3 Characteristics of SHA z SHA is characterised by its three-axial approach with common dimensions for y Functions/output of health care (what is done); y Providers of health care (who does it); y Financing institutions of health care (who pays for it) z Common dimensions are to be used in all statistics to allow for easy comparisons and analyses z National classifications for these dimensions can be used further, as translations are planned. 6 Planned use of SHA data z The future use of SHA data in Europe can be described by the following topical categories: y Known use: Topics with existing data and indicators y Apparent use: Topics with already approved indicators but with data not yet existing y Foreseeable use: Topics with known interest but with indicators not yet defined or specified y Ad hoc activities: Spontaneous projects, often initiated by political events Dr. Gunter Brückner, Eurostat E 3 21/11/2001 6

8 Initiating new SHA data projects z Eurostat serves the information needs of European Commission (EC), European Parliament (EP), European Council (MS), and the public: y EC initiators: DG SANCO; DG MARKET; DG EMPLOY; DG REGIO, other DGs y EP initiators: Political parties and EP groups, mostly during reading of respective legal acts y MS initiators: Various committees in different DGs Dr. Gunter Brückner, Eurostat E 3 21/11/2001 8

9 Deciding of future priorities z SHA as part of the European Statistical System (ESS) has standing procedures for deciding on introduction or adaptation of statistics and on priorities always together with MS: y Statistical Program Committee (SPC) votes formally y Expert committees such as Working Group Public Health Statistics do recommendations y Task Forces do preparatory practical work Dr. Gunter Brückner, Eurostat E 3 21/11/2001 9

10 Commitment of MS z Some parts of the European Statistical System (ESS) are based on legal acts, others among them health statistics on gentlemen s agreement ; z Health statistics are based on MS commitment z This is also true for candidate countries; the acquis communautaire cannot be forced; moral suasion will be used instead to implement.
