2 IMPORTANCE OF THE RELIABLE ENERGY STATISTICS IN THE HOUSEHOLDS SECTOR - The household sector is one of the largest users of energy in the EU. In Lithuania, the household sector consumed 32 % of final energy in 2012 (transport sector - 33 ). - The evolution of the EU energy policy priorities increases demand for more detailed information, in particular on renewable energy (Directive 2009/28/EC of the European Parliament and of the Council, on the promotion of the use of energy from renewable sources). - The statistical information on households is a part of a total picture for energy supply, demand and consumption in the country. - Information on energy consumption in households are used for energy balance compilation, formulation of energy politics, renewable energy support politics and in similar areas.

3 THE KEY AIMS OF THE PROJECT PRODUCTION OF A MANUAL FOR STATISTICS ON ENERGY CONSUMPTION IN HOUSEHOLDS - The main aim of Mannual is to help all Member States (and not only) to improve their data on the household sector generally, learn alternative techniques and specifically to meet the new requirements of the Energy Regulation. - This Manual aims to be a reference document, a guidebook, and hopefully a source of inspiration for new ideas that can help statisticians provide comprehensive and comparable data on household energy use. - Manual is a contribution quality and methodology together. This practical book will be an essential tool for all statisticians (particularly to the young statisticians and newcomers), statistical institutes, students and others wanting to advance in the domain of statistics on energy consumption in households. - Training. All methodological and practical aspects, working methods should be understood universally.

4 THE COMMUNICATION OF THE PROJECT TEAM AND EUROSTAT WITH NSI OF MEMBER STATES DURING THE MESH PROJECT (1) - Eurostat created a Task Force in 2008 with a view to providing knowledge in the statistics scope on the revision in the statistics on the household energy consumption. To evaluate the availability of statistics on energy consumption in households a questionnaire was designed and distributed by Eurostat to the Member States in In 2009 and 2010, Eurostat promoted SECH Pilot Projects (Development of Detailed on Energy Consumption in Households) in the Member States. 17 Member States (including Lithuania) joined this initiative to implement specific projects aimed at improving the energy consumption knowledge of the household sector in year 2009 and In 2011, Eurostat Energy Working Group meeting the MESH project was presented, informing Member States on the iniciative set up an ESSnet project. - In 2012, the updated questionnaire on the availability and situation of statistics on energy consumption in households was distributed by Eurostat to the Member States.

5 THE COMMUNICATION OF THE PROJECT TEAM AND EUROSTAT WITH NSI OF MEMBER STATES DURING THE MESH PROJECT (2) - In 2012 and 2013, Eurostat Energy Working Group meetings MESH project was presented. Member States were informed on the project progress: the work done, plans and etc. - ESSnet MESH portal was created. - In 2013, a first version of the definitions included in the manual has been finished and sent through Eurostat to all Memeber States requiring their feedback. - Five Newsleters during the MESH project were prepared and issued. - Training course " on Energy Consumption in Households" (theory and practical exercises) was organized. The project team and Eurostat invited and encouraged all Member States to participate actively in the MESH project.

6 THE MESH PROJECT RESULTS AND USEFULNESS OF THE DELIVERABLES TO STATISTICS LITHUANIA Mannual for statistics on energy consumption in households practical book and essential tool for all energy statisticians, researchers, students and etc. Most important and useful chapters of mannual for us: - Description of methods: business and households surveys; use of administrative data; modelling. - Definitions: the manual describing in detail the definitions. Comparability between MS can be achieved only when these statistics are based on the same definitions. - Country case studies: a number of the best practices and examples as a fruitful source of inspiration. - Going beyond the regulation: Regulation (EC) No 1099/2008 of the European Parliament and of the Council on energy statistics: energy consumption in households by end use for main fuels: space heating, space cooling, water heating, cooking, lighting and appliances and other uses is planned to become integrated into the scope of the Energy Regulation 1099/2008 by 2014.
