Executive summary The present paper aims at reporting overall project status to the Vision Implementation Network (VIN). The VIN members are invited to take note of: the project achievements in Section 1 below; the current project developments in Section 2; project issues influencing project progress in Section VIP.ESBRs project achievements Several important success criteria of the VIP.ESBRs Business Case have been addressed already in 2016 Q1: The new production cycle of EuroGroups Register (EGR) started in December 2015 with a working version of the EGR 2.0 system (although EGR 2.0 was not expected before summer 2016 according to the planning of 2014). This is the result of several years of IT development effort (particularly intensified in 2015) and collaboration between ESSnet experts, Eurostat business and IT experts, IT contractors and users from the involved countries in the ESS. EGR IM, the Interactive Module of EGR, was developed in less than a year and was opened to the statisticians in the Member States in February It fosters on-line collaborative statistical production among statisticians from the Member States, by providing secure remote access to confidential microdata. 1
3 The Interactive Profiling Tool (IPT) prototype was opened to the statisticians/profilers in the Member States in March 2016 to support the new Profiling cycle (although it was not expected until later in the next phase of the project). The IPT prototype is implementing the result of several years of methodological effort for international Profiling in the ESS. The IPT prototype was developed in less than a year and will foster on-line collaborative Profiling among profilers and statisticians from the Member States. Its development required intensive collaboration between ESSnet experts, Eurostat business and IT experts, IT contractors and users from the involved countries in the ESS. A preliminary version of the ESBRs Business Architecture (BA) deliverable was delivered in November For its preparation, close collaboration of business experts from 8 countries was necessary. Eurostat provided also Enterprise Architecture (EA) and business domain expertise. As regards Profiling, thanks to the continuous support and coaching provided by the more experienced NSIs, many NSIs have actively started to participate in Profiling activities. In this context, the benefits of intensive Profiling in terms of quality improvements have been confirmed by the NSIs that have tested it. In parallel, the ESSnet and Eurostat experts are closely collaborating for clarifying any remaining methodological issues. 2. Current developments In 2016, the project (and the ESBRs ESSnet in particular) is expected to deliver most of its main methodological artefacts: The current version of the ESBRs BA deliverable was distributed to the Member States for consultation in March The input of the Member States will be collected until the ESSnet Workshop on ESBRs Business Architecture, Interoperability Framework and Statistical Services of March in Luxembourg, in order to allow the ESBRs ESSnet to submit its final proposal in April Eurostat will bring the ESBRs BA to the Business Statistics Directors Group (BSDG) for endorsement in June The Profiling methodology is expected from the ESBRs ESSnet in April The relevant results will be presented to the Member States in the ESSnet workshop on EuroGroups Register and Profiling of April in Paris. A Centre of Excellence (CENEX) on Profiling is expected to start from June The business model for integration of Profiling/IPT information into EGR is expected from the ESBRs ESSnet in April Efforts will be made to implement this model in production before the end of the project. The description of ESBRs Statistical Services is expected from the ESBRs ESSnet in April The Interoperability Framework deliverable is expected from the ESBRs ESSnet by September The Interoperability Framework will provide guidance for practical implementation of the Business Architecture, including EGR, Profiling/IPT and Statistical Services. 2
4 The commitment and particular expertise, as well as the good collaboration of the involved experts from the ESSnet and Eurostat create confidence that the objectives of the project's Business Case can be achieved, together with close project monitoring and (when applicable) corrective action. 3. Issues and risks Certain major risks of the project were successfully mitigated in the last few months, by e.g. the deployment of a working version of EGR 2.0, the deployment of the IPT prototype and the preparation of the first complete draft of the Business Architecture. Nevertheless, a number of important risks influence the project (see Annex A). Certain of these risks require active involvement of the Member States, as for example: For the endorsement of the BA by the BSDG by June 2016, the national experts need to reach common ground on all pending issues. The discussion on the details of the BA is going on since (at least) Certain countries hosting the Global Decision Centers (GDC) of a big number of very large multinational groups have not yet joined the common Profiling efforts. This makes European Profiling difficult to achieve. Wide consensus has still not been reached on the European Profiling methodology. The relevant discussion is going on for several years now. 3
5 ANNEX A A series of important project risks can have an adverse impact in the attainment of most of VIP.ESBRs objectives. Nevertheless, they can potentially present an opportunity to intervene in a positive way into the project. Appropriate risk response strategy is being developed. No Risk Probability Impact Risk response strategy 1 Delay in the development of the Business Architecture (BA) deliverable 2 Lack of sufficient involvement of Member States in Profiling/IPT 3 Further delay in the specifications for integration of Profiling/IPT in EGR Medium High In case the countries do not accept the BA proposal, to increase countries involvement and to bring the issue to SG and BSDG. High Medium Eurostat to motivate more Member States to participate. The existence of the IPT prototype from next year (making online collaboration faster and simpler) will play an important role. Medium High Main principles to be reflected in the BA. In case of divergent opinions within the ESSnet, to bring the issue to the SG and eventually BSDG. IPT is only a prototype, thus the business impact is lower than for EGR. 10 Certain ESSnet deliverables may not present the views of all countries Under consideration Under consider ation The ESSnet partners are expected to reach maximum consensus by providing at the same time realistic solutions. This is not always an easy task. Eurostat facilitation and the involvement of governance bodies (SG, BSDG) may be required. 5
