Introduction The aim of this document is to inform DSS members of the next steps for the modernisation of some social surveys (EU LFS, EU-SILC and surveys in the fields of education and health) and for the modernisation of population statistics. 2. Modernisation of social surveys The scope of the modernisation of social surveys correspond to the scope of the current LFS, SILC, AES, EHIS, ICT (HH), HBS and TUS. Both LFS and SILC have embarked on revision processes since some years and the deliverables of both review projects must be streamlined into the modernisation of social statistics, together with improvements from other social surveys, and the timing must be co-ordinated. As described under agenda item 3.3, the is to move towards a Framework Regulation for an Integrated System of Social Surveys (European Parliament and Council regulation) to be submitted to the Council and the EP no later than by end 2016 It will refer to data sources and introduce principles that countries might find useful for their statistical production. The framework regulation will basically describe the modalities for implementing the technical packages. It will not include detailed variables to be collected or methodological issues, which will be dealt through Commission delegated or implementing acts ( technical packages ). We think this is the correct layer where technical should take place, it provides more flexibility to the system, and it goes along the main orientations defined in the Lisbon Treaty. In terms of calendar, the aim is to finalise the technical s for LFS, SILC, surveys on education and health, and standardisation and harmonisation of variables by the end of 2014 so that a complete set (framework regulation and implementing provisions for the technical packages) is brought to DSS and ESSC early 2016 before it goes to the Commission for adoption (in the meantime an impact assessment will be carried out 1 ). Taking into account at the Council and EP, it is not likely that it is in place before The roadmaps on EU-SILC, EU LFS and surveys on education and health 2 are all distinguishing between three packages with different timing. A first package of key elements to be covered by the Framework Regulation for social surveys will be finalised by December The proposed package will be submitted to the spring 2015 DSS meeting. A second package would consist of elements which will not be in the Framework Regulation but will probably be dealt with through Commission delegated or 1 This impact assessment would also be required if the basic legislation (LFS or SILC) would be revised as well. 3 implementing acts ( technical packages ). The target is for the elements of this package to be ready at the end of Work on a third package of issues not to be included in legal acts can go on till the end of 2016 or the beginning of Modernisation of population statistics For the modernisation of population statistics, the proposed strategy relates to the long term (i.e. after 2020). A single legal basis for population statistics (including demography; population and housing census and migrations) based on a single population definition is proposed. Included are the tentative legal solution timetables for: The 2021 census (transitory solution). Data collection from administrative sources related to asylum, immigration enforcement, residence permits and similar. 3
