Kelly Ratliff s Presentatin n Campus Budget [Handuts were prvided and discussed.] budget is ~$300M higher than the handut with the budget, but the prprtins remain the same as fr Mney given fr an endwment des nt shw up n the revenue chart nly the interest earned. The prprtin f state funding varies acrss campus. We gt abut $14M mre this year, but tuitin is frzen and fixed csts are increasing by $32M, s this creates tensin. Q (Vidur) Why are fixed csts ging up $32M? Cntract emplyee salary increases Merit prgram salary increases fr nn-represented staff Health care csts Deferred maintenance csts The first 3 f these represent mst f the increase in csts. Abut 7 years Initially it was due t the State s cutting f fees fr abut 5 years Abut 2 years ag we hit a pint f stability, but nt increase This is nt an exact science! Q (Paul) When I pay tuitin, des it g t the cllege I m in? N. We have mre and less expensive disciplines, and we want students t have varied disciplines available. Sme schls vary tuitin csts based n majrs. We d nt. We parcel ut tuitin per student, per majr, etc. Q (Jade) Are tuitin and fee remissins factred in? Yes Q (Isaac) When did 2020 Initiative start? Fall We added students first and then faculty. Staff is lagging in sme areas, except clinical services. UC Davis serves the mst CA residents (by abslute #s nt %) We are changing the prprtin f nn-residents via grwth, nt by limiting CA residents. Mving frm 5% t 17%. UC Davis values internatinal influence as a matter separate frm finances! Grwth adds csts as well. CPI (Cnsumer Price Index) and Higher Ed Price Index are fr maintaining the purchasing pwer f fees COSAF s jb is t evaluate the balance f the 2 I (Kelly) encurage COSAF t cnsider a multi-year platfrm fr the yes r n vte n CPI. There are cmpunded multi-year impacts t the chice.

3 Laurie Carney s Presentatin n Student Services Fees (SSF) [Handuts were prvided and discussed.] Amng Laurie s areas f wrk at BIA are Student Affairs and Athletics. Student Services Fees are System-wide Set by the Regents Paid by all students, with very few exceptins There are expected t be 5% annual increases fr at least the next 3 years. There is n CPI (Cnsumer Price Index) increase fr SSF as there is fr many Campus Based Fees (CBF), s the 5% is nt dependent n that. SSF have a certain amunt taken ff the tp fr mental health services. Q (Paul) (re: handut inf) Is the fee exemptin fr lw incme subsidized r just lst? [nt sure] Q (Paul) D all UC Davis student fees cme directly t UC Davis? [Yes] The $900 fee is cnsidered a base. Any increase abve that is subject t Return t Aid. Discussin f handut with inf n Regental plicy 3101 and guidelines. Guidelines indicate the general expectatins in ideal situatins (fr instance, that fees cannt be used fr academics) but they als allw fr sme flexibility in cnsultatin with SSF Advisry Cmmittees fr their recmmendatins (COSAF here at UC Davis). Tuitin is fr academics. SSF fr nn-academic services. [Jhn Campbell nte One f the rles f COSAF is t d sme investigatin, ask questins and evaluate services funded by SSF and their value t students, even utside Student Affairs. (Fr example, questining why Mndavi receives SSF and what the funds are used fr.)] Appendix in Laurie s handut shws allcatins fr We anticipate additinal revenues beynd the fixed cst increases that they will need t review fr allcatin. BIA prepares an Annual Reprt f expenditures which will prbably be presented t COSAF at the start f the calendar year. We can als see hw the ther campuses use their SSF. Jhn Campbell cmments: It is VC Adela de la Trre s wish that COSAF nt nly be advisry regarding SSF, but als regarding issues within Student Affairs. This cmmittee shuld ask hard questins and challenge things!

4 Debrah Agee s Presentatin n Financial Aid [Handuts were given and discussed.] In general, Return t Aid is 33% f fees SSF and CBF. Our students have ~$9-10,000 less in student lan debt than the average. Return t Aid is really imprtant t ur students! The mney is turned int grant funding fr needy students. Generally there is a small amunt f carry-frward that is spent in the next year we dn t hld nt funds. [JC added cmments] Fees that d nt have a CPI cmpnent dn t cntribute t Return t Aid. CPI allws fr an increase t certain Student Fees annually fr cst f living, fees that were passed by student referenda fr prgrams services and facilities. First ne with this ptin was FACE. The MU fee des nt have a CPI ptin. It was ne f the first Campus Based Fees (CBF). Think f CPI as an adjustment t keep up with inflatin rather than an increase. Q (Isaac) The CPI increase is targeted t the San Francisc regin. Why? A while ag it was suggested that the Sacrament regin s CPI was nt high enugh. The CA State CPI is nt that different frm SF UC Davis is #1 r #2 in amunt f Student Fees. SSF are just ne funding surce. Q (Isaac) Why can graduate schls allcate aid nt slely based n need? We need t attract a cmpetitive student bdy. Lunchtime cmments frm C-Chair, Vidur Dewan Scpe f COSAF s respnsibilities include lking at SSF, CBF, new referenda, ther issues within Student Affairs as requested. We will be psting materials nline. Meetings are pen. This year there will be cmpensatin fr the student vting members. While we have n direct influence n SSF, we all pay them, s it is imprtant t lk at and understand them in cnjunctin with the CBF. If yu have any schedule cnflicts, let Vidur and Naftali knw. Nte that the bylaws are nt set in stne. They can be amended if necessary by the cmmittee. There will be dedicated time n the agenda fr each meeting t allw fr public cmment.

LSA fees g directly t the Law Schl it desn t g thrugh Student Affairs. LEEAP is separate because law students dn t pay fr certain parts f the fee. SASI has n Return t Aid (RTA) cmpnent. The RTA cmpnent varies per fee. We dn t have versight f the Health Fee. SSF has a RTA cmpnent. The referenda themselves have mre cmplete infrmatin fr yur reference. Shared handut that shws a breakdwn f where the fees g. Fee amunt x estimated student enrllment = amunt fr creating the annual budget fr each supprted unit. Estimated enrllment numbers are cnservative, s funds are distributed by percentage t units based n the actuals. This is dne fr all fees. They are nt held fr anything. Q (Rman) What happens if units dn t use all their revenue in a year? The mney ges t the unit and is carried frward it is nt swept r used fr anything else. Q (Paul) What happened t the Net Revenue Fund? It was the MU fee reserve. (Jan B) The Stres was making incme exceeding the anticipated budget years ag. As revenue has decreased, there is nt much additinal incme. Abut 5 years ag we did away with the term Net Revenue since there was n excess. There is still an MU fee reserve that is used fr cnstructin.

6 SASI handut The reserve requirement is 3%, a rlling amunt which is a safety net t cver prgrams nt cvered by CPI. Q Are reserves ever reallcated t ther units? N, nt withut a vte (Jan B) If a department like CRU is creating a big reserve, they shuld have a reasn. It s a gd questin t ask when we have department presentatins. CRU, fr example, saves up fr equipment csts (replacement f equipment every 5 years). (Luci) A bigger issue is that the 3% reserve shuld always be there. Q (Vidur) Are there any cnsequences if there is nt a 3% reserve? We have discussins with the unit t determine hw they will get back t having a 3% reserve. Q (Vidur) Is there any interest made n reserves? That is included in the number n the handut. Q (Paul) D any referenda ever sunset? N (Jan B) Students decided t d that because after a 30 year bnd, equipment and upkeep are ging t be needed. Q (Rman) Can we add a sunset clause? (Jan B) It wuld have t be by a new referendum Meaning f sunset clause was clarified. (Luci) A debt rati f 1.25 needs t be retained. (Jan B) This means yu have t cllect 125% f what yu need t pay ut. Q (Paul) If yu put 25% int a reserve and then use it, is that really a reserve? Yes, there are different uses fr reserves. It is a gd questin t ask departments: what has been their use f reserves ver the years. CEI Fees handut These are cmplex, because different grups pay int different fees. SCC received nn-cpi funding t get their debt rati up t 1.25.

7 The Cffee Huse bnd is cmplex, managed by UCOP. It started as interest nly, s the debt service payment is ging up every year. Therefre the reserve has been building up because it has t be ready t cver the increasing amunt. CRU cmplex fees Student Health Center debt payment will duble in 2020 s the reserve has t prepare fr that. There is a 40 year plan. Q (Paul) Fr the Student Health Center, why are salaries ver $2.5M? Take the ttal revenue, subtract perating expenses, and the remainder has t cver the debt payment PLUS 25% t g int reserves (Jan B) That is a bnd requirement (Luci) We can t spend mre than the amunt f the debt The MU fee, thugh nt subject t CPI, all students pay it. It had a sizeable reserve befre which funded a prtin f the renewal prject with $10M in cash and kept intact the perating expenses. Q (Tmmer) What was the Cst f Catering Trailer Relcatin related t? Catering all used t happen ut f the MU, but has been mved t Segund. Q (Isaac) What is the Amazn Bks Tenant Imprvement? (Jasn Lrgan) This is a prtin f the remdel cst t create a physical Amazn lcatin in the Stres. Part will be paid back per the Amazn cntract, and part via tenant rent. There is funding fr Freebrn Hall Planning. CPI infrmatin, printed frm the website (handut) CPI is applied nly t perating expenses. It separates ut the debt service prtin, s a 2.5% increase becmes, in effect, 1.smething.
