BACKGROUND On May 8, 2018, the Commission s Water Division sent a letter to all Class A Water utilities under its jurisdiction, providing direction as to the timing and filings to be used to reflect the change in water rates resulting from the reduction in the 2018 federal tax expense due to the reduction in the federal tax rate from 35% to 21%. Specifically, GSWC was directed to file a Tier 2 advice letter, with new rates going into effect no later than July 1, Request In compliance with Water Division s letter, dated May 8, 2018, GSWC is seeking authorization to implement the rate adjustments proposed in the tariffs contained in this advice letter filing. The table below reflects the revenue adjustments, by CSA, due to the reduction in the federal tax rate.

On December 29, 2017, GSWC filed Advice Letter 1735-W to create the Tax Cuts and Jobs Act Memorandum Account ( TCJAMA ). The purpose of the TCJAMA is to track, on a CPUC-jurisdictional revenue-requirement basis, the impacts of P.L (An Act to provide for reconciliation pursuant to titles II and V of the concurrent resolution on the budget for fiscal year 2018, originally introduced as the Tax Cuts and Jobs Act ( TCJA ) (the Act ) not otherwise reflected in rates from January 1, 2018 until the effective date of the revenue requirement changes in the GSWC s next General Rate Case. Advice Letter 1735-W was approved with an effective date of January 1, GSWC will continue to track all other 2018 tax impacts in its TCJAMA and disposition of the balance in the account will be addressed in the resolution of GSWC s current general rate case application ( A. ) Rate Impact Arden Cordova The monthly bill of a residential customer on Schedule No. AC-1 with a 5/8 x 3/4 meter, using 15 Ccfs will decrease by $1.01 or -2.88%.
12 Advice Letter No W -10- May 29, 2018 The monthly bill of a non-residential customer on Schedule No. AC-1 with a 2 meter, using 117 Ccfs will decrease by $7.89 or -2.88%. The monthly bill of a residential duplex customer on Schedule No. AC-2 will decrease by $2.03 or -2.86%. Bay Point The monthly bill of a residential customer on Schedule No. BY-1-R with a 5/8 x 3/4 meter, using 7 Ccfs will decrease by $1.78 or -3.09%. The monthly bill of a non-residential customer on Schedule No. BY-1-NR with a 5/8 x 3/4 meter, using 71 Ccfs will decrease by $13.38 or -3.09%. Clearlake The monthly bill of a residential customer on Schedule No. CL-1 with a 5/8 x 3/4 meter, using 5 Ccfs will decrease by $3.66 or -4.33%. The monthly bill of a non-residential customer on Schedule No. CL-1 with a 5/8 x 3/4 meter, using 12 Ccfs will decrease by $8.77 or -5.99%. Los Osos The monthly bill of a residential customer on Schedule No. LO-1-R with a 5/8 x 3/4 meter, using 6 Ccfs will decrease by $3.53 or -4.37%. The monthly bill of a non-residential customer on Schedule No. LO-1-NR with a 5/8 x 3/4 meter, using 27 Ccfs will decrease by $12.65 or -4.37%. Santa Maria The monthly bill of a residential customer on Schedule No. SM-1-R with a 5/8 x 3/4 meter, using 15 Ccfs will decrease by $2.58 or -4.27%. The monthly bill of a non-residential customer on Schedule No. SM-1-NR with a 5/8 x 3/4 meter, using 53 Ccfs will decrease by $7.24 or -4.27%. Simi Valley The monthly bill of a residential customer on Schedule No. SI-1-R with a 5/8 x 3/4 meter, using 11 Ccfs will decrease by $0.88 or -1.50%. The monthly bill of a non-residential customer on Schedule No. SI-1-NR with a 2 meter, using 59 Ccfs will decrease by $5.54 or -1.52%.

The monthly bill of a non-residential customer on Schedule No. ME-1-NR with a 5/8 x 3/4 meter, using 39 Ccfs will decrease by $6.90 or -3.94%. Region 3 The monthly bill of a residential customer on Schedule No. R3-1-R with a 5/8 x 3/4 meter, using 11 Ccfs will decrease by $1.85 or -3.21%. The monthly bill of a non-residential customer on Schedule No. R3-1-NR with a 5/8 x 3/4 meter, using 61 Ccfs will decrease by $8.27 or -3.22%. CUSTOMER NOTICE This is a Tier 2 advice letter that does not require customer notification. However, GSWC will include a bill message on each of its customers first bill generated after the rate change goes into effect to inform them of these rate decreases. TIER DESIGNATION This advice letter is submitted with a Tier 2 designation. As such, GSWC is requesting that this advice letter and the tariffs herein become effective on July 1, SUPPORTING WORKPAPERS GSWC has provided the Water Division and the Office of Ratepayer Advocates with supporting workpapers in accordance with Standard Practice U-27-W. RESPONSE OR PROTEST Anyone may submit a response or protest for this Advice Letter (AL). When submitting a response or protest, please include the utility name and advice letter number in the subject line. A response supports the filing and may contain information that proves useful to the Commission in evaluating the advice letter. A protest objects to the AL in whole or in part and must set forth the specific grounds on which it is based. These grounds are: 1. The utility did not properly serve or give notice of the AL; 2. The relief requested in the AL would violate statute or Commission order, or is not authorized by statute or Commission order on which the utility relies; 3. The analysis, calculations, or data in the AL contain material error or omissions;

The relief requested in the AL requires consideration in a formal hearing, or is otherwise inappropriate for the AL process; or 6. The relief requested in the AL is unjust, unreasonable, or discriminatory, provided that such a protest may not be made where it would require re-litigating a prior order of the Commission. A protest may not rely on policy objections to an AL where the relief requested in the AL follows rules or directions established by statute or Commission order applicable to the utility. A protest shall provide citations or proofs where available to allow staff to properly consider the protest. DWA must receive a response or protest via (or postal mail) within 20 days of the date the AL is filed. When submitting a response or protest, please include the utility name and advice letter number in the subject line. The actions requested in this advice letter are not now the subject of any formal filings with the California Public Utilities Commission, including a formal complaint, nor action in any court of law. No individuals or utilities have requested notification of filing of tariffs. Sheet No W Schedule No. AC-1 Arden-Cordova District GENERAL METERED SERVICE SPECIAL CONDITIONS Page 2 1. All bills are subject to the reimbursement fee set forth on Schedule No. UF. 2. For the benefit of the customer, GSWC will delay the billing conversion from a flat rate to a metered rate for one billing cycle. After one billing cycle, GSWC will convert and bill the account at the applicable metered rate. 3. As authorized by Rule 9.1.e. for customers with more than one meter on a single service line, the customer s service charge rate is based on a factor multiplied by the service charge applicable to the nearest standard meter size of the combined meters as determined by the equivalent diameter methodology. 4. Non-residential Sprinkler rates can be added as needed utilizing the multiplication factors identified in Appendix F of Decision , applied to the 5/8 meter charge. 5. Pursuant to Decision , to recover the balance as of January 31, 2005 in the Water Quality Litigation Memorandum Account, a surcharge of $0.266 per Ccf is to be added to the quantity rate for 20 years. The surcharge amount will be recalculated once in every rate cycle, or more frequently if in any year the receipt of Water Availability Fee (WAF) monies will permit a reduction of $0.50 or more in the monthly bill under Tariff AC Pursuant to Decision No , a surcharge of $0.127 per Ccf will be applied to all metered Customer bills excluding customers that are receiving the CARW credit. This surcharge will offset the CARW credits and CARW administrative program costs recorded in the CARW Balancing Account. 7. As authorized by the California Public Utilities Commission in D , an amount of $0.103 per Ccf is to be added to the Quantity Rate for a period of 12 months, beginning on the effective date of Advice Letter 1713-W. This surcharge recovers the difference between the interim rates and final rates for the period of January 1, 2016 through April 19, 2017.
