This program provides funding to install water meters and retrofits to residential flat rate customers in the Arden Cordova District. Golden State Water s meter retrofit program will assist in bringing service connections into compliance to meet the state mandated requirement that all urban water suppliers install meters on all municipal and industrial service connections by or before January 1, Expires: March 3, 2033 Bay Point Water Quality Memorandum Account (BPWQMA) Affects: Bay Point Customers Customer Bill Impact: $0.088 per Ccf Description: After exhaustive research and evaluation, Golden State Water Company (Golden State Water) determined that it would be more cost effective to purchase water from Contra Costa Water District than to upgrade the Hill Street Water Treatment Plant to meet current standards. Golden State Water tracked the costs associated with the transition, the difference between additional purchased treated water costs and the adopted purchased raw water costs from the Contra Costa Water District, until rates were updated to reflect the new costs. Golden State Water s California Alternate Rates for Water (CARW) program provides a monthly credit for eligible customers based upon the same income qualification guidelines that are used by the electric and gas California Alternate Rate for Energy (CARE) programs. As part of the program, the CPUC authorizes Golden State Water to track and recover costs associated with the administration of the program. Expires: Indefinite Calipatria Prison Memorandum Account (CPMA) Affects: Region 3 Customers (Claremont, San Dimas, San Gabriel, Los Alamitos, Placentia, Apple Valley, Barstow, Calipatria, Morongo Valley and Wrightwood) Customer Bill Impact: $0.013 per Ccf Description: Golden State Water Company (Golden State Water) negotiated with the Department of Corrections and Rehabilitation (CDCR) to establish the appropriate rates to be paid by CDCR. The California Public Utilities Commission authorized Golden State Water to implement a small surcharge to recover the revenue shortfall that resulted from the disparity between what CDCR was paying for water service and the CDCR s rates reflected in the last rate case decision, for the period February 14, Expires: May 21, 2014 Catastrophic Event Memorandum Account - Barstow Water Alert (CEMABWA) Affects: Region 3 Customers (Claremont, San Dimas, San Gabriel, Los Alamitos, Placentia, Apple Valley, Barstow, Calipatria, Morongo Valley and Wrightwood) Customer Bill Impact: $0.024 per Ccf Description: Golden State Water Company s (Golden State Water) highest priority is to ensure that customers have clean, safe drinking water. In response to a notification of possible perchlorate contamination in the Barstow water supply on November 19, 2010, Golden State Water issued a water alert to 8,900 customers in its Barstow customer service area. To ensure public safety and protect the water supply, the water system was flushed and customers were provided bottled water. Golden State Water is authorized to recover the costs associated with customer noticing, purchased bottled water, and incremental labor costs (over-time) related to this issue. Expires: May 21, 2014 City of Torrance Balancing Account Recovery Affects: Region 2 Customers Customer Bill Impact: $0.015 per Ccf Description: In an effort to generate revenue to offset customer rates, Golden State Water Company (Golden State 3

4 City of Torrance Balancing Account Recovery (cont.) Water) entered into a contract with the City of Torrance to provide administrative billing services. The contract with the City of Torrance was terminated in March 2011 due to a California Public Utilities Commission (CPUC) decision. Golden State Water had projected revenues based on this contract through December The CPUC authorized Golden State Water to track and recover the revenue shortage for the period April 2011 through December 2012 in the City of Torrance Balancing Account. Golden State Water implemented this temporary surcharge to recover the net loss in revenues, which were not covered in rates, for the period April 2011 through December Expires: August 27, 2014 Conservation Order Instituting Investigation Memorandum Account (COIIMA) Affects: All Golden State Water Company (Golden State Water) Customers Customer Bill Impact: $0.011 per Ccf for metered-service customers, $0.24 per month for flat rate customers Description: Golden State Water incurred costs participating in a California Public Utilities Commission proceeding associated with identifying the impact of various conservation programs, including the tiered-rate structure and Water Revenue Adjustment Mechanism with a goal to reduce customer water consumption. Golden State Water was authorized to recover the cost of legal expenses related to adopting the new programs. Expires: May 21, 2014 General Rate Case Memorandum Account (GRCMA) Affects: Region 1 Customers (Arden Cordova, Bay Point, Clearlake, Los Osos, Ojai, Santa Maria and Simi Valley) Customer Bill Impact: One-time $0.15 customer surcharge Description: The California Public Utilities Commission (CPUC) authorized Golden State Water Company (Golden State Water) to track and recover costs associated with filing the General Rate Case in Costs include mailing documents to the CPUC. Description: Due to the California Public Utilities Commission (CPUC) five-month delay in issuing its decision in Expires: October 3, 2015 Interim Rate Revenue Shortfall True-up Region 2 Affects: Region 2 Customers (Central Basin West, Central Basin East, Culver City and Southwest) Customer Bill Impact: $0.264 per Ccf Description: Due to the California Public Utilities Commission (CPUC) five-month delay in issuing its decision in Expires: October 17, 2014 Interim Rate Revenue Shortfall True-up Region 3 Affects: Region 3 Customers (Claremont, San Dimas, San Gabriel, Los Alamitos, Placentia, Apple Valley, Barstow, Calipatria, Morongo Valley and Wrightwood) Customer Bill Impact: $0.175 per Ccf Description: Due to the California Public Utilities Commission (CPUC) five-month delay in issuing its decision in Expires: October 23, 2014 Interim Rate Revenue True-up Ojai Affects: Ojai Customers Customer Bill Impact: One-time surcredit of $4.27 (billing cycle following October 4, 2013 effective date) Description: Due to a recent California Public Utilities Commission (CPUC) decision regarding Golden State Water Company s (Golden State Water) General Rate Case application, which lowered the monthly service charge and expanded the lower cost tiered water charges for Ojai customers, customers will receive a one-time surcredit. This one-time surcredit captures the balance between January and May when customers were still being charged based on rates. 6

7 Los Osos Adjudication Memorandum Account (LOAMA) Affects: Los Osos Customers Customer Bill Impact: $0.456 per Ccf Description: Golden State Water Company (Golden State Water) is participating in a joint effort to prepare and implement a Basin Management Plan for the Los Osos Groundwater Basin. This is part of a court interlocutory stipulated judgment between the basin parties to prepare a basin plan to address ongoing seawater intrusion and nitrate contamination that has impacted groundwater supplies. Golden State Water is authorized to track and recover costs associated with outside services, which includes consultant and related legal costs. Expires: May 21, 2014 Mandatory Conservation Rationing Implementation Memorandum Account (MEMCRIMA) Affects: Region 2 Customers (Central Basin West, Central Basin East, Culver City and Southwest) Customer Bill Impact: One-time surcredit of $0.02 per customer Description: In response to a drought in 2009, the California Public Utilities Commission ordered Golden State Water Company (Golden State Water) to instruct customers to ration their water usage. In addition, Golden State Water implemented a temporary tiered rate structure to promote aggressive conservation. Customers paid the surcharge and the company received higher than anticipated revenue to off-set the cost of holding public meetings and sharing information with customers. The additional revenue is going back to all customers through the one-time surcredit. Military Family Relief Program Memorandum Account (MFRPMA) Affects: All Golden State Water Company (Golden State Water) Customers Customer Bill Impact: One-time $0.02 surcharge Description: Golden State Water offers customers who are called to full-time, active military service an opportunity to apply for a 180-day period shut-off protection for residential water service. Golden State Water provided customers with information about the program when it was first implemented. Golden State Water is authorized to recover the costs associated with noticing the customers. These costs were incurred in the middle of a rate case cycle and could not have been foreseen when the rate case application was being prepared, therefore, the costs were not factored or forecasted in rates. Modified Cost Balancing Account (MCBA) The Modified Cost Balancing Account is a rate adjustment mechanism similar to the WRAM. Golden State Water Company is required to file by March 31, each year a report indicating the difference between the actual cost of purchased power, purchased water, and pumping tax from the previous calendar year and the amount the company was authorized to receive in rates for these costs. If the actual cost is lower than authorized, it results in a temporary surcredit to customers. If the actual cost is higher than authorized, it results in a surcharge. One of the primary reasons for this mechanism is to ensure that the cost savings due to reduced sales will be passed through to customers. With the MCBA, the company is allowed to recover any supply cost increases that are out of the company s control but will also credit back the cost savings that are due to reduced sales and production. 7

8 Operational Energy Efficiency Program Memorandum Account (OEEPMA) - Bay Point Affects: Bay Point Customers Customer Bill Impact: One-time $0.29 customer surcharge Description: The California Public Utilities Commission (CPUC) ordered Golden State Water Company (Golden State Water) to participate in pilot programs designated to improve the energy efficiency of various water pumps. The CPUC authorized Golden State Water to recover the expenses of reviewing these programs. Operational Energy Efficiency Program Memorandum Account (OEEPMA) - Region 3 Affects: Region 3 Customers (Claremont, San Dimas, San Gabriel, Los Alamitos, Placentia, Apple Valley, Barstow, Calipatria, Morongo Valley and Wrightwood) Customer Bill Impact: One-time $0.01 surcharge Description: The California Public Utilities Commission (CPUC) ordered Golden State Water Company (Golden State Water) to participate in pilot programs designated to improve the energy efficiency of various water pumps. The CPUC authorized Golden State Water to recover costs associated with the review of these pilot programs. Outside Services Memorandum Account (OSMA) Affects: Region 2 Customers (Central Basin West, Central Basin East, Culver City and Southwest) Customer Bill Impact: $0.023 per Ccf Description: Golden State Water Company is authorized to recover expenses incurred for outside services to collectively work with Central and West Basin agencies, including the Water Replenishment District, Central and West Basin Municipal Water Agencies, West Basin Water Association and the Central Basin Water Association in ensuring water supply reliability and rate issues. Expires: May 21, 2014 Pension and Benefits Balancing Account (PBBA) Affects: All Golden State Water Company (Golden State Water) Customers Customer Bill Impact: $0.029 per Ccf for metered-service customers, $0.63 per month for flat rate customers Description: The Pension and Benefits costs are estimated at the time the California Public Utilities Commission (CPUC) sets rates and are built into rates; however, the CPUC authorizes Golden State Water to implement a surcharge if actual costs exceed the estimate. (If the actual costs are less than the estimate Golden State Water would issue a surcredit.) This is a standard practice in the utility industry. Expires: May 21, 2014 Santa Maria Water Rights Memorandum Account (SMWRMA) Affects: Santa Maria Customers Customer Bill Impact: $0.048 per Ccf Description: Golden State Water Company (Golden State Water) is authorized to track and recover litigation costs associated with Golden State Water s ongoing efforts to protect its groundwater rights in the Santa Maria 8

9 SMWRMA (cont.) Groundwater Basin. The stipulation ensures that Golden State Water has the right to obtain the necessary water supplies to meet customer demands, that there is equitable cost sharing among basin users, and that the basin water supplies are adequately managed. Expires: This surcharge is amortized over 10-years, starting on the effective date of Advice Letter 1525-W. The surcharge is recalibrated annually. Settlement Refund Surcredit Affects: Arden Cordova, Bay Point, Clearlake, Ojai and Simi Valley Customers Description: The California Public Utilities Commission (CPUC) required Golden State Water to issue surcredits to customers, as a result of litigation involving the competitive bidding process. Golden State Water settled the matter and agreed to pay $12.5 million in rate refunds, a $1 million fine and undergo independent audits. This settlement reflects a commitment to customers and the CPUC ratemaking process. Learn the local impact here. Expires: February 2014 (Simi Valley customers) February 2015 (Arden Cordova, Bay Point, Clearlake and Ojai customers) Water Agreement Capacity Surcharge and Treatment Plant Depreciation Surcharge Affects: Bay Point Customers Customer Bill Impact: $1.039 per Ccf and $0.205 per Ccf Description: After exhaustive research and evaluation, Golden State Water Company (Golden State Water) determined that it would be more cost-effective to purchase water from Contra Costa Water District than to upgrade the Hill Street Water Treatment Plant to meet current standards. Golden State Water tracked the costs associated with the transition, the difference between additional purchased treated water costs and the adopted purchased raw water costs from the Contra Costa Water District, until rates were updated to reflect the new costs. The surcharge accounts for $4 million to be paid to Contra Costa Water District and the amortization of the plant. Expires: September 28, 2017 Water Quality Litigation Memorandum Account-Arden Cordova (WQLMA) Affects: Arden Cordova Customers Customer Bill Impact: $0.200 per Ccf for metered-service customers, $6.72 for flat rate customers Description: In 2005, Golden State Water Company s (Golden State Water) local water supply was contaminated by a third party. As a result, Golden State Water wells suffered and became inoperable. The California Public Utilities Commission authorized Golden State Water to institute a surcharge to recover legal expenses associated with this litigation. Expires: September 21,

10 Water Revenue Adjustment Mechanism (WRAM) Golden State Water Company s (Golden State Water) rates include a tool created by the California Public Utilities Commission (CPUC) that ensures revenue meets the approved level as set by the CPUC. Golden State Water is required to track the difference between actual revenues derived from the consumption, or quantity, charge for the previous calendar year and revenues that the company was authorized to receive from the usage charge. If the actual sales were below what the company was authorized to receive, resulting in an under-collection of rates, the company is allowed to recover the difference in a temporary surcharge. Conversely, if the actual sales were above what the company was authorized to receive, the company would issue a customer surcredit. One of the primary reasons for this surcharge is to keep an incentive for the company to implement conservation rates and conservation programs.
