PUC Sheet No E Schedule TOU-DPP Sheet 1 APPLICABILITY This Schedule is available to Bundled Service Domestic customers who are selected by SCE and who affirmatively elect to participate in the Time-of-Use Domestic Pilot Program (TOU-DPP). Customers who agree to participate in Schedule TOU-DPP must consent to a change of rate and to be placed on one of four options at SCE s discretion. SCE, at its own election, will place each customer participating in Schedule TOU-DPP on Option 1, Option 2, or Option 3 of this Schedule, with customers in the control group remaining on their Otherwise Applicable Tariff (OAT). Customers who are placed on Option 1, Option 2, or Option 3 of this Schedule may be eligible for bill protection, as described in Special Condition 2 of this Schedule. Control customers, who will continue to be billed under their OAT during the duration of the pilot program, will be eligible to receive an incentive payment(s), as described in Special Condition 1 of this Schedule. Participation in Schedule TOU-DPP is available to customers enrolled under OAT Schedules D, D-CARE and D-FERA. Customers enrolled in Schedules DE, DM, DMS-1, DMS-2, DMS-3, ESC-OO, MB-E, NEM, TOU-D, or TOU-D-T, or who are enrolled in the Level Pay Plan are ineligible to participate in Schedule TOU-DPP. Moreover, customers requesting third-party notification pursuant to subdivision (c) of Public Utilities Code Section are ineligible, as are customers who cannot be disconnected from service without an in-person visit from a utility representative. Optional Peak Time Rebate Program (1) The Peak Time Rebate (PTR) program is available as an optional program to eligible Bundled Service Customers under this Schedule. PTR is a two-tiered incentive rebate program, (1) PTR, and (2) PTR with Enabling Technology (PTR-ET). (2) Customers may elect to opt-in or opt-out from the PTR program at any time, and the rate change will be effective on the next calendar day. (3) PTR: To be eligible to receive PTR credits, Customers must elect to be served under PTR and enroll to receive PTR Event Notifications. See Special Condition 4.d of this Schedule. (4) PTR-ET: To be eligible to receive PTR-ET credits, Customers must elect to be served under a qualified PTR-ET option. See Special Condition 4.e of this Schedule. (5) PTR is also referred to as the Save Power Day Incentive Program, and PTR-ET is also referred to as the Save Power Day Incentive Plus Program. In order to participate in PTR and PTR-ET, Customers must have an Edison SmartConnect meter that is program ready. (6) Except for customers that are enrolled in both PTR-ET-DLC and Schedule D-SDP prior to January 1, 2018, PTR-ET-DLC is not applicable to customers served under Schedules DM, DMS-1, DMS-2, DMS-3, DS, D-SDP, MB-E, or CPP.. (N) (N)(D) Schedule TOU-DPP will expire on December 31, Service under this Schedule is subject to meter availability. Effective on April 20, 2017, PTR Option and PTR-ET Standard Option are closed to new and existing customers. Pursuant to Special Condition 8 herein, customers receiving service under this Schedule will continue to receive the California Climate Credit as shown in the Rates section below. RATES At SCE s discretion, participating customers will be placed on Option 1, Option 2 or Option 3 of this Schedule. Control customers selected to remain on their OAT will have all terms and conditions of their OAT apply, while being eligible to receive the incentive payment(s) described in Special Condition 1 of this Schedule. Customers receiving service under Option 1, Option 2 or Option 3 of this Schedule will be charged under the applicable rates and conditions of their assigned Option. The terms and conditions found in the Special Conditions of this Schedule may apply to customers served under Option 1, Option 2 or Option 3 of this Schedule. Incentive Payment: Customers enrolled in this Schedule over the course of Schedule TOU- DPP are eligible for an incentive payment(s), as determined by SCE. Customers who terminate participation under this Schedule prior to December 31, 2017 will forfeit any claim to any unpaid incentive payments. 2. Bill Protection: Customers enrolled in Option 1, Option 2, or Option 3 of this Schedule may be eligible to receive up to 12 months of bill protection credits. Over the period a customer is enrolled in this Schedule, the customer will be billed an amount no greater than the customer would otherwise be billed under the customer s OAT. a. Upon unenrollment in Schedule TOU-DPP, one of the following will occur up to the date the customer is removed from this Schedule: (1) If a customer s bill calculated under Option 1, Option 2 or Option 3 of this Schedule is equal to or less than its bill as calculated under the customer s OAT over the enrollment period under Schedule TOU-DPP, the customer s bill protection credit is zero; or (2) If a customer s bill calculated under Option 1, Option 2 or Option 3 of this Schedule is greater than the customer s bill as calculated under their OAT over the enrollment period under Schedule TOU-DPP, the customer will receive a bill protection credit equal to the difference between the customer s bill under the applicable TOU rate Option and the bill under the customer s OAT. Termination of Participation: Customers may elect to discontinue participation under Schedule TOU-DPP at any time. Such customers may elect to take service under an OAT. The elected rate change will become effective on the next regularly-scheduled meter read date following the customer's notice to SCE. Customers who opt-out of Schedule TOU-DPP shall not be allowed to return to service under Schedule TOU-DPP. Customers may not elect a change of Option under Schedule TOU-DPP. 4. Basic Charge: For purposes of applying the Basic Charge, the following definitions shall be used: Single-Family Accommodation: A building of single occupancy that does not share common walls, floors, or ceilings with other Single-Family Dwellings, except as specified in the Multifamily Accommodation definition below. Multifamily Accommodation: Apartments, mobilehomes, mobilehomes in a mobilehome park, condominiums, townhouses, Qualifying Recreational Vehicle Unit, Qualifying Recreational Park, Owner Lot Recreational Vehicle Park, or a building of multiple occupancy which shares common walls and/or floors and ceilings with other Single-Family Dwellings. 5. California Alternate Rates for Energy Discount: Customers who meet the definition of a California Alternate Rates for Energy (CARE) household, as defined in Schedule D-CARE, may qualify for a discount off of their bill equal to the average effective CARE discount percentage for Schedule D-CARE customers that SCE calculates pursuant to California Public Utilities Code Section 739.1(c)(1). For customers newly applying for CARE, an application and eligibility declaration is required for service under this Special Condition. Newly eligible customers shall be billed on this Special Condition commencing no later than one billing period after receipt and approval of the customer's application by SCE. Customers may be rebilled for periods in which they do not meet the eligibility requirements for the CARE Discount. Customers receiving service under the Family Electric Rate Assistance (FERA) Discount Special Condition of this Schedule are ineligible for service under this Special Condition. 6. Family Electric Rate Assistance Discount: Customers who meet the definition of a FERA household, as defined in Schedule D-FERA, may qualify for a 12 percent discount off of their bill prior to application of any applicable taxes and late payment charges. For customers newly applying for CARE, an application and eligibility declaration is required for service under this Special Condition. Newly eligible customers shall be billed on this Special Condition commencing no later than one billing period after receipt and approval of the customer s application by SCE. PUC Sheet No E SPECIAL CONDITIONS Schedule TOU-DPP Sheet Billing Calculation: A customer s bill is calculated according to the rates and conditions above. The charges listed in the Rates section are calculated by multiplying the total Delivery Service rates and the Generation rates, when applicable, by the billing determinants (e.g., per kilowatt [kw], kilowatt-hour [kwh], etc.). As of January 1, 2012, all generation supplied to Bundled Service customers is provided by SCE. The DWR Energy Credit provided to Bundled Service customers is determined by multiplying the DWR Energy Credit rate component by the customer s total kwhs. 8. Residential California Climate Credit: A semi-annual credit from the State of California to fight climate change. The credit is applied on an equal basis, per household, to the April and October billing statements of customers receiving service under this schedule at the time the California Climate Credit is disbursed (April 1 st and October 1 st ). Any California Climate Credit not consumed in the billing period in which the credit is applied will roll over to each subsequent billing period until the credit is fully consumed. 9. Peak Time Rebate: PTR is designed to provide incentives to eligible Bundled Service Customers who elect to be served under this option and contribute a measurable amount of reduced energy consumption during scheduled PTR Events. PTR is an optional event-based program that provides compensation in the form of monthly bill credits to customers who reduce kwh usage below their Customer Specific Reference Level (CSRL) during PTR Events. a. PTR Events: SCE may, at its discretion, call a PTR Event any non-holiday weekday of the year. PTR Events may be called based on any one of the following criteria: (1) California Independent System Operator (CAISO) Alert or Warning Notice, (2) Forecasts of SCE system emergencies may be declared at the generation, transmission, or distribution circuit level (3) Forecasts of extreme or unusual temperature conditions impacting system demand (4) Day-ahead load and/or price forecasts b. Number of PTR Events: An unlimited number of PTR Events can be called yearround by SCE on non-holiday weekdays. c. PTR Event Notification: One day prior to a PTR Event, SCE will attempt to notify customers who have signed up for event notification and elected to receive specific notification via voice/text/electronic mail messages. However, SCE does not guarantee customer receipt of the notification. d. Program Enrollment for PTR Option: To be eligible to receive PTR bill credits, customers must enroll in the PTR program and elect to receive PTR event notifications.
