1 National Disaster Mitigation Program NDMP Overview, Ontario Projects, and Final Call for Proposals March 6, 2018

2 NDMP Overview The NDMP is a 5-year federal program that set out $183 million for flood mitigation projects to reduce significant recurring flood risks and costs to Canadians. Federal funding is up to 50% of project costs, to a maximum of $1.5M per project. NDMP closes March 31, March 6, 2018 Ministry of Municipal Affairs 2

3 NDMP Overview NDMP categorizes eligible flood mitigation projects into four streams: 1. Risk Assessments 2. Flood Mapping 3. Mitigation Planning 4. Investments in Non-structural and Small Scale Structural Mitigation Projects NDMP funding is available to provinces and territories, and provides opportunity to collaborate with other eligible organizations. Ontario is collaborating with eligible organizations (e.g. municipalities, conservation authorities, and indigenous communities). March 6, 2018 Ministry of Municipal Affairs 3

6 Examples of Risk Assessment Projects: Variety of risk assessments undertaken for major flood risk communities, including the creation of flood event databases. City-wide flood risk profile using: Detailed flood risk / performance information for sanitary sewers, storm sewers, and streets where available. Proxies for areas where detailed sanitary, storm, and rainfall-induced street flooding risk information is not available. Riverine flood mapping as a conservative indicator of risk potential only. 10 Examples of Flood Mapping Projects: Update floodplain maps using 1D model to represent channel flows at several flood vulnerable locations (e.g. roadways/railways). If needed, conduct 2D model analysis to understand overland flow and extent of flooding at these locations. Accurately represent flooding extents, depths and velocities at road crossings which are at risk of over-topping and flood vulnerable structures based on a previous study. Support development of appropriate flood proofing requirements for redevelopment areas. Support development of potential flood mitigation measures and emergency management plans in areas that experienced numerous flooding issues to buildings and roads. 12 Examples of Mitigation Planning Projects: Critical assessment of flood risks within a flood damage center, possible mitigation measures to relieve the flood risk, and an updated 2 Zone Flood Management Policy that will allow for managed development within the floodplain fringe. Damage center contains over 400 homes, commercial development, and apartment complexes. Assess feasibility of modifying flood control operations at two dams, and examine the viability of implementing recommendations from recently completed dam safety reviews. 13 Examples of Small Scale Structural Projects: Reconstructing 300m of a 2400m dyke to provide protection to existing development to the regulatory flood standard (part of a 20- year reconstruction plan). Dyke rises 6-7m above the adjacent river bed and reduces the potential of flood plain flooding up to 4m in depth under year floods. Replacement of a single culvert at a major road with two - 3.0m x 1.5m box culverts. Implements improvements to existing infrastructure and provides a level of protection for life & property to current design standards, up to and including a 1:100 year storm. 1:100 year storm is estimated to potentially impact 187 buildings and incur $6.5million in building damages. 16 Examples of Non-structural Projects: Education program for residents in several municipalities. Inform residents about flood prone areas and ways in which residents can minimize risk. Update or develop rating curves for water level gauges to benefit Flood Forecasting and Warning programs Improve accuracy in calibration of hazard mapping models used to assess flood risk areas. Eligible organizations to submit project proposals to Ontario by September 14, project proposals to: national.disaster.mitigation.program@ontario.ca.
