2 Objective of the paper: To present the Working Group the current developments with regard to ESSPROS: dissemination and publications, bilateral meetings with national delegates as well as projects and partnerships The WG is expected: Take note of the recent actions and developments in the fields of ESSPROS.

Introduction During the last years, ESSPROS delegates contributed to an increase in quality regarding data transmitted to EUROSTAT, timeliness of transmissions and level of detail in data for Core system as well as for Pension Beneficiaries and Net Benefits. In 2011 the "Consolidated Quality Report" was available as a paper publication for the first time. In 2012 a detailed edition of the "Manual and user guidelines" was published. It contains examples, further explanations and a complete list of schemes for each country in over 200 pages. These improvements have led to a good quality of the dissemination of the data, by allowing EUROSTAT to investigate new dissemination methods that, in addition to the current ones, will increase the visibility of the data and will help end users and general public to make use of a wider spectrum of Social protection data. 2. Publications and dissemination This chapter shortly presents the recent publications with regard to ESSPROS as well as the recent developments concerning ESSPROSS disseminations tools. 2.1 References Eurostat Website ESSPROS Dedicated section: The main objective of this dedicated section is to allow end-users to access not only the ESSPROS figures, but also the necessary information about legal basis, extended bibliography, links to the different dissemination tools (EUROSTAT database and CIRCA), etc.. It will be updated in the coming months. The link to the dedicated section is: Eurostat Statistics Explained: Statistics Explained is an official Eurostat website presenting all statistical topics in an easily understandable way. Together, the articles make up everyone's encyclopedia of European statistics, completed by a statistical glossary clarifying all terms used and by numerous links to further information and the very latest data and metadata, a portal for occasional and regular users alike. 5 2.2 Publications ESSPROS Manual: The ESSPROS Manual 2011 edition is the reference document in the four Commission Regulations implementing the EP and Council ESSPROS regulation (No 458/2007). It contains all detailed definitions and classifications. It includes also an Appendix on the Methodology of the module on net social protection benefits. The link to the ESSPROS Manual 2011 edition: ESSPROS Manual and user guidelines: The new "ESSPROS Manual and user guidelines" is the updated user guide for compiling and using ESSPROS according to the definitions and classifications reported in the ESSPROS manual edition This detailed edition of the Manual and user guidelines contains in addition examples, further explanations and a complete list of schemes for each country in over 200 pages. The link to the ESSPROS Manual and user guidelines 2012 edition: ESSPROS Quality Reports - Core System and Pension Beneficiaries : The aim of a quality report is to bring together the multiple components of the quality of statistical data; respecting the criteria commonly used in assessing the quality of statistics. The quality criteria are determined by the European Statistical System (ESS). In 2011 the ESSPROS Quality Reports was published in paper format for the first time. 6 2.3 Dissemination CIRCA WEB CIRCA is a tool providing a facility that can be used for the dissemination of html files. In the Information tab of ESSPROS CIRCA group there are two Webs: Publication: Restricted access to national delegates. The publication is used to evaluate the data to be disseminated to general public. htm ESSPROS data: Unrestricted access to ESSPROS data for general public. EUROSTAT DATABASE (Eurobase) Eurostat Database (Eurobase) continues to be the standard dissemination tool for the Quantitative data at all schemes level. This dissemination tool has been in fact created to increase dissemination capabilities allowing end-users to select the information and keeping the enquiries to the database for common uses. ESSPROS-BASE ENVIRONMENT It will ensure a better integration of the different ESSPROS types of information under the same environment; although Quantitative -at all schemes level and detailed by scheme- and Pension beneficiaries data will continue to be separated, Qualitative information will be attached to both of them. A new table called Pension beneficiaries at 31st December will be created spr_pension with the table spr_pns_ben inside. 5 dimensions: - GEO - TIME - SEX - SPDEPB - SPDEPM The creation of a new dimension called CATEGORY in Quantitative data datasets is under development. It aims to allow an extraction of data by category of schemes.

7 3. Bilateral meetings with national delegates This new approach was introduced by our unit starting to this year in order to get closer to the countries' needs. The objective of bilateral meetings is to improve the quality of ESSPROS data and to reinforce the statistical cooperation between national delegates and Eurostat. The delegates to be visited are selected on the basis of the remarks and results which arose during the 2011 validation process. In 2012 bilateral meetings took place so far in Poland, the United Kingdom and Ireland. Moreover, Croatia has been visited due to its accession to the EU in On that occasion Eurostat offered its support so that the ESSPROS data collection and validation processes develop properly. The assessment of the missions is carried out with the help of a short questionnaire filled out by the visited countries. 4. Projects and partnerships SPC and ISG Starting to this year, ESSPROS team is participating to Social Protection Committee (SPC) meetings in order to take note of the new developments and to provide the methodological support when requested. As regard to the Indicators' Sub-Group (ISG), ESSPROS team is involved, at the request of DG Employments, to actively participate to the development of indicators based on pension beneficiaries. The current policy debate at EU level on the sustainability and adequacy of pension system can be further supported by accurate and comparable data on pension beneficiaries in each Member State. Benefit recipiency project In 2011, the OECD and the EU started jointly to collect data about recipients of social benefits to be able to follow in time and compare the impact of social safety nets across countries. For feasibility reasons, the scope was limited to income-replacement benefits paid in cash (on a regular / periodic basis), as well as some important supplements (such as housing) starting in The main variables of interest include the number of recipients (caseloads) at the programme level (both raw and when possible adjusted to avoid double-counting across programmes), inflows and outflows, average amounts paid per beneficiary, as well as the main characteristics of beneficiaries. ESSPROS data and methodological background is used for the accomplishment of this project.
