2 BEFORE THE PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA Application of Southern California Edison Company (U 338-E) To Establish Marginal Costs, Allocate Revenues, Design Rates, and Implement Dynamic Pricing Rates ) ) ) ) Application (Filed June 6, 2011) AMENDMENT TO MOTION OF SOUTHERN CALIFORNIA EDISON COMPANY (U 338-E), THE DIVISION OF RATEPAYER ADVOCATES, THE UTILITY REFORM NETWORK, SOLAR ENERGY INDUSTRIES ASSOCIATION AND WESTERN MANUFACTURED HOUSING COMMUNITIES ASSOCIATION FOR ADOPTION OF RESIDENTIAL RATE GROUP SETTLEMENT AGREEMENT Pursuant to Rule 1.12, Southern California Edison Company (SCE) hereby files this amendment to the Motion Of Southern California Edison Company (U 338-E), the Division of Ratepayer Advocates, The Utility Reform Network, Solar Energy Industries Association, and Western Manufactured Housing Communities Association for Adoption of Residential Rate Design Settlement Agreement (Motion), which was filed July 27, The Residential Rate Design Settlement Agreement (Settlement Agreement) was appended to the Motion as Attachment A. This amendment to the Motion is necessary to correct the proposed rates for Schedule TOU-D-TEV, as set forth in the Settlement Agreement. Schedule TOU-D-TEV provides time-differentiated, two-tiered rates (Level I rates are established for up to 130% of the baseline allowance and Level II rates for usage of more than 130% of the baseline allowance) for residential customers who charge electric vehicles and who are served on a single residential meter. The TOU rates -1-
3 for this tariff are designed to provide customers incentives to charge electric vehicles in super off-peak (SOP) hours in the summer and winter seasons. Because design of the electric vehicle charging rates was to be considered in SCE s 2013 Rate Design Window proceeding, as ordered by the Commission, SCE had not intended to make changes to the existing rate structure for Schedule TOU-D-TEV until its 2013 Rate Design Window proceeding. In fact, the Settlement Agreement at Paragraph 4.k, page eight, states that no structural changes shall be made to these schedules [TOU-D-T and TOU-D-TEV] in this proceeding. However, during the comment period for the Motion, the National Resources Defense Council (NRDC) 1 brought to SCE s attention that some of the illustrative rates listed in Appendix B for Schedule TOU-D-TEV showed large percentage increases. After investigating possible reasons for the large percentage increases, SCE determined that there was an error in SCE s modeling that had contributed to the large percentage increases to the SOP rates. After discussion with the NRDC, SCE now recommends making certain interim changes to the proposed rate design for Schedule TOU-D-TEV that are intended to minimize bill impacts to the great majority of Schedule TOU-D-TEV customers while maintaining a rate design that is revenue neutral as compared to Schedule D, which is the default residential tariff for SCE customers. SCE proposes to modify Schedule TOU-D-TEV rates so that the Level I and Level II SOP rates are set at SCE s marginal cost floor for the summer and the winter seasons. To maintain revenue neutrality, rates for on-peak and off-peak TOU periods for Schedule TOU-D-TEV will generally increase relative to June 2011 rates as indicated in revised Appendix B, which also reflects an estimated revenue requirement increase of percent compared to June 2011, and is attached to this amendment to the Motion. 2 The Settling Parties 3 1 The NRDC is not a party to this proceeding, but has participated in other proceedings in which rates for electric vehicle charging applications have been determined. 2 The percent revenue requirement increase is illustrative and will be adjusted to reflect SCE s actual revenue requirements when the Settlement Agreement is implemented and to reflect the requirements of the Marginal Cost and Revenue Allocation Settlement Agreement, which was also filed on July 27, The Settling Parties are SCE, DRA, TURN, SEIA, and WMA. -2-
4 do not oppose this amendment to the Motion and the Settlement Agreement and have authorized SCE to file this amendment on their behalf pursuant to Rule 1.8(d). 4 The following proposed changes should be made to amend the Motion and the Settlement Agreement: Settlement Agreement As stated in Paragraph 4.k., at page 8 of the Settlement Agreement: No structural changes shall be made to these schedules in this proceeding. Amended Settlement Agreement Amendment to Paragraph 4.k., page 8, of the Settlement Agreement: Schedule TOU-D-TEV should be revised so that Level I and Level II SOP rates for the summer and the winter seasons are set at SCE s seasonal marginal cost floor prices. To preserve revenue neutrality, any revenue deficiency resulting from this adjustment shall be recovered in the other TOU periods for the summer and winter seasons. The following Table provides a comparison of the rates that were initially proposed at page B-4 of Appendix B to the Settlement Agreement and the revised proposed 2013 rates for Schedule TOU-D-TEV in revised Appendix B: 4 These changes are intended to be interim in nature, pending a Commission decision after SCE files its 2013 Rate Design Window application. -3-
