SPECAL ASSESSMENT DSTRCT NO. 5SR, WHCH RECONSTRUCTED THE 5th/6th AVENUE ALLEY BETWEEN 'G' STREET AND 'H' STREET, AND SETTNG THE DATE OF ASSESSMENT NSTALLMENT PAYMENTS, NTEREST ON UNPAD 'A-SSESSMENTS,. OF DELNQUENCYAND PROVDNG FOR PENALTES AND NTEREST N THE EVENT THE ANCHORAGE ASSEMBLY RESOLVES: Secton 1. The mprovements authorzed n Anchorage Ordnance -147 have been completed and actual costs determned. Specal assessments are hereby leved aganst propertes benefted by sad mprovements as set forth n the attached assessment roll prepared for the dstrct. Secton 2. Tmely notce of assessment was sent to each property owner whose property s benefted by the mprovements as ndcated on the attached assessment roll. Each property owner was also gven notce of a Publc Hearng to be held before the Muncpal Assembly. Ths provded property owners an opportunty to present objectons and/or nequaltes n the assessment roll for the dstrct. Secton 3. n conformance wth the notce to the property owners, the Assembly held a Publc Hearng on.t.anll.ar Q,2001. At sad hearng, all errors and nequaltes to whch vald objectons were rased were corrected. The amounts ndcated on the assessment roll are those amounts determned to be assessed. Sad amounts are equal to, or less than, the beneft each property derves from the constructed mprovements. The assessment roll has been duly certfed by the Muncpal Clerk. Secton 4. All assessments and nstallment nterest thereon may be pad n approxmately equal annual nstallments, accordng to the schedule specfed n Assembly Resoluton No Annual nstallments are due and payable on or before the 1st day of Aprl of each year, wth the frst such nstallment comng due and beng payable on A!>rl 1,2001. Secton 5. nterest on the unpad assessment shall be at the rate equal to the effectve nterest rate on the last bonds sold to fnance smlar mprovements. Secton 6. Assessment nstallments not pad when due and payable are delnquent begnnng on the day followng the date when due and payable. A penalty of eght percent (%) shall be added to any assessment nstallment not pad AM

2 AR NO Page 2 BK PG before the date of delnquency and both the penalty and the delnquent amount shall draw nterest at the rate of eght percent (%) per annum untl pad. Secton 7. A specal assessment collecton charge, as authorzed n Anchorage Muncpal Code , wll be charged to those propertes dentfed n ths resoluton. Secton. Wthn thrty (30) days from the passage of ths resoluton, the Muncpal Treasurer shall mal, postage prepad, a notce to any owner of property whose assessment, schedule of payments, delnquences, or amount of penalty and nterest has been changed as a result of the hearng on the assessment roll.
