Worden Managing Director, State Regulatory Operations December 22, 2017 ADVICE 3721-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Modification to Disallow New Customers on Peak Time Rebate Enabling Technology Direct Load Control to Dual Participate in Summer Discount Plan in Compliance with Decision In compliance with Decision (D.) , Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariffs. The revised tariff sheets are listed as Attachment A and are attached hereto. PURPOSE The purpose of this advice letter is to revise applicable tariffs to disallow a new customer enrolling in SCE s Peak Time Rebate Enabling Technology Direct Load Control (PTR-ET-DLC) program on or after January 1, 2018 to dual participate with the Summer Discount Plan (SDP) in Compliance with D BACKGROUND On June 9, 2016, the Commission issued D adopting bridge funding for 2017 Demand Response (DR) programs for Pacific Gas and Electric Company, SCE, and San Diego Gas & Electric Company, and also approved SCE s proposed PTR program changes.. Ordering Paragraph (OP) 27 of D adopted SCE s proposal for 2017 DR programs and activities with modifications for some programs, but not for the Peak Time Rebate (PTR) program. In other words, the Commission adopted SCE s proposed tariff change for PTR programs without modification. SCE filed Advice 3572-E, a Tier 1 advice letter on March 6, 2017 to decommission PTR and Peak Time Rebate Enabling Technology (PTR-ET) to remove customers from the programs in April of SCE submitted an extension request to the Commission s Executive Director on December 13, 2017, requesting an extension to file the program enhancement changes approved in D by June 1, This extension is necessary to allow SCE sufficient time to upgrade its systems to implement the changes effectively and P.O. This advice letter does not conflict with the extension request because in this advice letter SCE is proposing to make a prospective operational change that will align with the technology changes for which SCE requested an extension. DISCUSSION One of the enhancements approved in D is the elimination of the dual participation between PTR-ET-DLC and SDP programs to prepare the programs for California Independent System Operator (CAISO) market integration. 1 This is due to CAISO rules that require a specific service account to be included in no more than one CAISO resource at a time. Currently, SCE has approximately 8,500 residential customers that are dual participating in both PTR-ET-DLC and SDP. In order to prepare for the implementation of the PTR-ET-DLC enhancements (including CAISO market integration), all existing dual participating customers will be given advance notice to elect to remain enrolled in one of the two programs and be removed from the other program, effective June 1, While preparing the launch of the PTR-ET-DLC 2018 marketing campaign, SCE recognized that delaying this dual participation eligibility change may create confusion and cause dissatisfaction for a certain subset of SDP residential customers. For instance, if an SDP customer enrolls onto PTR-ET-DLC in early 2018, the customer would dual participate in both programs for a short time and then be asked to leave one of the programs after SCE eliminates dual participation. Therefore, in an effort to reduce the customer confusion and improve customer satisfaction, SCE proposes to modify its tariff to eliminate the dual participation option for SDP residential customers that are enrolling onto PTR-ET-DLC on or after January 1, However, the existing dual participating customers will continue to be enrolled on both rates until June 1, SCE plans to file a Tier 1 compliance advice letter in compliance with OP 21 of the recent Demand Response Applications decision 2 to propose tariff revisions to implement all PTR-ET-DLC program enhancement changes adopted in D and modified in D SCE will communicate with all existing dual participation customers in early 2018 and give them a choice to stay on either PTR-ET-DLC or SDP effective June 1, See D , OP 27 at p. 95, approving SCE s PTR proposal in SCE s Proposal for Approval of its 2017 Demand Response Program and Bridge Funding Authorization, at pp See D
4 ADVICE 3721-E (U 338-E) December 22, 2017 PROPOSED TARIFF CHANGES SCE will modify its tariffs as below: Schedule D, Domestic Service; Schedule D-CARE, California Alternate Rates for Energy, Domestic Service; Schedule D-FERA, Family Electric Rate Assistance; Schedule TOU-D, Time of Use Domestic; Schedule TOU-DPP, Time-of-Use - Domestic Pilot Program, and Schedule TOU-D-T, Time of Use Tiered Domestic SCE will modify the Applicability Section with the following changes: (6) Except for customers that are enrolled in both PTR-ET-DLC and Schedule D-SDP prior to January 1, 2018, PTR-ET-DLC is not applicable to customers served under Schedules DM, DMS-1, DMS-2, DMS-3, DS, D-SDP, MB-E, or CPP. Customers receiving Medical Baseline Allocation(s) are not eligible to enroll in the PTR-ET Direct Load Control (DLC) Option. Schedule D-SDP, Domestic Summer Discount Plan: SCE will modify the Applicability Section of Schedule D-SDP, Domestic Summer Discount Plan with the following changes: Except for customers that are enrolled in both PTR-ET-DLC and Schedule D-SDP prior to January 1, 2018, tthis Schedule is not applicable to (1) customers receiving a Medical Baseline Allocation for air conditioning, or to (2) customers receiving service under Schedules DM, DMS-1, DMS-2, or DMS-3, and (3) customers enrolled in the PTR-ET- DLC. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.1(1), this advice letter is submitted with a Tier 1 designation. EFFECTIVE DATE This advice filing will become effective on January 1, 2018.

PUC Sheet No E Schedule D-SDP Sheet 1 DOMESTIC SUMMER DISCOUNT PLAN APPLICABILITY The Domestic Summer Discount Plan (D-SDP) is applicable to domestic service customers residing in an individually metered single-family accommodation with central air conditioning where a portion of the customer's electrical load is subject to disconnection, as initiated by an SDP Event Trigger, from SCE's service by SCE through a direct load control device, with or without optional customer-controlled override capabilities. Service pursuant to this Schedule shall be subject to adequate signal strength for control of the direct load control device, availability of direct load control devices, and acceptable operating condition of the air conditioning unit. Except for customers that are enrolled in both PTR-ET-DLC and Schedule D-SDP prior to January 1, 2018, this Schedule is not applicable to (1) customers receiving a Medical Baseline Allocation for air conditioning, (2) customers receiving service under Schedules DM, DMS-1, DMS-2, or DMS-3, and (3) customers enrolled in the PTR-ET-DLC. (N) (N) In order to participate under this Schedule, customers must have the appropriate SCE approved direct load control device installed, programmed, and activated. Customers will be permitted to override 5 SDP Event days per calendar year for each load control device by physically accessing the direct load control device. For customers using load control devices installed outside the dwelling, the customer s air conditioning unit must be installed at ground level. Customers who agree to participate in Schedule TOU-DPP must consent to a change of rate and to be placed on one of four options at SCE s discretion. SCE, at its own election, will place each customer participating in Schedule TOU-DPP on Option 1, Option 2, or Option 3 of this Schedule, with customers in the control group remaining on their Otherwise Applicable Tariff (OAT). Customers who are placed on Option 1, Option 2, or Option 3 of this Schedule may be eligible for bill protection, as described in Special Condition 2 of this Schedule. Control customers, who will continue to be billed under their OAT during the duration of the pilot program, will be eligible to receive an incentive payment(s), as described in Special Condition 1 of this Schedule. Participation in Schedule TOU-DPP is available to customers enrolled under OAT Schedules D, D-CARE and D-FERA. Customers enrolled in Schedules DE, DM, DMS-1, DMS-2, DMS-3, ESC-OO, MB-E, NEM, TOU-D, or TOU-D-T, or who are enrolled in the Level Pay Plan are ineligible to participate in Schedule TOU-DPP. Optional Peak Time Rebate Program (1) The Peak Time Rebate (PTR) program is available as an optional program to eligible Bundled Service Customers under this Schedule. PTR is a two-tiered incentive rebate program, (1) PTR, and (2) PTR with Enabling Technology (PTR-ET). (2) Customers may elect to opt-in or opt-out from the PTR program at any time, and the rate change will be effective on the next calendar day.
