5 FRS 2011/12 main findings Income and State Support Receipt Income from employment has remained stable at an average of 73 per cent of total household income over the last 10 years. 62 per cent of all benefit units were in receipt of at least one form of state support, including tax credits. Retirement Pension (received by 26 per cent of benefit units) and Child Benefit (received by 23 per cent of benefit units). In total, 48 per cent of benefit units received at least one of these two benefits. 5

6 FRS 2011/12 main findings Tenure 35 per cent (9.4 million) of UK households rented in the social (4.7 million) or private (4.7 million) sectors compared to 65 per cent (17.6 million) of households which owned property (outright or with a mortgage). The percentage of households which owned outright has increased from 2002/03 to 2007/08 and then remained constant at 33 per cent from this point onwards, while the percentage buying with a mortgage gradually declined but has remained stable in 2010/11 and 2011/12. 6

7 FRS 2011/12 main findings Disability 6 per cent of children were disabled compared to 16 per cent of adults of working age and 45 per cent of adults over State Pension age. The estimated percentage of the population who were disabled remained relatively constant over time at around 19 per cent, although the number of disabled people increased as a result of the increasing overall population. 7

8 FRS 2011/12 main findings Carers Around 5.1 million individuals were carers (8 per cent of the population). In 2011/12, 10 per cent of working age adults, 12 per cent of State Pension age adults, and 1 per cent of children, were carers. The percentage of carers by age has remained broadly stable over time. 8

9 FRS 2011/12 main findings Pension Participation Participation rates in employer-sponsored schemes were the same for males and for females at 23 per cent. However, participation in individual personal (including stakeholder) pensions is lower for females (3 per cent) compared to males (7 per cent). Differences in participation rates in personal pensions between males and females are affected by differences in economic status (selfemployment is more prevalent for males, and inactivity is more prevalent for females). 9

10 National Statistics accreditation Formal quality review of FRS and related statistical series was published by the UK Statistics Authority in December This re-affirmed the FRS as meeting the requirements for designation as National Statistics and signified compliance with the Code of Practice for Official Statistics: Designation can be broadly interpreted to mean that the statistics: meet identified user needs; are well explained and readily accessible; are produced according to sound methods, and are managed impartially and objectively in the public interest. 10

11 National Statistics Accreditation Following recommendations improvements were made to the FRS annual report from : Improving the information about the quality of the statistics included in the annual reports so that it describes the strengths and limitations of the statistics in relation to the range of potential uses Improving the commentary in annual reports so that it aids user interpretation of the statistics A review the balance between users needs for accuracy and timeliness and was also recommended and carried out. Once statistics have been designated as National Statistics it is a statutory requirement that the Code of Practice for Official Statistics shall continue to be observed. This means that to maintain National Statistics classifications an ongoing process of review, development and quality assurance is required. 11

13 FRS and EU-SILC From April 2012 the FRS is being used to capture the cross-sectional data requirements for EU-SILC ONS, which previously used the General Lifestyle Survey (GLF) to fulfil all the EU-SILC requirements, retains responsibility for the longitudinal EUSILC element. Completed FRS interviews will form the sample frame for a follow-up survey, which ONS will use to meet the longitudinal EU-SILC requirements. DWP and ONS have agreed to share savings from this exercise. DWP is working to minimise any increase in the length of the FRS questionnaire, and disruption to FRS estimates. 13

15 Secure Data Access Pilot In February 2013 DWP re-established access to special (potentially disclosive) versions of the FRS datasets through a safe room at the UKDA. In support of Government Open Data Agenda, and to minimise research burden to access FRS output data products and to minimise travel to UKDA for analysis DWP is piloting a new secure data access process. As part of the process being piloted, research organisations complete an application, followed by a security clearance process (GSAD), and contract to gain access to special licence versions of the FRS. 15

16 FRS data Linking Building on research carried out by Steven McKay from Birmingham University DWP has been experimenting with fuzzy matching FRS data to administrative benefit and tax credit sources. We have been investigating bias and reporting error, using three years of data to 2010/11, for: consenters and non consenters Benefit and tax credits claimants: recorded on FRS or administrative sources only, as well as on both for three years to 2010/2011 We will explore the possibility of enabling access to linked datasets for wider analysis when the secure data access pilot is completed. 16
