The proposed operation would achieve this objective by supporting: (a) the strengthening of the program's overall governance through enhanced basic program management functions and accountability, oversight and control functions, in three axes: the registry of beneficiaries (Cadastro Unico), management of benefits, and monitoring of conditionalities; (b) the consolidation of the program?s monitoring and evaluation system; and (c) the strengthening of linkages between Bolsa Familia beneficiaries with complementary actions beyond the program to promote graduation from poverty; these activities would be carried out through the National Commitment for Social Development strategy in the MDS. This ISR includes information from the Progress report delivered in late August 2017 by MDS to the World Bank, covering the period of January to June The report includes the updated data in the results matrix as well. The Project supports Brazil s Bolsa Familia Program (BFP) and other initiatives of the Ministry of Social Development (MDS) aimed at reducing poverty and inequality and promoting human capital development. The BFP is a fundamental pillar of the country strategy to end extreme poverty and to break the intergenerational cycle of poverty. Since Project implementation began, the coverage of BFP has remained steady with 13.8 million families (Nov 2017), around 45 million people. The average benefit per month per family increased from R$145 in 2012 to R$ 178,93 in November Cadastro Único is an internationally recognized registry used to assess household welfare and to administer the targeting and implementation of Bolsa Família. There is 75,8 million people registered (aprox 40% of Brazilian population), 26.6 million families and 12,4 million families consider extreme poor (per capita income below R$85). During the last decade, Cadastro Único was also used by other ministries to define eligibility and target of more than 20 social programs including services and benefits. Although Cadastro Unico was not initially planned to serve as a universal social registry, during the last year SENARC has been building the capability to dialogue with these multiple program administrators through Rede do Cadastro Único. The project financed several events and studies for this purpose; the latest workshop took place in November 2017 with international experiences discussions brought from Chile and the World Bank. The event included the signature of two ministerial decrees aimed at improving data sharing on beneficiaries and data security. This reform of Cadastro Unico is in line with other Bank engagements, such as the Brazil Expenditure Review recommendations, and is aligned with the recent Country Partnership Framework (CPF). The TA component of the project has allowed t strengthening the social registry and the delivery of the cash transfer program through studies, capacity building and consulting services aimed at: analyzing improvements Cadastro Único functionalities (use of qualitiative and quantitative methodologies do analyze BF and Cadastro); learning from international experience on integration of social registries; developing a systematic way of organizing and publishing strategy outcomes related to SUAS (Unified System of Social Assitance Services), BFP and Cadastro Único; evaluating services provided by CAIXA; evaluating and optimizing PBF s conditionalities; developing a series of indicators to measure performance of BFP and Cadastro Unico including a survey to evaluate the quality of the data of Cadastro Unico. A Financial Education tool was designed specifically for women beneficiaries of the BFP through the use of behavior incentives for saving and financial planning. Training and tools were supported by the project. A presentation of the strategy and evaluation for this project was presented on September 22nd The planning for 2018 include: a) training on financial education (around 1 thousand social assistance workers); printing 200 thousand financial education tools for beneficiaries and instructors; and c) supporting an International Seminar of Best Practice in Financial Education and Inclusion to be held in May The institutional capacity for management system of BF was supported with several events held in 2017, which includes training of managers at state and local level and regional workshops; SENARC prioritize workshops with social services to understand the barriers of access to benefits and services from the indigenous and specific populations. A key public event was the execution Pan Amazon Seminar in April 2017, which the project co-financed and which allowed discussions on international perspectives related to the challenges and innovations for outreach to the traditional groups and delivery of services and cash transfers to the populations living in the Amazon region. An agreement of this event is to follow up the discussion in the Second Pan Amazon Seminar to be held in Peru during the first semester of 2018; The Criança Feliz, Program was approved by Law 13,257 on March 8, 2016 and seeks to "meet the best interest of the child and his condition as subject of rights and citizenship during the first thousand days of life. This program is an intersectoral and inter-institutional strategy to serve the same 12/21/2017 Page 2 of 10

3 target group of the BF program: it envisages coordination between MDS, the health and education sectors, and between the federal government, states and municipalities. The intervention is implemented in the family and in the community context. It provides integrated care of children's needs in early childhood, including: (i) preparation for responsive parenting though household visits by trained professionals to identify risk factors and prepare plans for each child; and (ii) coordination between families and other local social services, such as early childhood education facilities, health centers and social assistance centers (CRAS). Priority target group in the first phase of implementation is pregnant women, children <3 years of age, and their families who benefit from the Bolsa Família Program. The TA activities include consultancies to develop the policy guidelines for Criança Feliz; the individual consultancy to realize the qualitative study to evaluate Criança Feliz, among others. There were several workshops for training social workers (supervisors and visitors) to implement the household visits in 24 states; currently, 1,371 municipalities have household visits (104,000 children and 14,000 pregnant women). The Prontuario SUAS is used for the monitoring of the Program which is the same system used to monitor the activities of social workers for case management of Bolsa Familia beneficiaries. More recently, MDS launched the Progredir plan for productive inclusion for beneficiaries of the Bolsa Família Program. The plan has three axes:. Labor Intermediation: Referral of the public enrolled in the Cadastro Único to the world of work, through partnerships with companies from the private sector in need of skilled labor. Professional training: Digital Inclusion and Vocational Courses mapping and referral of Bolsa Familia youth to training courses, with the purpose of stimulating and expanding access to the labor market; Entrepreneurship: Access to microcredit and financial education, opening of bank accounts, technical and managerial support, to foster entrepreneurship of families enrolled in the Cadastro Único. The ongoing evaluations supported by the project include: (i) the baseline data collection study of Criança Feliz (March-April 2018) (ii) a qualitative study to accompany the impact evaluation of Criança Feliz (March-May 2018); and (iii) the first round of data collection to evaluate rural productive inclusion activities, such as the provision of rainwater tanks in rural regions (Programa Cisternas) and technical assistance to small farmers (Fomento) in All of these activities are targeting beneficiaries of Bolsa Família, and are complementary policies to cash transfers. The data for 2016 that have been included in the current issue of the ISR are based on the targeting performance that was reported by IBGE on November , and these are likely to be post-transfer income quintiles. the indicator will need to be corrected in the next ISR once the microdata is analyzed by SAGI with the same methodology used to compute targeting as of today, where the amount of the Bolsa Familia transfer is removed before the income distribution.
