The State government has been successfully implementing the prior actions, and in many cases going beyond what was planned. By mid-july 2015, 6371 firms in the State of Amazonas were issuing the NFC-e. This number is equivalent to about 12 million invoices per month and R$212 million in sales. All Government agencies publish their procurement plans on the e-compras AM portal, and the new budget execution practices are in use. There are 22 AISCs operating in the State, and 31 performance indicators currently being used. Additionally, it is relevant to note that the average cost per AISC has decreased from R$ 25 million in 2012 to R$ 9 million in 2014, way below the reduction target of R$ 17 million discussed during project preparation. The expansion of the Ronda no Bairro program is now completed. The new administration is focusing on improving the program's management, monitoring and evaluation systems. Construction of the Casa da Mulher Brasileira is still delayed, although the land has now formally been ceded. This delay is not expected to disrupt the service provision for women, as the State has been using other State facilities to provide the services, as described under the corresponding indicator. 5 Number of firms issuing the NFC-e (electronic invoice) (Number, Custom) Value The indicator has been achieved, and the final target was exceeded. This is due partly to the fact that the adoption of the NFC-e became mandatory from January 1, 2015 onwards. It is expected that by the end of 2015, the number of firms issuing electronic notices will increase to 10,000. Procurement processes completed in less than 45 days (Percentage, Custom) Value A decrease in the volume of processes due to the fiscal tightening in 2015 led to significant improvement in the indicator, as it meant less demand for the Procurement General Committee (Comissão Geral de Licitações - CGL). Additionally, the CGL created a sub-committee to handle processes of the health sector, which facilitated the implementation in this area that constitutes the vast majority of state purchases. Finally, the team's increased experience has helped to speed up the completion of the proposal evaluation phase. Although SSP affirmed that the 29 (out of the 31) most important indicators will not be modified, internal pressure from officers has led to the establishment of a Commission to review all the other variables that are used to measure police performance (e.g. number of community meetings). The director has also been replaced. Women receiving services at the Casa da Mulher Brasileira (Number, Custom) Value The Casa da Mulher Brasileira has not been built yet, although the legal constraints that the team encountered during the last mission - land property rights - have now been resolved and construction is expected to begin soon. It is expected that the Casa da Mulher will be operational by the end of However, from 2013 to date, a total of women have received services from the existing network of municipal service providers (SAPEM, Casa Abrigo, CREAM). 10/14/2015 Page 8 of 10

9 PHTRANCHESEC Implementers of Maria da Penha Law receiving training (Number, Custom) Value The Sub-Secretariat has made tremendous efforts to train staff engaged in service delivery under the Maria da Penha law. It offers a number of trainings and awareness programs: (i) training for police officers, local judges, social workers and psychologists; (ii) training for stakeholders at the community level such as local leaders, associations, NGO representatives to become "multipliers" of women's rights throughout the State; (iii) training for local women community leaders, through a 'Popular Legal Promoters' program, an initiative that aims to create conditions for women to learn about their rights, laws and legal mechanisms, and making them a resource and a reference in their community; (iv) a project that educates elementary school children about the Maria da Penha law; and (v) "popular workshops" to raise awareness of the Maria da Penha law among the general population (schools, community organizations). The number of people reached through the popular workshops in particular is quite significant and explains the increase in the numbers for this indicator. While the PD refers to implementers, the measured indicator includes implementers in a strict sense and implementers in a more loose sense individuals who are disseminating the law and thus making it applicable to victims on the ground.
