1 June 28, 2001 Advice 2126-E-A (Pacific Gas and Electric Company ID U 39 E) Subject: CARE Surcharge Increase Utilities Commission of the State of California Pacific Gas and Electric Company (PG&E) hereby submits this supplemental filing for changes to its electric tariffs. The affected tariff sheets are listed in the enclosed Attachment I. This advice filing supplements Advice 2126-E dated June 18, 2001, for changes to PG&E s non-care electric tariffs to reflect rate component adjustments resulting from the increase from 15% to 20% in the California Alternate s for Energy (CARE) discount in Decision (D.) Appropriate changes to residential electric CARE rate schedules were filed in Advice 2322-G/2126-E dated June 18, This filing makes appropriate revisions to non-residential electric rate schedules and non-care residential electric rate schedules. The Program component of PG&E s non-care electric rates are adjusted to reflect an increase in the CARE surcharge, and a decrease in the generation functional rate component by an equal amount, to reflect the higher CARE discount percentage authorized by D and the expanded CARE eligibility qualifications adopted by D CARE Discount In D , the Commission increased the income limit for electric CARE participation from 150 percent of the Federal Poverty Level to 175 percent of the Federal Poverty Level, and encouraged PG&E to expand efforts to increase participation in the CARE program. In addition, in D , the Commission 1 PG&E reserves all legal rights to challenge the decisions or statutes under which it has been required to make this advice filing, and nothing in this advice filing constitutes a waiver of such rights. Also, PG&E reserves any additional legal rights to challenge the requirement to make this advice filing by reason of its status as a debtor under Chapter 11 of the Bankruptcy Code, and nothing in this advice filing constitutes a waiver of such rights.
2 Advice 2126-E-A June 28, 2001 increased the CARE discount percentage from 15 to 20 percent of the customer s otherwise applicable rate. In total, PG&E expects that the annual electric CARE discount will increase from $29.3 million to $56.3 million. In addition, annual sales on the CARE schedules would increase by million kwh. CARE Surcharge The CARE surcharge, as originally adopted in D , is designed to ensure that the discounts offered to CARE customers are collected from non-care customers 2 during the test year: The LIRA [CARE] surcharge is the forecast of LIRA [CARE] costs divided by the forecast volume of non-exempt sales of electricity. (D , mimeo, at page 17.) The CARE surcharge for non-care customers increases from $ per kwh to $ per kwh, or 89.7 percent. The CARE surcharge is included in the Program (PPP) functional rates, while the CARE discount is reflected in PG&E s distribution rates, pursuant to Resolution E Increases to the CARE surcharge are offset by commensurate decreases to the generation rate components. As a result, PG&E has made the following changes to electric rate schedules to which the CARE surcharge applies: 1) an increase to the PPP energy rate component by $ per kwh to reflect the higher CARE surcharge, and 2) a decrease to the generation energy rate component by $ per kwh to offset the higher PPP rates. 3 effective rates are not changed by the adjustments to the generation and PPP functional rate components as described above. Appropriate revisions also have been made to Preliminary Statement Part AW functional percentages. Tariff Revisions Schedules ESL, ESRL, and ETL from Advice 2126-E are being superseded in this filing to revise the non-care rates shown on those schedules. Otherwise, this filing does not supersede the tariffs filed in Advice 2126-E. Protests Anyone wishing to protest this filing may do so by sending a letter within 20 days of the date of this filing. The protest must state the grounds upon which it is based, including such items as financial and service impact, and should be submitted expeditiously.
