The Social Investment Fund for Local Development (FISDL) finalized the implementation of the seventh round of the Temporary Income Support Program (PATI) that involved 1,771 participants living in six of the country s most violent municipalities, was focused on participants between years old, and involved a coordinated effort with the Ministry of Justice and Security. This round sought to improve social cohesion and promote violence prevention in the participating communities. A qualitative assessment was carried out at the beginning and at the end of the seventh training round. By the end of the round the assessment indicated some notable changes: i) stronger participant ownership of their communities, ii) augmented trust in institutions such as the municipality and the police, and (iii) higher prevalence of respect and mutual understanding as important aspects of living in a community. An 8th and final round of PATI focused on youth (16-29 yrs old) is currently being carried out. Some design changes were introduced in the 8th round stemming from recommendations of the Impact Evaluation and qualitative assessments such as increasing the depth and length of the training from 80 to 160 hours, particularly in the soft skills and labor orientation module. This round is taking place in 3 selected municipalities (Santa Ana, San Miguel and Soyapango) to support the first phase of the implementation of the National Program for Youth Employment and Employability JovenEs con Todo - (PJET) launched by the President in February PJET is a flagship program of the Government established as a core component of the Five Year Government Plan, which seeks to improve employment opportunities for youth through improved income generation and employability. By December 2015 and after the seventh round, the PATI slightly surpassed the intermediate indicator end target of 40,000 (the Program reached 43,828 participants) who are poor and live in 35 municipalities. Around 71 percent of participants are women, 84% have not completed basic education, and a third of participants are youth (16-24 years). The Salvadoran Institute for Occupational Training (INSAFORP), in charge of providing training courses, has also made important advances by complementing technical training with a job seeking module, in close coordination with the Ministry of Labor (MTPS). PATI's impact evaluation has indicated that the Program is positively affecting job readiness, with higher effects among youth and women. Component 2: Strengthening of labor intermediation, information, and occupational training systems. After overcoming delays faced during the first two years of implementation due to changes in authorities, technical teams and weak capacity, there have been important advances in this Component. MTPS has officially launched the on-line Jobs Portal and constituted the National System of Employment (composed of public institutions) to establish a framework of articulation in promoting employment and employability. Forty three employment offices at the national level are staffed, equipped, and operating. Among the forty three offices, nineteen are operating in agreement with the municipalities. Given changes in municipal authorities the opening of new offices has been delayed, restraining further expansion. Furthermore, a central Job Counseling Office was inaugurated and is comprised of trained professionals; and clients will have access to psychometric tests for better counseling. Finally, the Labor Market Observatory under the Direction of Social Provision is operating, and generating material for decision making (i.e, bulletins, and periodic labor reports). In terms of its involvement in PATI, MTPS has continued to provide labor market orientation in the last five rounds of PATI training and has continued registering participants in its IT platform for labor intermediation. The intermediation labor services have been provided with the aid of mobile kiosks and up to date around 75,000 people have been enrolled in the National Employment Registry. A job fair for women was carried out in March 2016, and the national labor skills study was concluded and pointed out employment gaps for women and youth, defined general profiles required by employers for qualified and non-qualified job seekers, and highlighted the need for an action plan to engage the private sector more actively in promoting employment and employability. Component 3: Support the design and development of the Universal Social Protection System (SPSU). This Component has made important advances, particularly with regard to the institutional strengthening of the Technical Secretariat of Planning of the Presidency (STPP), the development of the SPSU strategy, the establishment and on-going enhancement of the Unique Registry of Participants (RUP), and the evaluation of key social programs (PATI, social pensions, community health services, school uniforms). The Component has also supported the formulation of the Law of Social Protection and Development, approved by Congress in April 2014). With regard to the development of RUP, STP has completed socio economic data collection in 71 municipalities. To increase the interoperability of the different data bases of the programs and integrate them to the RUP, STTP signed agreements with the Ministry of Economy (subsidy registry), Ministry of Health (health registry) Social Fund for Local Development (FISDL-PATI Program, National Registry of Population (RNP) and Ministry of Agriculture (MAG). The Project has kept its strong disbursement performance and was restructured to carry out remaining activities and support the first phase of implementation for the JovenEs con Todo Program. The closing date was extended to August As of April 2016, 98% percent of funds have been disbursed, with a remaining US$ 1.09 million pending out of a total of US$50 million. There was a higher drop out of participants compared to previous rounds, due to operational difficulties encountered such as the timing of the round in December which coincided with high peaks of temporal employment, insufficient diffusion of the Program activities by the municipalities, delays in the disbursement of municipality funds for communitarian projects and unsafe environment in the selected municipalities (with high incidence of violence) that inhibited participants from enrolling or continue till the end of the Program. In the last 4 training rounds youth participation has increased, in part due to the narrowing of the age range of the participants and adapting communitarian projects to attract more young people. Participation of youth according to the last training four rounds is as follows: 6th round (Part 1) 36% ; 6th round (Part 2) 39%; 7th round (Part 1) 59% and 7th round (Part 2) 56%. In the on-going 8th round of training, the participation of youth is 100% since the age range was limited to solely youth. This last training round is relatively small composed of 435 participants financed with the remaining Loan proceeds, given its size it is expected that will not impact considerably the end target. The data collection activities were initially carried out by the National Directorate of Statistics and Census (DIGESTYC) with national funds. Due to lack of funding the Government decided not to continue with DIGESTYC and an agreement between the Secretary of Technical Planning of the Presidency (STPP) and the Ministry of Health (MoH) has been signed for data collection in 179 municipalities at the national level. Information will be collected with resources from the Ministry of Health and through the network of the Communitarian Health Teams (ECOS) as part of their outreach health visits. The health and RUP surveys were unified to consolidate information in a single survey and health field workers were trained in its application.
