13 Selecting a Vendor Selection committee designated seven members - equal agency representation tasked with evaluating all proposals and short-listing firms conduct short-listed vendor interviews make a final decision based on RFQ & RFP responses, interviews, and pricing

14 Selecting a Vendor Proposal review pricing submitted per unit using a predetermined pricing template technical scope of work outlining methodology and techniques successful proposals met all requirements without (much) deviation committee contacted client references for feedback and product samples Vendor interviews short & sweet brief presentation describing their proposal committee questions intent was to gain a better feel for the quality and integrity of the firms

24 Acquisition & Delivery Flight window opens in late March 3-4 weeks between snowmelt and leaf-on vendor flight staff home based at local airport for weather readiness flights conducted within a ten-day period during the first part of April 2004

25 Acquisition & Delivery Photo processing initial scans for film acquisition sent to project manager for committee review and approval (contrast and appearance) - May 2004 oblique photography samples delivered - May 2004 photo products sent to project manager for committee review as they are available deliverable schedule from late Summer 2004 to early 2005

26 Acquisition & Delivery Quality control internal ground targets set by County staff identification of problem areas from previous ortho products examination of areas like bridges, overpasses, seam lines, etc each agency responsible for their own QC, but committee to meet and discuss methods and findings

27 Notes How were we able to bring the group together? communication awareness of current situations relating to aerial photography in other agencies regional GIS initiative motivated individuals compromise and support Major (potential) stumbling blocks financial commitments finalizing deliverables

28 Notes Things to consider begin planning at least months in advance establish core project committee solicit local utilities, state & federal agencies research grant funding availability secure financial commitments as early as possible understand your RFQ/RFP/Bid language; provide detailed requirements request unit pricing for easier price breakdowns per agency consider the potential flight window for your area consider ground conditions for color photography (standing water, flooding, brown vegetation)
