2 Russell Worden Managing Director, State Regulatory Operations January 4, 2017 ADVICE 3543-E PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: s Request for Approval of Changes to Energy Leader Partnership Sub- Programs of Community Energy Leader, City of Redlands, City of Santa Ana, and West Side Community Energy Partnership PURPOSE (SCE) hereby submits this filing to request for approval to modify four subprograms under the Energy Leader Partnership Program (ELPP). SCE proposes to incorporate the City of Redlands Energy Leadership Partnership into the San Bernardino Regional Energy Leader Partnership (SANBAG); incorporate the City of Santa Ana into the Orange County City Energy Leader Partnership; discontinue the Community Energy Leader Partnership in July 2017; and transform the West Side Energy Leader Partnership into the West Side Community Energy Partnership, for the reasons stated herein. This Advice Letter is filed in compliance with California Public Utilities Commission (Commission or CPUC) Decision (D.) , which requires the investor-owned utilities (IOUs) to file an Advice Letter in order to eliminate an energy efficiency (EE) program or subprogram. 1 BACKGROUND SCE s ELPP is designed to help local governments overcome budget and resource constraints to effectively lead the community to increase EE, reduce greenhouse gas (GHG) emissions, protect air quality, and help communities be more livable and sustainable. 3 ADVICE 3543-E January 4, 2017 Partnerships. 2 In this Advice Letter, SCE is proposing modifications to the following four subprograms under the ELPP: The City of Redlands Leader Partnership (City of Redlands), established in 2009, The City of Santa Ana Energy Leader Partnership (City of Santa Ana), established in 2007, The Community Energy Leadership Partnership (CEP), established originally as the Irvine Energy Initiative in 1992, and The West Side Energy Leader Partnership established in Partnership Proposals City of Redlands and City of Santa Ana SCE proposes that single city partnerships be moved into regional partnerships. This will enable a city to leverage best practices from other partnership members, focus its resources on targeted regional energy efficiency projects, and improve the cost effectiveness of the partnerships. SCE proposes that the City of Redlands join the San Bernardino Regional Energy Leader Partnership (SANBAG) and the City of Santa Ana join the Orange County Cities Energy Leader Partnership. Members of regional partnerships have the same partnership program benefits and incentives as single city partnerships. Community Energy Leadership Partnership (CEP) Consistent with the effort to move towards regional partnerships described above, SCE proposes to discontinue the Community Energy Leadership Partnership (CEP) in July of 2017 and move cities within CEP to regional partnerships. SCE proposes to move the City of San Bernardino to SANBAG, move the City of Moreno Valley and the City of Corona to the Western Riverside Energy Leader Partnership, and move the City of Irvine to the Orange County Cities Energy Leader Partnership in January of In addition, SCE proposes to move the City of Santa Monica and the City of Santa Clarita to the West Side Community Energy Partnership in July West Side Energy Leader Partnership SCE proposes to rename the West Side Energy Leader Partnership to the West Side Community Energy Partnership and expand its partnership to incorporate surrounding cities, such as the City of Santa Monica and City of Santa Clarita in Budget Impacts As a result of these changes, the City of Redlands annual budget of $223,443 and the City of Santa Ana s annual budget of $163,860 will be transferred to the overall ELPP 2 The changes proposed in this Advice Letter will result in 19 Local Government Partnerships as opposed to 22 currently existing Local Government Partnerships.

4 ADVICE 3543-E January 4, 2017 budget (SCE-13-L-002 Rollup) which increases the total ELPP budget to $1,453,074. The ELPP budget is used to develop new local government partnerships and supplement regional partnerships energy efficiency projects as needed. In July of 2017, $669,349 of the Community Energy Leadership Partnership s annual budget of $889,349 will also be transferred to the overall ELPP budget (SCE-13-L-002 Rollup), which will increase the budget to 2,122,423. The West Side Energy Leader Partnership budget of $172,191 will be transferred to the West Side Community Energy Partnership. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.2, this advice letter is submitted with a Tier 2 designation. EFFECTIVE DATE This advice filing will become effective on February 3, 2017, the 30th calendar day after the date filed.
