(PrncpaL Dan Matthes; Locaton: Oakland, CA), to provde addtonal engneerng servces for the Levee Certfcaton Project n Flood Control Zones 2, 3A, 5, and 6, ncrease contract amount from $3,943,323 to $4,084,441 (an ncrease of $141,118) and extend contract termnaton date from December 31,2011 to June 30, 2013 (18 months extenn). SUMMARY/DSCUSSON: n August 2007, the Alameda County Flood Control and Water Conservaton Dstrct (Dstrct) sgned FEMA Provnal Accredted Levee (PAL) Agreements for certfcaton of levees n Zones 2 and 3A (Cty of Hayward), Zones 5 and 6 (Ctes of Unon Cty and Fremont), and hred a specalty consultant, Wood Rodgers, nc., to evaluate each levee and prepare approprate levee certfcaton documentaton, n accordance wth Ttle 44 of the Code of Federal Regulatons (CFR), Secton (44CFR 65.10). Ths was the major scope of the ntal contract. Wood Rodgers completed and submtted to FEMA n July 2009, all the evaluatons, analyss and documentaton requred by 44 CFR 65. to, along wth a remedal acton plan. Modfcaton No. was executed based on the fndngs of the ntal contract work that four reaches of exstng levees n Flood Control Zone 5 need to be repared before fnal levee certfcaton letters can be approved by FEMA. Modfcaton No. 2 was executed based on the need for geotechncal montorng and documentaton necessary durng constructon for the four reaches. The requred level of montorng and documentaton effort s greater than orgnally estmated. Because Wood Rodgers s the Engneer of Record and wll be sgnng the fnal levee certfcaton letters upon completon of the levee repar work, ther contnual nvolvement n the constructon montorng and documentaton (Modfcaton No.3) s necessary,

Two of the four projects were completed n summer 20 0 and the ascated fnal certfcaton letters were submtted to FEMA n July The remanng two projects are currently under constructon. The last project n Flood Control Zone 2 has been scheduled for constructon n early summer 2012, pendng recept of envronmental permts. A three-member selecton commttee rated both the proposals and ntervews based on formal wrtten crtera. The selecton commttee ranked Wood Rodgers number one. For the addtonal work to be pel/armed under Modfcaton No.3, Wood Rodgers wll contnue to use CEG to perform porton ofthe geotechncal montorng and documentaton tasks, for a mnmum 20% a/the amended total contract amount as shown on Attachment 1. FNANCNG: There s no mpact on the County General Fund. Fundng for ths addtonal work n Flood Control Zone 5, n the amount of $141,118 s ncluded n the FY budget, n Fund 21807, Organzaton (Zone No.5), Account , Program (Profesnal and Specalzed Servces). 5 Exhbt la Addtonal Engneerng Servces - Scope of Work Alameda County Levee Remedaton P(Ojects n Flood Control Zone 5 There are four repar projects dentfed upon completon of the levee evaluaton as per FEMA's 44CFR65.10 requrements. All four projects are located along portons of Alameda Creek north and uth levees. As the Engneer of Record, CONSULTANT wll be responsble n statng (va a stamped fnal levee certfcaton letter to FEMA) that the projects were constmcted n accordance wth CONSULTANT's desgn recommendatons. Therefore, t s mperatve that CONSULTANT staff have the opportunty to observe the actual condton encountered durng constructon and, as necessary, test the nstallaton/constructon actvtes. Addtonal engneerng servces nclude: 1. Constructon montorng and documentaton CONSULTANT shall conduct constructon montorng n coordnaton wth Dstrct Project Manager and shall prepare documentaton necessary for levee certfcaton purposes. f a constructon change order s necessry due to dfferng subsurface condtons, CONSULTANT shall make recommendatons to address the change that wll meet levee certfcaton requrements. Dstrct Proj ect Manager wll revew CONSULTANT's recommendaton, propose revns as approprate and detenune the fnal luton n coordnaton wth CONSULTANT. CONSULTANT n coordnaton wth Dstrct Project Manger wll al address and respond to Contractor's Request for nfonnaton durng constructon. 2. Fnalze the Levee Certfcaton Reports reflectng the dentfed defcences and document actons taken n order to submt the fnal levee certfcaton letters to FEMA.
