Please note that one copy of the tender marked ORIGINAL and duly filled in should be submitted to the The Manager (E&OS), Divisional Office,. in the sealed envelope supplied with the tender papers, so as to reach on or before hours on 26/12/2018. The second copy of tender marked DUPLICATE is for your record. 2) The details of the air conditioner units installed locations are enclosed herewith. 3) Sealed tender alongwith Copy of Latest License particulars in the self addressed envelope provided for the purpose and accompanied by Earnest Money Deposit of Rs. 4,800/- (Rupees Four Thousand Eight Hundred only) will be received at the office of Chief Engineer at above address on or before hours on 26/12/2018 and the tenders will be opened on27/12/2018 at 15:30 hrs. in the presence of contractors or accredited representatives, who attend. Tenderer should ensure that their tender is received before the date time specified as no consideration whatsoever shall be given for postal or any kind of delays. Tenders received late shall be rejected 4) If tender is delivered by hand, tenderer must ensure that the date and time of receipt is endorsed on the tender envelope by the A.O. or any other Officer of the Department approved by the E & OS dept and thereafter the tender is deposited in the tender box by the tenderer or his representative. 5) The Life Insurance Corporation of India does not bind itself to accept the lowest or any tender. 3 TENDER NOTICE LIC of India, Salem Divisional office intends to invite on rate basis only from eligible Firms / Agency under two bid ( Technical & Financial Bid ) system having experience on CAMC for all type of Air conditioner units in any Government / Public sector undertaking including its operation and maintenance all inclusive complete in all respects. The firm / agency must have satisfactory experience at least of three years in respective field. The prospective bidders meeting the above requirements are requested to submit their sealed offer in three parts namely Part I Technical Bid (TB), Part II Financial Bid (FB) and Part - III Earnest Money Deposit ( EMD) and Cost of tender document in three sealed covers. The tender documents will be issued from to between AM and PM on week days ( excluding Holidays 2 nd,4 th Saturdays and Sundays) from the above office. The last date for submission of filled in offers is upto PM. The Technical Bids will be opened on the at PM by the tender opening committee in the presence of bidders or their authorized representatives willing to participate. 3

4 Agency / Firms fulfilling the following criteria will be eligible for participating in the bid. 1. Yearly average turnover of the contractor in maintenance of all type of AC units for last 03 ( three) financial years should be at least Rs.6,50, if divided by three Cluster 2. Agency / Firm must have completed at least one similar nature of work amounting to Rs Lakhs or at least 02 ( Two ) similar works each amounting to Rs Lakhs or at least 04 ( Four) similar works each amounting to Rs Lakhs, in last three years. The works must be of similar nature involving complete works such as maintenance of Air conditioner unit works of public sector undertakings / institutions ( Govt. / Semi sponsored Institutes / Reputed MNCs / Organizations). 3. Agency / Firm should submit the GST certificates along with the bid. 4. Income Tax return for last three years. Agency / Firm should submit the Income Tax clearance certificates along with bid. 5. Valid registration certificate from CPWD / PWD / MES / Railways / Govt. / Semi Govt. Organizations or any other private Organization of repute. 6. List of organizations where CAMC work should be carried for last three years with supporting documents such as work order / Letter of Intent. 7. Performance certificate of best two works of similar nature issued by the respective Officer of the Deptt. / Company along with Name, Designation and Dept. to be submitted. Supporting documents in regard to the above mentioned points should be attached alongwith Technical Bid. Financial Bid of only those parties shall be opened who qualify in Technical Bid. No Brokers / Intermediaries shall be entertained. LIC of India reserves the right to accept or reject any or all offers in full / part without assigning any reasons whatsoever. 6 INSTRUCTIONS TO BIDDERS 1. The tender forms will be available from Life Insurance Corporation of India Divisional office Salem. 2. The last date for submission of filled in tenders (both technical and financial bids) is upto PM. The offers received after the last date and time mentioned above will not be considered. 3. The filled in tenders should be submitted to the address given below : Manager ( E & OS), Jeevan Prakash,. 4. The technical bid will be opened by the Tender Opening Committee on at 3.30 PM in the presence of bidders or their authorized representatives if they are willing to attend. After scrutiny of the technical bids, the date of opening of financial bids will be intimated to those bidders whose offers are found suitable. 5. The tender form consists of the following documents. i.e., i) Instructions to bidders and Terms & Conditions. ii) Technical part. iii) Financial part. The offers are to be submitted in Two Bid system i.e., Technical Bid and Financial Bid. The Technical Bid consists of all the required information called for in the questionnaire. The envelope shall contain the addressee s details and details of the bidder also. 6. The price bid shall contain only financial details i.e., rate and other financial implications. The Financial Bids will be placed in the Envelope - II and superscribed with addressee and bidders details. 7. EMD of Rs. 4800/- ( Rupees Four Thousand Eight Hundred only) in the form of Demand Draft / Pay Order in favour of Life Insurance Corporation of India payable at Salem and the cost of tender fee of Rs.250/-( Rupees Two Hundred and fifty only ), the Miscellaneous Receipt of the tender fee deposited or D.D or Pay Order shall be submitted in sealed cover ( Marked Envelope III) superscribing as Earnest Money Deposit for COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT FOR DUCT / SPLIT /WINDOW Air Conditioner units installed under Salem Division along with the Technical and Financial Bid. Please note that no interest is payable on the EMDs. 8. The tender book let is forwarded to your office address as submitted in our data base. 9. All the three envelopes will be placed in a fourth envelope ( Envelope IV) and sealed and submitted to 6

7 the Divisional Office at the address given above. The envelope must be superscribed with COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT FOR DUCT / SPLIT /WINDOW Air Conditioner units installed under Salem Division and the last date for submission is and to be opened on Refund of EMD :- EMD shall be refunded as under : (i) EMD of Non Eligible Firms / Agencies shall be refunded within 30 ( Thirty) days (ii) (iii) from the date of opening of Technical Bid. EMD of all unsuccessful Firms / Agencies shall be refunded within 30 ( Thirty) days after awarding the contract to the successful bidder. EMD of lowest bidder shall be refunded separately or adjusted alongwith the Security Deposit. (iv) In case the lowest Firm / Agency refused to start the work after issue of acceptance letter, a notice shall be served to them by giving 30 ( Thirty ) days time failing which their EMD amount lying / retained with us shall be forfeited without any further correspondence. Sr. Divisional Manager is the competent authority to refund /forfeit the EMD amount. 11. The following documents should be enclosed alongwith the Technical Bid : (a) Authorized servicing Certificate from reputed company. (b) GST Registration Certificate. (c) List of clients with CAMC for Air Conditioner units with date and location of service during last three years. (d) List of current contracts with capacity of air conditioner units. (e) Attested copies of work order. (f) Performance certificate issued by clients during last three years. (g) Income Tax return for the last three years. (h) Certified copy of average annual turn over of the firm / agency. (i) PAN Card. If any of the above documents are not enclosed alogwith the offer ( i.e Technical Bid ) by the Firms / Agency such firms shall be declared as Non Bonafied / Non Eligible and their Financial Bid will not be opened. 12. All the pages of the tender documents are to be signed by the authorized signatory of 7

8 the tenderer. Any over writing or use of white ink is to be duly initialed by the tenderer. The Corporation reserves the right to reject the incomplete bids and bids lacking in details and without signatures. 13. Tenderers should note that their tenders should remain open for consideration for a minimum period of 45 ( Forty five) days from the date of opening of Technical Bids. 14. Tenders received late, not in properly sealed cover, received telegraphically & Conditional or not conforming with the prescribed conditions or not complete in all respects will be rejected. 15. If any of the dates mentioned above happens to be a holiday, the transaction will be made on the next working day. 16. Issue of tender document does not mean that the Firm / Agency is considered qualified. 17. The Tender Inviting Authority reserves the right to accept any tender or to reject any or all tenders at his sole discretion without assigning reasons thereof. Separate Technical and Financial bids are to be submitted for each proposal. The Technical Bid, Financial Bid and the Earnest Money Deposit ( EMD) should be sealed in envelopes. 10 GENERAL TERMS & CONDITION The scope of services and terms & conditions for Air Conditioner Units are as under: 1. The terms and conditions along with the instructions will form part of the tender to be submitted by the tenderer to LIC of India,, herein termed as Corporation. 2. Tender which is received on account of any reason whatsoever including postal delay etc. after the expiry of time and date i.e hrs fixed for submission of tenders shall be termed as LATE tender and not to be considered. Such tender shall be returned to the concerned party without opening the same. 3. All Firms / Agency are requested to submit the tender documents ( Technical Bid and Price Bid) duly filled in with the relevant documents / information at the following address: THE MANAGER (E & OS ) DIVISIONAL OFFICE, JEEVAN PRAKASH, JOHNSONPET, SALEM Tel.No , All columns of the tender documents must be duly filled in and no column should be kept blank. All the pages of the tender documents are to be signed by the authorized signatory of the tenderer. Any over writing or use of white ink is to be duly initialed by the tenderer. The offer should remain valid at least for a period of 45 ( Forty five) days to be reckoned from the date of opening of Technical Bid. 6. There should not be any deviation in terms and conditions as have been stipulated in the tender documents. However, in the event of imposition of any other condition, which may lead to a deviation with respect to the terms and conditions as mentioned in the tender document, the vendor is required to attach a separate sheet marking list of deviations". 7. The Technical bids will be opened on ( Date & Time) in the presence of tenderers at our above office. All tenderers are advised in their own interest to be present on that date, at the specified time. 8. Canvassing in any form will disqualify the tenderer. 9. Income-Tax and Statutory clearances shall be obtained by the vendors at their own cost as and when required. All payments to the successful vendor shall be made by NEFT only. 10

11 10 In case the space in the tender document is found insufficient, the bidder may use separate sheets to provide full information. 11. The financial bids will be opened only if at least two Technical Bids are found suitable. In any case single Financial Bid shall not be opened. 12. Rates are to be quoted for unit rate for CAMC of Air conditioner units carrying one year with complete all accessories ( including compressor spares for indoor & out door unit, gases etc). 13. The service team provided by the supplier, should possess the requisite & valid electrical & Air conditioner knowledge person. 14. All cost for maintenance and servicing of the Air conditioner units including the cost of spare parts and periodical replacement are to be borne by the contractor. 15. The arrangements for providing accessories like cables, change-over switches, gases etc., if required, will be made by the contractor at their own cost. 16. Mending of any damage caused to the LIC property during loading, unloading of the Air conditioner units in LIC premises at the time of installation or taking out from LIC premises will be done by the contractor to original finish, at their cost. 17. The successful bidder should start the works within 5 ( Five ) days from the date of awarding the contract. 18. The contract shall remain in force initially for a period of one years from the date of Commencement work. However, the contract is subject to termination at any time if the services are not found satisfactory or for any other reason whatsoever by serving one calendar months notice on either side. Also LIC of India can terminate the contract by serving three calendar months notice if the services of Air conditioner units is not required. The contract may be renewed for further period at mutually agreed rates / charges and keeping other terms & conditions unchanged, depending on satisfactory services rendered by the supplier and requirement of the office. 19. In case of any major break-down of Air conditioner units requiring repairing time for more than Two days, an alternative interim arrangement will be made by contractor immediately by providing a substitute air conditioner unit of adequate capacity at no extra cost. Tenders should be submitted along with the requisite Earnest Money Deposit amount in the prescribed mode. Tenders submitted without Earnest Money Deposit will be summarily rejected. The Earnest Money will not bear any interest. 11

12 20. The successful bidder will also have to remit performance Security Deposit by DD / Pay Order / Banker s Cheque for an amount equal to 5 % of accepted tender amount of a year within 15 days from the date of issue of acceptance letter. Work order for commencement of the work will be issued separately within seven days after the contractor remit the requisite performance Security Deposit. If the successful bidder agrees to convert the EMD amount to Security Deposit, in that case the contractor has to deposit an amount equal to 5% of accepted tender of a year less EMD amount deposited along with the tender within 15 days from the date of issue of acceptance letter. Please note that the Security Deposit will not bear any interest and the same will be refunded to the contractor within 45 ( Forty five ) days after the closure of the contract. 21. In case the successful bidder remit the full amount of Security Deposit ( i.e. 5 % of Estimated annual rent of a year by DD / Pay Order / Banker s Cheque ) in that case their EMD amount will be refunded after execution of the Agreement. 22. The deployment of labour for servicing should comply with the Labour Legislation Act. And Minimum wage Act of Govt. of India and the State Govt. 23. A Log book shall be maintained for recording the Maintenance of Air conditioner units which should be signed by authorized representative of LIC. 24. The rate quoted shall be written in FIGURES & WORDS both & if there are any corrections same shall have to be initialed by the contractor. Please note that quoted rates shall be inclusive of all prevailing taxes viz I.T.,or any other taxes and Exclusive of GST. 25. Bill shall be submitted in triplicate in the first week of the following month along with the Xerox copy of service reports for certification and settlement of the bill. The payment will be made after deducting the Income Tax etc. at source as per the rules from the running bills. No payment will be made until the work is completed. 26. Successful tenderer has to obtain policies to cover Third party / Fire, All risk and Work men compensation, Insurance cover of suitable amount for each policy which shall remain in force till the contract, period and extension if granted and submit the copy of the polices. No payment shall be released, if the insurance lapses during contract period. 27. Tenderers are requested to visit to the site of work before quoting their rates. 28. The essential service for Air conditioner units should be carried as required. 29. Unauthorized spares utilized during the service period by the contractor at our Air conditioner units if any are found, penal action will be taken against the vendor as deemed fit. 12

13 30. LICI shall not be responsible for any injury partial or permanent or death of any worker at site due to accident or any other reasons or by personal negligence of the staff of the contractor. LIC of India, will remain indemnified by the contractor on this account. 31. The firm shall be fully responsible for any liability / compensation in case of any accident or otherwise any untoward incident at his own risk for the staff deputed by the firm and LICI shall not give any compensation. 32. First Aid box shall be arranged by the contractor at site of work at their cost. 33. Timing for service may change according to the LICI s requirement. 34. The contractor shall not sublet the contract to any other party / contractor. 35. Contractor shall be solely responsible for payment of wages / salaries and allowances to his personnel that might become applicable under any Government order. LIC of India shall have no liability whatsoever in any manner. 36. In case of dispute, the matter shall be settled mutually, failing which the decision of the, LIC of India, shall be final and binding on the bidders. 37. LIC of India, reserves the right to accept any tender or to reject any or all tenders at his sole discretion without assigning reasons whatsoever. The tender inviting authority does not bind to accept the lowest tender. 38. The successful tenderer should depute a exclusive service team for LIC OF INDIA Coimbatore Division and the service team has to rectify all type of AC faults. 39. GENERAL CONDITIONS FOR CAMC OF AIR CONDITIONER UNITS : The Split / Window Air Conditioner Unit will be serviced four times ( three months once) Duct able air Conditioners Unit is six times (once in two months) in a contract period one year. First service will be rendered immediately after acceptance In addition to above scheduled services any complaints/ shutdown calls to be immediately attended and rectified the fault condition within 24 hours without extra charges during CAMC period. 1.3.Unless otherwise specifically agreed to, the contract services shall be available during normal working hours and days i.e, Monday to Saturday from 9 AM to 5 PM. The service provider should be prepared to provide services beyond above timings as per mutual understanding. 2.Scope of work :- 2.1.The CAMC will be of all inclusive comprehensive type of including conveyance for AC units and regular maintenance for Cleaning indoor and outdoor units. The CAMC charges to be quoted including of Compressor, indoor & out door,gases etc accordingly. No extra will be payable other than the CAMC charges The replacement of all parts if any should be original, genuine make and old replaced should be shown or handed over to our branch / Divisional office During every servicing dust should be blown from Indoor / Outdoor AC unit and cleaned. Output voltage and input voltage should be adjusted to rated required level Checking of cooling fans with checking of connections for terminals. Ensuring proper earthing. The reading of phase voltage and neutral with respect to ground to be checked & corrected for any defects and any abnormality to be intimated. The reading for input & output voltage, current, temperature should be recorded in the service report Connections of all terminals / copper pipes to be checked / cleaned and necessary work to be carried out. Ensuring proper working of all components of AC units. 17

18 3. TERMS AND CONDITIONS:- LIFE INSURANCE CORPORATION OF INDIA 3.1.The quoted CAMC Charges should be inclusive of all taxes applicable as per the Government norms but exclusive of GST and all statutory deductions will be made from your bills as per the government regulation. ( i.e, IT, etc) 3.2. The vendor/ Service provider submit service report for regular and complaint calls duly acknowledged by the branch official. One each in branch and divisional office should be enclosed along with periodic bills as a proof of attending services. 3.3 Any injury to your service men while attending the servicing / break down calls will be the sole responsibility of service provider. No compensation whatsoever would be given by LIC The service provider / vendor should be in a position to provided stand by unit in lieu of faulty unit and which takes more than two days to rectify the defects. 3.5 Payment will be made after completion of quarterly servicing for which the agency should submit invoice along with service reports for the services carried out during the quarterly period. The proportionate amount will be deducted if complete services are not provided No deviation to LIC conditions of contract is acceptable and if any such deviations observed, the tender is liable to be rejected In the event of services being not satisfied during the CAMC period LIC of India reserves the rights to terminate the contract by giving 30 days notice. 18
