Fellows, Jr. Manager of Revenue and Tariffs October 24, 2000 ADVICE 1493-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Revision to SCE s Interruptible Tariffs In compliance with Decision (D ), Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariff schedules. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE This advice filing revises the following Schedules: (1) Schedule I-6, Time-of-Use, General Service, Large, Interruptible, (2) Schedule RTP-2-I, General Service, Large, Real-Time Pricing Interruptible, (3) Schedule TOU-8-SOP-I, Time-of-Use, General Service, Large Super Off-Peak, Interruptible, (4) Schedule AP-I, Agricultural & Pumping, Interruptible, and (5) TOU-PA-SOP-I, Time-of-Use, Agricultural & Pumping Super Off-Peak Interruptible. In addition, this advice filing revises the Contract For Interruptible Service Agricultural and Pumping (Form ) in compliance with D , Ordering Paragraph 2. The tariff changes temporarily suspends, until March 31, 2001, that portion of the tariffs that allows interruptible customers to opt out of the program or increase their firm level of service beginning November 1, BACKGROUND On October 10, 2000, the Commission issued Order Instituting Rulemaking (Rulemaking) to: (1) examine the role of customers on a utility s interruptible tariffs to ensure reliable and reasonably-priced electric service within California, especially for the Summer of 2001; (2) coordinate the variety of interruptible, curtailable and demand responsiveness programs being offered and P.O. 2 ADVICE 1493-E (U 338-E) October 24, 2000 proposed; (3) identify alternative means for customers to reduce their energy usage during periods of peak demand; and (4) revise and update our priorities for curtailing customers during times of energy shortages. The Rulemaking, among other things, proposed the temporary suspension of the tariff provisions of SCE, Pacific Gas and Electric, and San Diego Gas & Electric that allow customers to opt-out of their interruptible program contracts for the 30-day window commencing November 1, In addition, the Rulemaking consolidates SCE s Advice 1457-E, which proposed to allow interruptible customers to participate in the Independent System Operators (ISO) Ancillary Services Market into this proceeding. On October 19, 2000, the Commission issued D , which temporarily suspends until March 31, 2001 the portion of SCE s interruptible tariffs that allows interruptible customers to either opt-out of the interruptible program or raise their firm service levels for a 30-day window beginning November 1, The Commission emphasizes that the suspension is temporary in order to enable the Commission sufficient time to evaluate this program and to retain maximum flexibility in crafting programs to address reliability concerns for the Summer of In compliance with D , Ordering Paragraph 2, SCE is revising its interruptible tariffs to temporarily suspend, until March 31, 2001, that portion of the tariffs that allow interruptible customers to opt-out of the program or increase their firm level of service beginning November 1, No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. EFFECTIVE DATE In compliance with D , Ordering Paragraph 2, the tariff changes proposed in this advice filing will become effective the earlier of 1) when approved by the Energy Division or 2) October 31, 2000.

PUC Sheet No E SPECIAL CONDITIONS Schedule I-6 Sheet 4 TIME-OF-USE GENERAL SERVICE - LARGE - INTERRUPTIBLE 1. Maximum Demand: Maximum demands shall be established for the On-Peak, Mid-Peak, and Off-Peak Time Periods. The maximum demand for each period shall be the measured maximum average kilowatt input indicated or recorded by instruments to be supplied by the Company, during any 15-minute metered interval in the month. Where the demand is intermittent or subject to violent fluctuations, a 5-minute interval may be used. 2. Interruptible Load: The Interruptible Load is the estimated increment of the customer's Maximum Demand that normally occurs above the Firm Service Level and, under normal operating conditions, would be the amount of load to be disconnected from the Company's lines within the specified time period following Notice of Interruption. 3. Firm Service Level: Firm Service Level is the Maximum Demand the Company is expected to supply and/or deliver during any Period of Interruption. The Firm Service level shall be specified by the customer. Increases in Firm Service Level may be made no more often than once per year, upon written request by the customer between November 1 and December 1 and execution of an Amendment To Contract For Interruptible Service (Form ).* However, for a 30-day period commencing the date the Commission or its delegate declares to be the start date for Direct Access, on a one time basis, interruptible customers shall be given the opportunity to increase their Firm Service Level. Reductions in Firm Service Level may be permitted if an Amendment To Contract For Interruptible Service (Form ) is executed. Customers served under this schedule shall establish a Firm Service Level of zero or greater. 4. Interruptible Demand and Energy: Interruptible Demand is all kw of Maximum Demand in excess of the Firm Service Level. Interruptible Energy is the number of kwh in each Time Period which exceeds the product of the Firm Service Level kw multiplied by the total number of hours in the Time Period. 5. Notice of Interruption: Upon notification to the Company from the Independent System Operator (ISO), a Notice of Interruption can be given under this schedule. The ISO is expected to direct the Company to curtail specific amounts of load (up to the full capability of the interruptible program) sufficient to maintain operating reserves above the five percent level through the next forecast hour. The Company shall notify the customer to reduce the Maximum Demand imposed on the electric system to the Firm Service Level. Upon receipt by a customer of a Notice of Interruption from the Company, the customer shall reduce the Maximum Demand imposed on the electric system to the Firm Service Level within 30 minutes. 6. Period of Interruption: A Period of Interruption is a time interval which commences thirty minutes after Notice of Interruption and which ends upon notification by the Company of the end of Period of Interruption. * Until March 31, 2001, only those customers who began service under this Schedule on or after April 1, 1998 may elect to increase their Firm Service Level between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to increase their Firm Service Level between November 1 and December 1. 4P0

PUC Sheet No E SPECIAL CONDITIONS Schedule I-6 Sheet 6 TIME-OF-USE GENERAL SERVICE - LARGE - INTERRUPTIBLE 10. Contracts: A contract is required for service under this schedule. To be served under this schedule, eligible customers shall comply with all provisions of the contract within 90 days of contract execution. During the initial year of service the customer may terminate service under this schedule upon not less than 30 days written notice to the Company. Effective the date the Commission or its delegate declares to be the start date for Direct Access, after the initial year of service, customers shall have a one month window each year between November 1 and December 1, to provide written notice to the Company to terminate service or increase the Firm Service Level under this schedule.* However, for a 30-day period commencing the date the Commission or its delegate declares to be the start date for Direct Access, on a one time basis, interruptible customers shall be given the opportunity to cancel their interruptible service contracts or increase their Firm Service Level. A customer may not obtain interruptible service following termination of interruptible service under this schedule. Customers shall not be permitted to prematurely terminate service hereunder for reasons that changes in electrical demand requirements may otherwise preclude them from taking service under this schedule. Customers permitted by the Company to change to this schedule from another interruptible rate schedule shall, without further action by the Company, retain the termination requirements, if any, of the prior schedule and any contract associated therewith. 11. Number and Duration of Interruption: The number of Periods of Interruption will not exceed 25 times per calendar year. The duration of the Periods of Interruption will not exceed 6 hours each or 150 hours per calendar year. 12. Spot Pricing Option: This option is available to customers who are presently served under this schedule whose Firm Service Level is 0 kw, and who have had an inverted load profile during 12 representative months, as determined by the Company, out of the last 24 months. This Special Condition will be closed to new customers at the end of the rate freeze or March 31, 2002, whichever occurs first. An inverted load profile is indicated by energy usage and recorded demand in the On-Peak period which is less than usage and demand in the Mid-Peak period or the Off-Peak period. To utilize this option, a customer must execute a Spot Pricing Amendment Agreement with the Company. * Until March 31, 2001, only those customers who began service on this Schedule on or after April 1, 1998 may elect to terminate their Contract or increase their Firm Service Level between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to terminate their Contract or increase their Firm Service Level between November 1 and December 1. 6P0

Firm Service Level: Firm Service Level is the Maximum Demand the Company is expected to supply and/or deliver during any Period of Interruption. The Firm Service level shall be specified by the customer. Bill Calculation: Customers shall normally be billed under this schedule for a regularly scheduled monthly billing period. Bills shall be calculated in the following manner: Each hour's RTP-2-I Hourly Rate shall be multiplied by the Interruptible Energy during each hour to compute each hour's cost. The customer's bill shall be equal to the charge for each hour summed across all hours within the billing period adjusted for any applicable voltage discount, plus applicable charges of Schedule RTP Voltage Discount: The RTP-2-I Hourly Rates will be reduced by 1.46 percent for service delivered and metered at voltages of 2 kv through 50 kv, and by percent for service delivered and metered at voltages above 50 kv. 6. The daily maximum temperature at its Los Angeles Downtown site, as recorded by the National Weather Service, will be used to determine the RTP-2-I hourly rates for the following day according to the RTP-2-I rate schedule. It is the customer's responsibility to acquire the daily maximum temperature at its Los Angeles Downtown site. Edison will not provide this information. 7. Notice of Interruption: Upon notification to the Company from the Independent System Operator (ISO), a Notice of Interruption can be given under this schedule. The ISO is expected to direct the Company to curtail specific amounts of load (up to the full capability of the interruptible program) sufficient to maintain operating reserves above the five percent level through the next forecast hour. The Company shall notify the customer to reduce the Maximum Demand imposed on the electric system to the Firm Service Level. Upon receipt by a customer of a Notice of Interruption from the Company, the customer shall reduce the Maximum Demand imposed on the electric system to the Firm Service Level within 30 minutes. 8. PUC Sheet No E SPECIAL CONDITIONS Schedule RTP-2-I Sheet 4 GENERAL SERVICE - LARGE REAL TIME PRICING - INTERRUPTIBLE 12. Contracts: Two contracts are required for service under this schedule: the RTP-2-I Participation Agreement and the Contract for Interruptible Service. To be served under this schedule, eligible customers shall comply with all provisions of the Contract for Interruptible Service within 90 days of contract execution. The RTP-2-I Participation Agreement will automatically be renewed at the end of each 12-month period. The customer may terminate service under the Real Time Pricing portion of this schedule at the end of each 12-month period upon not less than 30 days prior written notice. A customer who terminates service under the Real Time Pricing portion of this schedule shall be transferred to applicable General Service and interruptible schedules and shall retain the interruptible termination requirements set forth in this schedule. The customer may terminate interruptible service at the end of the initial 12-month period upon not less than 30 days prior written notice. Effective the date the Commission or its delegate declares to be the start date for Direct Access, after the initial year of service, customers shall have a one month window each year between November 1 and December 1, to provide written notice to the Company to terminate service or increase the Firm Service Level under this schedule.* However, for a 30-day period commencing the date the Commission or its delegate declares to be the start date for Direct Access, on a one time basis, interruptible customers shall be given the opportunity to cancel their interruptible service contracts or increase their Firm Service Level. A customer may not obtain interruptible service following termination of interruptible service under this schedule. Where customer-owned electrical generating facilities are used to meet a part or all of the customer's electrical requirements, service shall be provided concurrently under the erms and conditions of Schedule S and this Schedule. Parallel operation of such generating facilities with the Company's electrical system is permitted. A Generation Agreement is required for such operation. * Until March 31, 2001, only those customers who began service on this Schedule on or after April 1, 1998 may elect to terminate their Contract or increase their Firm Service Level between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to terminate their Contract or increase their Firm Service Level between November 1 and December 1. 4P0

Excess Energy: The number of kwh consumed in each Time Period involved in a Period of Interruption which exceeds the product of the Firm Service Level kw multiplied by the total number of hours of Interruption within the Time Period, shall be considered Excess Energy. * Until March 31, 2001, only those customers who began service on this Schedule on or after April 1, 1998 may elect to increase their Firm Service Level between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to increase their Firm Service Level between November 1 and December 1. 5P0

Separate Service Connections or Meters: Under this schedule, the Company may, at its option, provide an additional service connection and/or meter, separate from any other service connection and/or meter provided under this or any other applicable rate schedule. Customers so served shall not be permitted to have an electrical interconnection beyond the Company's point of delivery between the separately metered loads except upon written approval of the Company. When, at the request of an applicant or customer, a separate service connection is installed under this schedule, the second service connection shall be installed at the applicant or customer's expense in accordance with Rule 2, Section H. A change from this rate schedule to any non-super-off-peak rate schedule will be permitted only if the separate meter and/or service connection are removed. Any such removal shall be at the customer's expense. In addition, any rearrangement of facilities required to provide the additional meter and/or service connection shall be at the expense of the requesting applicant or customer. Where an additional meter is provided under this Special Condition and there is no increase in the size of the Company's serving facilities, there will be no Customer Charge for the General Service account served under the schedule having the lowest customer charge amount. * Until March 31, 2001, only those customers who began service on this Schedule on or after April 1, 1998 may elect to terminate their Contract or increase their Firm Service Level between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to terminate their Contract or increase their Firm Service Level between November 1 and December 1. 7P0

Customer-Owned Electrical Generating Facilities: a. Where customer-owned electrical generating facilities are used to meet a part or all of the customer's electrical requirements, service shall be provided concurrently under the terms and conditions of Schedule S and this Schedule. Parallel operation of such generating facilities with the Company's electrical system is permitted. A Generation Agreement is required for such operation. b. Customer-owned electrical generating facilities used solely for auxiliary, emergency, or standby purposes (auxiliary/emergency generating facilities) to serve the customer's load during a period when the Company's service is unavailable and when such load is isolated from the service of the Company are not subject to Schedule S. However, upon approval by the Company, momentary parallel operation may be permitted in order for the customer to avoid interruption of load during a Period of Interruption, or to allow the customer to test the auxiliary/emergency generating facilities. A Momentary Parallel Generation Contract is required for this type of service. (L) * Until March 31, 2001, only those customers who began service on this Schedule on or after April 1, 1998 may elect to terminate their Contract between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to terminate their Contract between November and December 1. 3P0

Billing: A Customer s bill is first calculated according to the total rates and conditions above. The following adjustments are made depending on the option applicable to the customer. a. Bundled Service Customers receive supply and delivery services solely from Edison. The Customer s bill is based on the total rates set forth above. The Power Exchange (supply) component is determined by multiplying the Averaged Power Exchange (PX) Energy Charge determined as set forth in Schedule PX by the Customer s total usage. b. Direct Access Customers purchase energy from an Energy Service Provider and continue receiving supply and delivery services from Edison. The Averaged PX Energy Charge is determined as specified for a Bundled Service Customer. The customer s bill will be calculated as for a Bundled Service Customer, but the Customer will receive a credit for the Averaged PX Energy Charge. (L) (L) c. Hourly PX Pricing Option Customers receive supply and delivery services solely from Edison. A Customer taking Hourly PX Pricing Option service must have an interval meter installed at its premise to record hourly usage, since PX Energy Costs change hourly. If such metering is not currently installed, it shall be installed at the Customer s expense before Hourly PX Pricing can be provided. Edison s charges for such metering are determined as set forth in Rule 2, Section J, and, if applicable, the Catalog of Customer Choices. The bill for Hourly PX Pricing Option Customer is determined by calculating the bill as if it were for a Bundled Service Customer, then crediting the bill by the amount of the Averaged PX Energy Charge, as determined for Bundled Service and Direct Access Customers, then adding the hourly PX Energy Cost amount which is determined by multiplying the hourly energy used in the billing period by the hourly PX Energy Cost determined as set forth in Section 1 of Schedule PX, and the appropriate hourly Line Loss Adjustment Factors as set forth in Section 3 of Schedule PX, and the Uncollectibles expense factor of Generation Charge: The generation charge is calculated based on the total rate less the sum of: Distribution, Transmission, Public Purpose Program, Nuclear Decommissioning, and Fixed Transition Amount (where applicable) charges, the Transmission Revenue Balancing Account Adjustment (TRBAA), and the Public Utilities Commission Reimbursement Fee. The Competition Transition Charge (CTC) is calculated residually by subtracting the Averaged PX Energy Charge calculated as set forth in Schedule PX from the generation charge (See Rate Components Table for the applicable rate schedule). Necessary facilities between the customer and the Company to provide Notice of Interruption. b. Equipment to permit remote monitoring of the customer's load. 6. Excess Energy: The number of kwh consumed after the first thirty minutes during a Period of Interruption shall be considered Excess Energy. 7. Effective the date the Commission or its delegate declares to be the start date for Direct Access, after the initial year of service, customers shall have a one month window each year between November 1 and December 1, to provide written notice to the Company to terminate service under this schedule.* However, for a 30-day period commencing the date the Commission or its delegate declares to be the start date for Direct Access, on a one time basis, interruptible customers shall be given the opportunity to cancel their interruptible service contracts. A customer may not obtain interruptible service following termination of interruptible service under this schedule. Customers shall not be permitted to prematurely terminate service hereunder for reasons that changes in electrical demand requirements may otherwise preclude them from taking service under this schedule. Customers permitted by the Company to change to this schedule from another interruptible rate schedule shall, without further action by the Company, retain the termination requirements, if any, of the prior schedule and any contract associated therewith. * Until March 31, 2001, only those customers who began service on this Schedule on or after April 1, 1998 may elect to terminate their Contract between November 1 and December 1. All other customers who began service on this Schedule prior to April 1, 1998 cannot elect to terminate their Contract between November 1 and December 1. 3P0

17 CONTRACT FOR INTERRUPTIBLE SERVICE Agricultural and Pumping SOUTHERN CALIFORNIA EDISON COMPANY ("Edison") hereby agrees to provide interruptible electric service to ("Customer"), located at for Account Number under Schedule as this schedule now exists or may hereafter be amended or superseded, a copy of which is attached hereto and by this reference incorporated herein. Edison and Customer agree as follows: 1. EQUIPMENT: Edison shall provide automatic disconnection and notification equipment at Customer's expense. Customer agrees to provide, at Customer's service address, an appropriate location and electric power source for Edison's equipment. Edison shall have sole access to this equipment. Edison shall own, operate, and maintain the equipment at Customer's expense. 2. COMMUNICATION CHARGE: Customer shall pay any charges associated with Edison's providing communication service for the purpose of notifying Customer and monitoring Customer's electric service. 3. COMMUNICATION AND EQUIPMENT CHARGE: Section 3.1 is applicable if customer is newly requesting interruptible service for the above location. Section 3.2 is applicable only if customer is receiving interruptible service at another location but is moving customer's entire operation to the above location and will continue interruptible service. 3.1 Customer is newly requesting interruptible service and shall pay an estimated, nonrefundable charge calculated in accordance with Edison's Rule 2, Section H (Added Facilities) as follows: For Edison's central facilities and equipment installed at Customer's location which includes an Income Tax Component of Contributions $ For ongoing costs of ownership $ TOTAL $ The above estimates are subject to adjustment based on the recorded total installed cost. 3.2 Customer is an existing interruptible service customer who is moving operations from another Edison service location and is signing this Contract for Interruptible Service ("Contract") in order to continue interruptible service at the above location, and shall: a) Pay a non-refundable charge of $ for the relocation of Edison's central facilities and equipment from Customer's previous Edison service location to the service location specified in this Contract; and b) Continue interruptible service under conditions which are (in Edison's sole opinion) substantially the same as those served under Customer's Contract for Interruptible Service for the previous service location. 4. Service under Schedule and the applicable interruptible credits shall not commence until the next regular meter reading following the installation of Edison's equipment at the Customer's location and the Customer's compliance with Section 3.1 or 3.2 if applicable. 5. PERIODS OF INTERRUPTION: (a) (b) INITIATION: Edison shall initiate Interruption under this schedule when the Independent System Operator (ISO) directs Edison to curtail specific amounts of load (up to the full capability of the Interruptible program) sufficient to maintain operating reserves above the five percent level through the next forecast hour. Advance notice of interruption will not be given by Edison. TERMINATION OF INTERRUPTION PERIOD: Edison shall terminate a Period of Interruption when the ISO determines that the system conditions necessitating the Period of Interruption have ended. Customer must manually restart the interrupted equipment.

18 6. TERMINATION OF SERVICE: During the initial year of interruptible service, the Customer may terminate service under this Contract upon not less than 30 days' written notice to Edison. Effective the date the Commission or its delegate declares to be the start date for Direct Access, after the initial year of service, the Customer shall be given a one month window each year between November 1 and December 1, to provide written notice to Edison to terminate service. Until March 31, 2001, Customer may elect to terminate service under this Contract, between November 1 and December 1, only if such service began on or after April 1, A Customer may not obtain interruptible service following termination of interruptible service under this Contract. 7. RULE 14: Notwithstanding the above provisions, Edison cannot guarantee that interruptions may not occur during any period as a result of situations or circumstances beyond the control of Edison as contemplated in Rule 14 of Edison's Tariff Schedules. 8. INDEMNITY: Customer shall defend at its own cost and indemnify and hold harmless Edison, its officers, agents, employees, assigns, and successors in interest from and against any and all liability (including liability based upon negligence and liability without fault), damages, costs, losses, claims, demands, actions, causes of action, attorneys' fees and expenses, or any of them, resulting from the death or injury to any person or damage to any property, including the property and/or personnel of Edison, to the extent caused by Edison initiating a Period of Interruption and/or by Customer's electric service being disconnected or reconnected by Edison and/or Customer pursuant thereto. 9. ENTIRE CONTRACT: This Contract constitutes the sole, only, and entire agreement and understanding between the Parties as to the subject matter of this Contract. Prior agreements, commitments or representations, whether expressed or implied, and discussions between the Parties shall not be construed to be a part of this Contract unless contained herein. 10. NONWAIVER: The failure of either Party to enforce any of the terms and conditions or to exercise any right or privilege in this Contract shall not be construed as a waiver of any such terms and conditions or rights or privileges and the same shall continue and remain in force and effect as if no such failure to enforce or exercise had occurred. 11. CALIFORNIA PUBLIC UTILITIES COMMISSION: (a) (b) This Contract shall at all times be subject to such changes or modifications by the Public Utilities Commission of the State of California as said Commission may, from time to time, direct in the exercise of its jurisdiction. Notwithstanding any other provisions of this Contract, Edison shall have the right to unilaterally file with the Public Utilities Commission of the State of California, pursuant to the Commission's rule and regulations, an application for a change in rates, charges, classification, or service, or any rule, regulation, or contract relating thereto.
