2 Implementation Status and Key Decisions The project continues to make substantial progress. Under component 1 (Institutional Reform and Organizational Change), a new National Statistical Development Strategy (NSDSII ) was widely disseminated and now serves as a source document that guides statistical reforms and statistical interventions. The Statistics Bill has gone through one more round of stakeholder consultation and is expected to be presented to Parliament in March As at December 2017, a total of 71 staff have been sponsored since project inception to pursue various courses leading to the award of a post-graduate degrees (Masters Level Degree) in economics, statistics/mathematics, demography, geography, sociology, GIS, information technology/computer science, project management and supply chain management. Under component 2a, the project continued with capacity building programs, intended to improve the professional skills of staff on data collection, analysis and reporting. Staff of the Finance Department of the GSS are now able to use the GIFMIS Platform to generate financial management reports. Most implementing ministries and agencies were also able to undertake data collection initiatives for the respective sectors with minimal use of consultants. For Sub-component 2b: (Improving the statistical framework): Under this sub-component, the Geographic Information System (GIS) Unit of GSS is continuing with the digitization of all district maps and enumeration area maps. As at December 2017, the Unit was updating the last batch of 872 EAs out of 37,650 Enumeration Areas. For component 3 (Data Production and Dissemination); the Ministry of Education (MoE) has initiated training for data collection, data capture and collation of data from the entire 216 districts for the 2017/2018 Annual Schools Census (ASC). The main report for the Integrated Business Establishment Survey (IBES II) was disseminated in September The field work for GLSS 7 has been completed in October 2017 and data cleaning was undertaken. The team is now analyzing the data. The team is preparing the main report and the poverty report which are projected to be disseminated by the end of April The GSS team is undertaking a series of activities towards the CPI and GDP rebasing exercise. For the CPI rebasing, the collection of market price data is on course and the new CPI series is planned to be released in March or early April The GDP/national accounts rebasing process is also ongoing with the development of a Supply and Use Tables (SUT). IBES II data is being reviewed to estimate product and inter-sectoral ratios for the SUT. Over 50% of the work for the administrative data on all sectors of the economy from 2012 to quarter two of 2017 has been completed.
