3 Legal basis Framework Regulation (EC) no 1338/2008 to implement statistics for European Community Health indicators (ECHI) and other indicators with explicit focus on health care Commission Regulation on health care expenditure statistics: adoption planned for Jan WGPH December 2013: Start on implementing regulation for non-monetary health care statistics in October 2014 Health Data Correspondents OECD 3

4 Background: EU Health Policy (1) Health - part of the Europe 2020 policy framework Council request in December 2013: 1. A sustainable and integrated EU health information system 2. The adequate representation of health in the framework of the Europe 2020 Strategy 3. 5 Background: EU Health Policy (2) Since 11/ Joint Assessment Framework (JAF) for Health Part of the Europe 2020 strategy and the European Semester Evidence-based tool for country specific recommendations (CSR) Pilot results for Member States presented in June 2014 Major concern: Data gaps and data quality at EU-28 level Limitations in quality of coverage and cross-country comparability October 2014 Health Data Correspondents OECD 5

6 IR HCARE The challenge Joint Questionnaire with OECD and WHO Major improvements through coordinated action with OECD and WHO in data collections However: Gaps and differences in quality of data Main goal for IR HCARE: Comparable data for all EU-28 Mandatory variables as subset of JQNMHC Ensure availability and robustness for all EU-28 "data shall be compiled mainly from administrative sources" (reg. 1338/2008) October 2014 Health Data Correspondents OECD 6

7 Action Plan Member States nominate a Task Force (TF) IR HCARE Delegates from Belgium; Germany; Ireland; Italy; Latvia; Luxembourg; the Netherlands; Finland, and the United Kingdom Objectives Propose a set of mandatory variables for the IR HCARE Propose a manual for those variables with Clear definitions Some methodological recommendations, e.g. on estimates, to reach comparable data for all EU-28 IR HCARE for adoption by October 2014 Health Data Correspondents OECD 7
