As a result of a Cabinet reshuffle the DRDM, previously structured as a Division within the Ministry of Environment, Energy and Climate Change has now become a Department under the Vice-President s Office. Also, the 2014 DRM Act is currently under review and is expected to be enacted by the first quarter of 2017 to reflect these changes and initiate the process transform the DRDM into a National Agency. In the context of strengthening the institutional and legal framework for disaster risk management, none of the district protocols for preparedness and response were updated in 2016 due to: (i) a number of restructurings at District level; and (ii) the occurrence of the national elections. Another factor is that guidelines for preparation of emergency plans with accompanied training were not developed to update these plans. DRDM indicated that with the new DRM Act will include new provisions for district councils to update their preparedness and response protocols and will implement a plan of 3/3/2017 Page 1 of 7

2 action to accelerate this activity. DRDM conducted a various awareness campaigns and drills, among them were (i) a test of the national emergency response plan for man-made hazards; (ii) IOWAVE 16 (Indian Ocean Tsunami exercise); and (iii) an oil spill exercise to test capacity of sectors that have roles to play in oil spill as part of the Critical Maritime Routes in the Indian Ocean Project. Due to the re-structuring of the Ministry of Health into (i) a Health Care Agency HCA for hospitals and clinics and (ii) a Public Health Authority, the update of the health sector contingency plan was not realized. DRDM has agreed with PHA that the need for a sector contingent plan will be addressed through the update of the epidemic response plan, and the preparation of a disease vector control plan. Related to integrating risk reduction into development planning, it has now been clarified that the Department of Risk and Disaster management s participation in the review and selection of new investments projects by the Seychelles Investments Board (SIB) is limited to providing recommendations through its technical Committee. This does not automatically guarantee that risk reducing recommendations will be included in the approval process by the Planning Authority. The DRDM is committed to further strengthen the decision making process and indicated that the new DRM Act will provide the legal support to this extent. 3/3/2017 Page 2 of 7

Three districts will need to update their preparedness and response protocols to reach the intended target of five by the end of DRDM indicated that with the new DRM Act will include new provisions for district councils to update their preparedness and response protocols. DRDM also ensured that additional efforts will be made to complete this results indicator. From the IOWAVE gap exercise a series of component/sector specific (ports, airports, health) exercises will be developed/carried by September.. A Geospatial working group has been established, which is led by the GIS center of the Ministry of Land-use and Housing and includes technical staff from DRDM, Environment, Fire Department, Police, Statistics, Utilities, Transport, Tourism. The working group meets very few months and works on maintaining the geospatial data platform.
