Chevrolet Aveo, Maruti SX4, Tata Indigo, Tata Indica, Mahindra Logan, Swift D'zire, Hundai Verna, etc and all equivalent models. All variants of any model will be treated at par. Pest Control. 1. The Pest control agencies should be reputed and provide Pest /herbal, Rodent, Anti termite, Honey Bee pest control & treatment etc.
6 Documents to be submitted along with the application: 1. Copy of Certificate of Incorporation (in case of companies registered under the Companies Act, 1956) / Registration Certificate (in case of partnership firms and proprietary concerns) 2. Copy of Memorandum and Articles of Association (in case of companies registered under the Companies Act, 1956) / Partnership Deed (in case of partnership firms) 3. Copy of Tax Returns filed for last 3 years. 4. Provident fund registration code. 5. ESI Registration code. 6. Labour License. 7. Registration number. 8. Two client reports from organisations to which services are currently provided as per the format provided in the tender document. 9. Copy of audited Balance Sheet for year , and Provisional / Audited Balance Sheet for duly certified by practicing CA. 10. Experience Details List of similar contracts entered into by the bidder during the last 3 years (including orders on hand at present) S. 8 Annexure II FORM OF BANKERS' CERTIFICATE FROM A SCHEDULED BANK (To be submitted by the Agency applying for empanellment) This is to certify that to the best of our knowledge and information M/s./Shri..having marginally noted address, a customer of our bank are/is respectable and can be treated as good for any engagement up to a limit of Rs..(Rupees...). This certificate is issued without any guarantee or responsibility on the Bank or any of the officers. (Signature) For the Bank Note: 1. Banker s certificates should be on letter head of the Bank, sealed in cover addressed to enlistment authority. 2. In case of partnership firm, certificate to include names of all partners as recorded with the Bank.
9 Declaration Form to be filled in and signed by the intending applicant I/We also agree that I/we have no objection if enquiries are made about the works listed by me/us in the accompanying sheets or any other inquiry on the information. 1. I/We have read the instructions appended to the proforma. I/we understand that if any false information is detected at a later date, any contract made between us and the Reserve Bank of India, Nagpur on the basis of the information given by me/us, will be treated as invalid by the Bank. 2.
