PURPOSE In compliance with Ordering Paragraph (OP) 2 of Resolution E-4734 (the Resolution), this advice filing makes changes to information originally contained within Southern California Edison Company s (SCE) Green Tariff Shared Renewables Program (GTSR) Customer-Side Implementation Advice Letter (CSIAL) and to the tariff sheets originally container therein. This advice letter (AL) supplements AL 3219-E in part. II. BACKGROUND On September 28, 2013, Governor Brown signed Senate Bill (SB) 43 (Wolk) into law. 1 SB 43 enacted the GTSR Program, a 600 megawatt (MW) statewide program that allows participating utilities 2 customers including local governments, businesses, schools, homeowners, municipal customers and renters to meet up to 100% of their energy usage with generation from eligible renewable energy resources. As required by SB 43, 3 on January 10, 2014, SCE filed Application (A.) , its Application for Approval of Optional Green Rate (Application), 4 which focused on the Green Rate 1 SB 43 was codified in California Public Utilities (PU) Code Section 2831 et seq. 2 Participating utility means an electrical corporation with 100,000 or more customer accounts in California. On March 21, 2014, SCE served testimony proposing an additional Community Renewables Program. 5 On January 29, 2015, the California Public Utilities Commission (Commission or CPUC) adopted Decision (D.) (the Decision), implementing a GTSR Program framework and approving the investor-owned utilities (IOUs) 6 applications with modifications. Among other things, the Commission divided the GTSR Program s statewide limitation of 600 MW of customer participation among the IOUs. Specifically, the Commission allocated 269 MW of total GTSR Program capacity to SCE (GTSR Program Cap). 7 The GTSR Program structure approved by the Commission consists of two elements: (1) a Green Tariff option 8 allowing customers to purchase energy with a greater share of renewables (i.e., the Green Rate option for SCE), and (2) an Enhanced Community Renewables (ECR) option 9 allowing customers to subscribe to renewable energy from community-based projects (i.e., the Community Renewables option for SCE). 10 Each IOU s GTSR Program Cap is inclusive of both the Green Tariff and ECR Programs. 11 The Decision does not establish individual program caps for the Green Tariff and ECR Programs. The Decision ordered the IOUs to file three Tier 3 ALs to implement the GTSR Program within 100 days of the issuance of the Decision. 12 On May 13, 2015, SCE submitted the ALs, referred to as the CSIAL (Advice 3219-E), the Marketing Implementation Advice Letter (MIAL) (Advice 3220-E), and the Joint Procurement Implementation Advice Letter (JPIAL) (Advice 3218-E), which was a joint filing by the three IOUs. On October 1, 2015, the Commission adopted the Resolution, which approves the CSIAL and JPIAL as modified by the Resolution. Specifically, the Resolution orders SCE to file supplements to its CSIAL and JPIAL to modify certain issues, addressed 5 SCE subsequently served amended testimony on both its proposed Green Rate and Community Renewables Program on April 11, The IOUs are SCE, PG&E, and SDG&E. 7 See the Decision at OP 7. 8 SCE s Green Tariff option is called the Green Rate or the Green Rate Program. 4 ADVICE 3219-E-A (U 338-E) October 21, 2015 below. The Resolution also approves the MIAL, as previously supplemented in Advice 3220-E-A. 13 III. MODIFICATIONS TO SCE S GTSR PROGRAM PURSUANT TO THE RESOLUTION A. Display and Definition of the GTSR Indifference Adjustment In its CSIAL, SCE proposed to aggregate all GTSR billing sub-components into two line items, one representing charges and one representing credits, that would display under the Generation charges section of the customer s bill. 14 OP 4 of the Resolution orders SCE to separately display the GTSR Indifference Adjustment portion of a GTSR customer s bill. OP 4 also orders SCE to ensure that its bill describes the Indifference Adjustment in an easily understandable way. As such, SCE has modified the billing statements that will be sent to GTSR customers to comply with these requirements. Sample versions of these billing statements are included as Attachments B, C, D and E to this filing. Online bills will incorporate these same modifications. All other GTSR Program bill information will display as filed in the original CSIAL for both Green Rate and ECR customers. B. Indifference Adjustment Vintage In its CSIAL, SCE described its plan to charge GTSR customers an Indifference Adjustment comprised of the sum of the Power Charge Indifference Adjustment (PCIA) and Competition Transition Charge (CTC). SCE also explained that it would assign GTSR customers a PCIA vintage consistent with the direction adopted by the Commission in D ; namely, that a customer will receive the PCIA vintage based on the year in which they subscribe to the program, except that a customer that begins to receive GTSR service in the first half of a calendar year will be assigned the prior year s vintage. 15 SCE clarifies that it will continue to use the same PCIA vintaging method described above, in its CSIAL, and in the Resolution. SCE further clarifies that a GTSR customer will maintain the same PCIA vintage should the customer relocate within SCE s service territory; that is, should the customer close the service account taking service under the GTSR Program and open a new service account taking service under the GTSR Program in SCE s service territory, the closed account s PCIA vintage will be applied to the new service account. 13 In its MIAL, SCE proposed that it be allowed to require ECR developers to include language on their marketing materials informing customers that if they believe that the developer has been false or misleading in their communications, the customer is entitled to file a complaint with the CPUC. The Resolution, at pp , declined to adopt this proposal. SCE affirms that, although its MIAL has been approved as supplemented, SCE will not require the developer to provide the language in question on its marketing materials. 14 See Advice 3219-E, at p. 8 and p. 14, and Attachments B, C, D, and E. 15 See Advice 3219-E, at p. 17.

GTSR Program Website OP 6 of the Resolution orders SCE to maintain a GTSR Program webpage, and to provide on the face of the webpage a breakdown of all individual GTSR Program charges and credits, their components, and, to the extent they are available, historical trends dating back 10 years. SCE has begun the process of gathering and displaying this information, and will comply with this requirement within 60 days of the adoption of the Resolution. SCE will also update this portion of the webpage annually. OP 11 of the Resolution orders SCE to post detailed criteria for assessment of thirdparty marketing materials in the ECR program no later than 60 days after adoption of the Resolution. SCE will comply with this requirement within 60 days of the adoption of the Resolution, which is November 30, D. GTSR Re-enrollment Exception for Customers Defaulted to Community Choice Aggregation (CCA) Service SCE, in its CSIAL, proposed that Green Rate customers may de-enroll from the program at any time; however, customers that de-enroll from the Green Rate may not re-enroll for 12 months. 16 In the Resolution, the Commission accepted this position with the additional provision that a GTSR customer that de-enrolled by virtue of being defaulted to CCA Service may re-enroll in the GTSR Program within 60 days of being defaulted to CCA Service. The Resolution also directs SCE to specify that its customer service representatives will be authorized to override the one year re-enrollment waiting period in these cases. SCE has begun preparations for implementing this change, and affirms that it will allow GTSR customers defaulted to CCA Service to re-enroll in the GTSR Program within 60 days of the customer s default provided the customer also chooses to return to Bundled Service since CCA Service customers are not eligible for service under the GTSR Programs. SCE also affirms that its customer service representatives will be authorized to override the one year re-enrollment waiting period for customers in this scenario. E. CDA Information One of the key documents necessary for renewables developers and end-use customers to participate in the Community Renewables portion of the GTSR Program is the Customer Developer Agreement (CDA). 17 The CDA is an agreement between the customer and developer; SCE is not a party to it. SCE does not need to receive the completed CDA for any Community Renewables project or customer. The only information SCE needs to receive are the name, service address, and SCE account number of the subscribed customer, as well as the specific subscription information for each customer that is necessary for SCE to accurately bill the customer under the 16 See Advice 3219-E, at pp. 4 and 13, and Schedule GTSR-GR, Special Condition See Advice 3219-E at p. 8, and Schedule GTSR-CR, Special Conditions 1 and 10.

6 ADVICE 3219-E-A (U 338-E) October 21, 2015 GTSR-CR tariff. 18 SCE does not need to receive details of the financial agreement between the customer and developer, and did not require this information in its CSIAL. Nevertheless, pursuant to OP 10 of the Resolution, SCE affirms that it will not require any pricing information of the CDA from either the customer or the developer. F. Community Choice Aggregator Code of Conduct The Resolution requires SCE to ensure that third-party marketing for the Community Renewables Program does not circumvent the Community Choice Aggregator Code of Conduct. To ensure this, SCE is ordered to provide Attachment 1 of the Commission s Community Choice Aggregator Code of Conduct Decision (D ) to third-party marketers, and to obtain an attestation from those marketers that they have received and read the attachment and have committed to not circumventing it. 19 SCE acknowledges this requirement, and will distribute this attachment upon notification that a third-party intends to market the Community Renewables Program to its customers. SCE will also keep record of the required attestations from third-party marketers as part of the ECR Program Participation Requests submitted by developers pursuant to Schedule GTSR-CR-PDT. G. Location of GTSR Program Subscribers In its CSIAL and the JPIAL, SCE proposed that all ECR customers must be located within either ten miles of, or the same county as, the ECR project, whether subscribing to the program before or after development of the Community Renewables project. 20 The only proposed exception was for customers who, after enrolling in the Community Renewables Program, move to another location within the same IOU s service territory. Such customers were allowed to transfer their subscription to their new location. The Resolution, in OP 14, orders SCE to allow Community Renewables customers to come from anywhere in its service territory once initial community interest is demonstrated and a Power Purchase Agreement (PPA) is signed for a given Community Renewables project. That is, initial community interest for the project must come from customers located within 10 miles or the same county as the project, but, after a PPA is executed, subsequent customers may come from anywhere in the service territory. SCE acknowledges this requirement and hereby revises its CSIAL and tariff schedules to comply with this change. Ongoing Minimum Subscription Requirements In its CSIAL and the JPIAL, SCE proposed that Community Renewables projects be required to reach a subscription level of 51% of the project s capacity at the pre- Commercial Operation Date phase. 21 Those projects that do not meet this rolling six month average subscription level would be subject to cancellation of the project s PPA. 22 The Commission, in OP 16 of the Resolution, determined that this is a requirement not supported by the Decision and ordered that once initial community interest is demonstrated, and a PPA is signed for a given ECR project in an IOU s territory, there is no ongoing subscription requirement for an ECR project for any purpose other than to determine whether the Unsubscribed Energy Price should be paid. SCE acknowledges this requirement and hereby revises its CSIAL to comply with this change. The JPIAL, including the ECR Project Development Tariff and ECR PPA Rider, will also be revised to comply with this requirement in a separate supplemental filing. IV. Proposed Tariff Modifications Pursuant to the discussion above, SCE proposes modifications herein to the tariff sheets originally filed in Advice 3219-E, as follows: A. Schedule GTSR-CR The second paragraph of the Applicability section is modified to specify that the pricing component of the CDA between the developer and the GTSR customer is not required to be provided to SCE since such information is not required for SCE to accurately bill the customer. A minor typo is also corrected in the Applicability section by including the word not in the last sentence of the first paragraph. The preamble to the Rates section is modified to inform customers that a breakdown of all individual credits and charges and the historical trends for each to the extent they are available can be found on SCE s GTSR Program webpage. Section 2 of the Rates section is modified to specify that the GTSR Indifference Adjustment will be displayed separately on the customer s bill. Special Condition 7.e is modified to reflect the Community Interest requirements after a PPA is executed as discussed above. This Special Condition also addresses the relocation and GTSR Indifference Adjustment vintage provisions discussed above. Schedule GTSR-GR The preamble to the Rates section is modified to inform customers that a breakdown of all individual credits and charges and the historical trends for each to the extent they are available can be found on SCE s GTSR Program webpage. Section 2 of the Rates section is modified to specify that the GTSR Indifference Adjustment will be displayed separately on the customer s bill. Special Condition 3 is modified to include the exception to the 12- month re-enrollment restriction for customers who are defaulted to CCA Service and who then elect to return to Bundled Service and wish to continue to be served on the Green Rate. A new Special Condition 4.c is added to specify that customers with existing subscriptions who relocate elsewhere within SCE s service territory can retain their subscriptions at their new service address and will retain their existing GTSR Indifference Adjustment vintage at the new location. The remaining subcomponents of Special Condition 4 are renumbered as a result. Special Condition 6 is modified to specify that the GTSR Indifference Adjustment will be displayed separately on the customer s bill. Time of Delivery (TOD) Adjustment: Reflects the difference in value, if any, between the TOD profile of the CR Facility and the TOD consumption profile of the class. If the value is negative (i.e., the value of the output from the CR Facility exceeds the cost to serve the Customer s class), the TOD Adjustment will increase the CR Credit. If the value is positive (i.e., the cost to serve the Customer s class exceeds the value of the output from the CR Facility), the TOD Adjustment will decrease the CR Credit. 2. Charges. This charge is always offset to $0.00 since the PPA requires that the Developer allow the CR Contract Price payment for energy related to subscribed capacity to be assigned to the Customer based on the Customer s Subscription. b. GTSR Indifference Adjustment: Includes both the Power Charge Indifference Amount (PCIA) and the Competition Transition Charge (CTC) as found in Schedule DA-CRS by customer class and vintage, and is based on the above market costs of resources already procured by SCE to serve customers and an adjustment to maintain customer indifference. A Customer served under this Schedule receives a specific GTSR Indifference Adjustment vintage based on the date that the Customer began service under this Schedule. If a Customer begins receiving service under this Schedule in the first half of the calendar year (i.e., prior to July 1), the Customer is assigned the prior year s vintage. The following provisions apply to Customer Subscriptions served under this Schedule: a. Customers are not permitted to subscribe to more than 100 percent (100%) of their energy demand, whereby 120% of the Customer s reasonably anticipated annual load (in kwh), as determined by SCE, is used as a proxy to determine 100% of the Customer s energy demand in this context. b. A Customer s Subscription cannot be less than the equivalent of an annual average of either (i) 100 kwh per month or (ii) 25% of the Customer s load (in kwh) per month. c. The maximum Customer Subscription served under this Schedule cannot exceed an amount equivalent to more than 2 MW of nameplate rated generating capacity from a CR Facility. This limitation does not apply to a federal, state, or local government, school or school district, county office of education, the California Community Colleges, the California State University, or the University of California. d. A single Customer cannot subscribe to more than 20% of any single calendar year s total available cumulative nameplate rated generating capacity available as part of the GTSR Program. e. Prior to the execution of the PPA for a CR Facility, Customers can only subscribe to a CR Facility if they are physically located within the same municipality or county as that CR Facility or if their service address is within ten miles of that CR Facility. However, any time after a PPA is entered into between SCE and the Developer for a CR Facility, new Customers subscribing to that CR Facility may come from anywhere within SCE s service territory and Customers with existing Subscriptions to that CR Facility who relocate elsewhere within SCE s service territory can retain their Subscription at their new service address. Existing Customers who relocate within SCE s service territory will be considered as having continuously received service under this Schedule for the purposes of determining the GTSR Indifference Adjustment vintage, meaning that the closed account s GTSR Indifference Adjustment vintage will apply to the new service account, unless the Customer elects to no longer receive service under this Schedule at the time the new service account is established. f. Customers can only have a single Subscription to one CR Facility at a time. The regular billing period for Customers served under this Schedule is from the 1st to the 1st of each Calendar month. b. SCE will allocate kwh to each Customer based on the instructions received from the Developer, which must be provided to SCE as required in the PPA. There may be a difference in the time period when kwh are generated by a CR Facility and applied to a Customer s bill. The credits and charges in the Rates section above that are effective as of the date that the kwh are generated by the CR Facility will be used to determine the Customer s Community Renewables Credit and Charge regardless of when the kwh are applied to the Customer s bill. For example, kwh may be generated by the CR Facility during the period of May 1 to May 31, but may not appear on a Customer s regular billing statement until August 1. The August 1 billing statement will include OAT charges based on the OAT rates in effect for the July 1 to August 1 billing period, but will include a Community Renewables Charge and Credit based on the Schedule GTSR-CR rates in effect for the May 1 to June 1 billing period. e. When a Customer elects to close the service account served under this Schedule prior to the end of the Customer s regular billing period, the credits and charges shown in the Rates section above will continue to apply until the end of the calendar month. This also applies when a customer elects to transfer the Subscription to a new service account. The Customer may also experience a delay in receiving the closing bill for the closed account due to the difference in the time periods for when kwh are generated by a CR Facility and applied to a Customer s bill. If the value is negative (i.e., the value of the output from the GTSR Facilities (and/or the Interim Green Rate Pool) exceeds the cost to serve the Customer s class), the TOD Adjustment will increase the Green Rate Credit. If the value is positive (i.e., the cost to serve the Customer s class exceeds the value of the output from the GTSR Facilities (and/or the Interim Green Rate Pool)), the TOD Adjustment will decrease the Green Rate Credit. 2. Charges. All of the following components appear in aggregate, with the exception of the GTSR Indifference Adjustment which is displayed as an additional separate line item, as the Green Rate Charge under the Generation section of the Customer s regular billing statement and are updated annually as part of SCE s ERRA proceeding. a. Renewable Power Rate (RPR): Commodity rate for the GTSR Facilities that is calculated by taking the weighted average, TOD-adjusted contract costs of all GTSR Facilities (averaged with contract costs of projects from the Interim Green Rate Pool on a weighted average basis, if necessary). The following definitions are applicable to Customers served under this Schedule: a. GTSR Program: Comprised of both the Green Rate Program (Schedule GTSR-GR) and the Community Renewables Program (Schedules GTSR-CR and GTSR-CR-PDT) that are administered by SCE. b. GTSR Facility(ies): New solar generating facility(ies) with a nameplate rated generating capacity between 0.5 MW and 20 MW that is located within SCE s service territory and that supplies energy to SCE via a Commission-approved GTSR Program procurement mechanism for the purposes of meeting Customer Subscriptions under this Schedule. SCE shall retire the RECs associated with the energy produced by GTSR Facility(ies) on behalf of participating Customers, except for the RECs associated with energy not needed to serve Green Rate Program Subscriptions. SCE shall also retire any California-eligible greenhouse gas (GHG) allowances associated with energy procurement from GTSR Facilities on behalf of participating Customers, except for the GHG allowances associated with energy not needed to serve Green Rate Program Subscriptions. c. Interim Green Rate Pool: Comprised of existing RPS-eligible solar projects that are located within SCE s service territory with a nameplate rated generating capacity between 0.5 MW and 20 MW with actual or expected online dates of January 1, 2014 or later that are used to meet Customer Subscriptions hereunder while GTSR Facilities are initially procured and constructed. d. Subscription: The percentage of registered load (kwh) served by SCE during each billing period that the Customer elects to have participate on this Schedule pursuant to Special Condition 4 below. 2. Customer Eligibility. Only Bundled Service customers whose OATs are billed based on metered consumption are eligible to receive service under this Schedule. Direct Access customers, Community Choice Aggregation (CCA) Service customers, Community Aggregation customers, and Transitional Bundled Service customers are not eligible to receive service under this Schedule. 3. Customer Enrollment and Term. Service under this Schedule shall become effective at the start of the next billing period after SCE receives a request from a Customer to take service hereunder; such request must include the Customer s elected Subscription option. There is no minimum length of time that a Customer must take service under this Schedule. There is also no termination fee associated with de-enrolling from the Green Rate Program. In the event a Customer elects to no longer receive service under this Schedule, the change will become effective at the start of the next billing period after the date that SCE receives the Customer s request to de-enroll from the Green Rate Program. The Customer is then ineligible to receive service under this Schedule for a period of 12 months from the date of the change. This 12- month restriction does not apply to Customers who are defaulted onto CCA Service and off of this Schedule provided the Customer elects to return to Bundled Service and requests to be served under this Schedule again within 60 days of having been originally defaulted onto CCA Service. However, once SCE reaches its GTSR Program Cap or January 1, 2019, whichever is earlier, Customers can no longer change their Subscription option. The following Customer Subscription provisions also apply: a. A single Customer cannot elect a Subscription option that results in the Customer having load served under this Schedule in an amount equivalent to more than 2 MW. This limitation does not apply to a federal, state, or local government, school or school district, county office of education, the California Community Colleges, the California State University, or the University of California. b. A single Customer cannot elect a Subscription option that results in the Customer being subscribed (i.e., having an equivalent amount of load served under this Schedule) to more than 20% of any single calendar year s total available cumulative nameplate rated generating capacity under the GTSR Program. c. Customers with existing Subscriptions who relocate elsewhere within SCE s service territory can retain their Subscription at their new service address. The Customer will be considered as having continuously received service under this Schedule for the purpose of determining the GTSR Indifference Adjustment vintage, meaning that the closed account s GTSR Indifference Adjustment vintage will apply to the new service account, unless the Customer elects to no longer receive service under this Schedule at the time the new service account is established. d. 45 MW of capacity is reserved for residential Customer participation in the GTSR Program.
