Fnd that the acton proposed heren s exempt from envronmental revew pursuant to the Calforna Envronmental Qualty Act ("CEQA"), State CEQA Gudelnes Secton (feasblty and plannng studes); 2. Approve the followng budget amendments to support the efforts to enhance and mprove the Arroyo Seco: BACKGROUND: a. Approprate $250,000 from the Rose Bowl unapproprated fund balance to the Rose Bowl Operatng Company's Fscal Year 2018 operatng budget and establsh a new project account "One Arroyo" Project; and b. Reapproprate $100,000 n Resdental mpact Fees from the Captal mprovement Program Project Central Arroyo - Tral Realgnment and mprovements Concept Study (77380) and approprate $100,000 n Resdental mpact Fees to the RBOC "One Arroyo" Project. On January 30, 2017 the Rose Bowl General Manager and Cty Manager presented to the Cty Councl a report on efforts to enhance and mprove the Arroyo Seco. 2 Cty Councl Agenda-Arroyo Advsory Group Update Page 2 of6 As dscussed durng the presentaton, several factors make ths an opportune tme to consder the future vson, operatons and management of the Arroyo, ncludng, but not lmted to: 1) the recognton that the Arroyo Seco s a tremendous asset to the Cty of Pasadena, and a focused effort to dentfy projects and fundng s needed; 2) plans by the Natonal Park Servce to add the Arroyo to the Santa Monca Mountans Natonal Recreaton Area; 3) a potental habtat restoraton project by the Army Corps of Engneers that could, among other thngs, remove the concrete channel runnng through the Arroyo and replace t wth are-naturalzed streambed; 4) the effect of the County Department of Publc Works' sedment removal project behnd the Devl Gate Dam; 5) the potental expansons of the Rose Bowl Aquatc Center and Kdspace museum; To assst n the effort, the.general Manager and Cty Manager selected an advsory group of Pasadena leaders who possess a passon for the Arroyo Seco, who have fnancal acumen and who are well-versed n the hstory and the values of Pasadena. The advsory group s referred to as the Arroyo Advsory Group or AAG for short, and has been meetng regularly snce February. The membershp of the Group ncludes: Bll Bogaard and Doug Kranwnkle, who serve as co-chars, along wth Lorne Buchman, Wllam Chu, Robert Davdson, Jr., John Dean, Don Fedde, Mchael Greene, Don Hahn, Mc Hansen, Phl Hawkey, Patrca Keane, Peter Knell, Steve Mann, Tm Martnez, Sue Mossman, Chrs Rsng, Dan Rothenberg, Martha Saucedo and Tom Sefert. The effort s supported by RBOC and Cty staff as well as by HR&A consultng group. HR&A has been nvolved n several smlar efforts around the country ncludng the development of the Hgh Lne and Brooklyn Brdge Park n New York, The Anacosta Waterfront n Washngton D.C. and an analyss of the Dallas park system. Such expertse s vtal to the Arroyo effort, as t s recognzed that dentfyng new fundng streams, lkely to nclude phlanthropc and corporate donatons, wll be necessary f sgnfcant addtonal nvestment s hoped for n the Arroyo Seco. At ts ntal meetng n February, the AAG formed four commttees: Vson- Develop a sngle vson statement that would serve as a touchstone for the effort Communty Outreach and Engagement -nform varous Pasadena consttuences about the effort and receve publc nput Fnancal Plannng -Explore sustanable means of fundng as well as develop a proposed budget to carry the effort through the balance of the calendar year

3 Cty Councl Agenda-Arroyo Advsory Group Update Page 3 of6 Projects and Prortes -Revew possble projects that mplement the new vson for the Arroyo, ntally seekng a foundatonal mprovement that furthers that vson and captures the communty's magnaton To date, the Vson commttee has developed-and the full AAG has approved-the followng prelmnary vson statement: Pasadena's great outdoor space, the hstorc Arroyo Seco, wll become One Arroyo. From the headwaters n the north to the trbutary waters n the south, ts natural habtats, resources, and hstorc stes wll be preserved, enhanced, and connected by an extraordnary end-to-end tral system, all anchored by a central hub. The Comm!Jnty Outreach and Engagement commttee has conducted ntal outreach at three Pasadena communty meetngs: the West Pasadena Resdents Assocaton's annual meetng, the East Arroyo Resdents Assocaton meetng and a dstrct meetng hosted by Counclmember McAustn. Plans have been made and are beng made for presentatons at other Councl Dstrct meetngs as well as wth other Pasadena groups. The Fnancal Plannng commttee, whle concerned wth dentfyng a long-term sustanable fundng strategy to enhance the Arroyo, has focused n the early stages on developng a budget and fundng plan to sustan the AAG's ntal consultaton, plannng and outreach efforts through the balance of the 2017 calendar year. The commttee wll also assess a broad spectrum of sources for both captal and operatng fundng for the long-term. The Projects and Prortes commttee revewed the extensve lst of projects prevously approved by the Cty Councl n varous plans for the Arroyo as well as taken under consderaton other projects suggested by AAG members or receved through ntal publc nput. The purpose of ths revew was to dentfy one or more exstng or potental projects that would create nterest on the part of the communty, ncludng possble funders. As alluded to n the vson statement, the AAG has concluded that establshng an endto-end tral system throughout the Arroyo has the potental to ntegrate the Arroyo as one, and serve as a unfyng feature upon whch to weave together the hstory, features and uses of the Arroyo. Thus, t would be foundatonal that the "One Arroyo" vson could capture the magnaton of the communty, and strengthen the effort to dentfy new sources of fnancal support for the overall goal of preservng and enhancng the Arroyo. Conceptually; the tral system would encompass current plans and new elements to create a sngle loop for the Arroyo Seco; ensure access for dfferent abltes and modes

To move the process forward, ncludng the tral system dea, a varety of professonal servces would be needed: addtonal consultaton wth HR&A, as well as desgn servces to develop a project package that would be sutable for presentaton to potental funders and suffcent to perform the approprate level of envronmental revew. t s estmated that ths work scope would take sx months to complete and cost.. approxmately $350,000. At the concluson of the sx months, the consultant team wll delver a fnal summary tral concept and mplementaton strategy report whch wll nclude up to three fully-developed tral concept alternatves and wth assocated estmated captal and operatng costs and strateges for fundng and management. To fund ths effort, staff s recommendng two sources of fundng, the frst beng $250,000 from the Rose Bowl Operatng Company- Rose Bowl Fund. These funds wll be provded as part of the agreement to host the Cold play concert at the Rose Bowl Stadum on October 6, 2017 (ths opportunty presented tself due to ths beng the 16th dsplacement event at the Rose Bowl n 2017), as well as from funds from the recently completed Arroyo Seco Weekend,wth $1.00 per tcket dedcated to a communty purpose. The RBOC beleves that the effort s an approprate use of the communty funds. To cover the antcpated addtonal $100,000 expense, Cty and RBOC staff are recommendng a reallocaton from Captal mprovement Project Number Central Arroyo- Tral realgnment and mprovements concept study and that the Cty project account be closed. That project, whch s currently funded wth $100,000 of Resdental mpact Fee revenues~ provdes for the development of a concept study and prelmnary desgn of realgnment and mprovement to trals near the Rose Bowl, ncludng realgnment of the west tral to avod the exstng parkng lot areas. Whle the realgnment would be an mprovement over the current condton, reprogrammng these funds to support the more comprehensve effort s vewed as a better use of the Cty's resources. The budget as referenced for the next phase of ths effort s $350,000 and s antcpated to be completed by the end of the calendar year. Components of the budget are as follows: Tral Concept (Landscape Archtect & Specalst Consultants) Outreach & Engagement Project Management & Facltaton Contngency Total $265,000 $30,000 $35,000 $20,000 $350,000

5 Cty Councl Agenda-Arroyo Advsory Group Update Page 5 of6 The scope of work assocated wth the tral concept wll nclude the development of an exstng condtons study & report, three tral concept alternatves wth recommendatons to enhance the tral experence (landscape, facltes, sgnage, etc.), captal cost estmaton, and fundng strategy development for both operatons and captal. Through the RBOC, a separate project account wll be desgnated for the "One Arroyo" project. The RBOC wll manage the project and mantan records of expendtures of these funds as requred by Chapter 4.17 (Resdental mpact Fee) of the Muncpal Code to ensure consstency wth the purpose for whch the funds were collected. The RBOC General Manager and Cty Manager's Offce wll work n consultaton wth Publc Works to undertake the selecton process for a consultant and oversee the study, and as well wth the Fnance Department to ensure complance wth PMC Chapter lt s currently antcpated that the AAG wll contnue ts consderaton of efforts to preserve, enhance and mprove the Arroyo Seco. As part of ths, the group wll consder varous efforts to mprove the coordnaton of actvtes occurrng n the Arroyo and may offer suggestons for future governance. ENVRONMENTAL: The actons proposed heren, the allocaton of new funds and the reallocaton. of. exstng funds, are exempt from envronmental revew pursuant to the Calforna Envronmental Qualty Act ("CEQA"), State CEQA Gudelnes Secton (feasblty and plannng studes). Ths effort nvolves only feasblty and plannng studes for possble future actons whch the Cty has not yet approved or funded, and does not nvolve adopton of a plan that wll have a legally bndng effect on subsequent actvtes. The acton proposed heren specfcally does not nclude approval of any tral work or other constructon actvtes. Ths exempton, however, does requre prelmnary consderaton of envronmental factors. The purpose of the feasblty and plannng studes s to enhance and protect the recreatonal and natural resources of the Arroyo Seco, n accordance wth the AAG prelmnary vson statement to preserve, enhance and connect the Arroyo's headwaters n the north to the trbutary waters n the south, ts natural habtats, resources, and hstorc stes, as well as ts central hub. Detaled envronmental revew of any plan or project that may come out of ths feasblty and plannng work wll be completed at the approprate tme and before commtment to the plan or project.
